Mr. Gehr moved the Clerk prepare the advertising to. receive proposals for
one (1) new street sweeper per specifications on file and further the date of March
17, 1966 until the hour of 10:00 o'clock a.m. (est) be set as the date and time to
receive proposals. Mr. Keller seconded this motion and on voice vote was carried.
There bring no further business presented on motion duly made, seconded and
•-carried the meeting adjourned.

The Board of Public Works and. Safety of the City of Richmond, Indiana met in regular
^-r` , i session in the City Hall in said City Thursday, February 24, 1966,- at the hour of
. 9:00 o'clock a.m. (est) . Mr. Jameson presiding with the following members being present:
. Mr. 'Gehr andMr. Keller. The following business was had to-wit:
The Clerk read the minutes of the previous meeting. There being no corrections
or additions, Mr. Gehr moved the minutes be approved as read, seconded by Mr. Keller
and on voice vote the motion was carried .
Mir. Gehr moved the claims be allowed and paid, seconded by Mr: Keller and -on voice
! vote was carried.
Mayor Cordell reported that a request had been made to his office by the local
C.A.P. for permission to have a loud speaker mounted on a vehicle to be used upon the
streets of Richmond to advertise "Medicare" . Mr. Keller exaTined the Code Book and
found in Chapter 43:08, section (b) Mobile Sound Amolifier: No person shall operate
or permit the operation of any sound producing or sound amplification device on any
vehicle upon the streets, alleys or-parks without written consent of the Mayor.
Mr. Keller moved the Mayor invite the applicant into his office to meet with other
members of the Board to discuss the time o-f operation and the tone of the sound to be
used so that a decision can be made cn the request at the next regular meeting March 3,
1966. Mr. Gehr seconded this motion and on voice vote was carried.
II/ - Chief of Police Stultz reported that Earlham College is in the process of creat-
ing a Security Division for said College. Chief Stultz said Ball'State University has
such a division and seems to be operating very satisfactorily. Chief Stultz also
presented a letter from the Attorney General setting out an opinion. Chief Stultz
' gave the letter from the Attorney General and also a copy of the Agreement between the
City of Muncie; Indiana and Ball State University to Mr. Keller for study.
The Clerk presented Ordinance No. 2189-1966, "AN ORDINANCE. AUTHORIZING THE
PURCHASE OF A DIESEL ENGINE FCR THE FIRE DEPARTMENT", which was passed by the Common
Council of Richmond , Indiana February 21, 1966.
• Mir. Gehr- moved the Board 'sign the Acceptance of Proposal as Contract for the
purchase of the Diesel Engine for the Fire Department as sh'.bmitted by the Cummins
Diesel 'of Indiana, Inc. in the amount of $4,495.00. Mr.. Feller seconded this motion
and on voic vote was carried.=
Mr. -(T � Trimble, Attorney, representing Grace L. Mendenhall who filed a
petition to remove enroachment on alley, was present. Mr. Trimble requested that the
board has had plenty of time to give this matter some attention. Mayor Cordell stated
that he would see that something would be done to relieve the situation set out in
the petition.
The Clerk presented proof of publication of notice printed in the Richmond Palladium-
Item, a newspaper of general circulation in the City of Richmond on the dates of February
7th and 14th, 1966. Said notice designated that sealed proposals would be received
on the date of February 24, 1966 until the hour of 10:00 o'clock a.m. (est) for the
removal of undersirable trees in the City of Richmond for the year 1966. Mr. Keller
examined the proof of publication of notice and found. the same to be correct and in
order and moved the same be received and filed. Mr. Gehr seconded this motion and.
on voice vote was carried. -
Thursday, February 24, 1966 at the hour of 10:00 o'clock a.m. (est) being the
date and time designated to open and :read aloud proposals received. The following
bids were opened and read aloud.
Antrim Tree Service $17.50 per tree - -
Foister Miracle $12.00. per tree
Arthur Ridhards $11.00 per tree
Mr. Keller noted the proposal of Arthur Richards was not properly notarized.
Mr. McBride was in attendance and reported that Foister Miracle had the contract
th°e past year• and his work was very satisfactory. Mr. Gehr moved the Board sign the
Acceptance of Proposal as Contract submitted by Foister Miracle. Mr. Keller seconded
this motion and on voice vote was carried.

Mr. Merle Carver,- Executive Secretary of the Redevelopment Commission, reported.
that he had found that the city owns- 350• parcels of land due to delinquent- taxes.. To
date he has made a: survey of the parcels north of the Pennsylvania Railroad that might
be suitable for building purposes and found. only one which is on North 15th Street.
Mr. Carver was directed tobring to the Board the legal description of'this lot. •
Mr. Gehl. moved the- Board set the date of March 24., 1966 at the hour of 10:00
o'clock a.m. (est) as a date and time to hold a public hearing to hear and consider all
persons, firms and corporations that have filed for a franchise agreement to serve the
City of Richmond, Indiana with cable- television and further the proceedure set out in
Bnon5 Statutes` 1.18-7303 be followed. Mr. Keller seconded this motion and on voice vote
was carried.

. The Board of Public Works and Safety of the City of Richmond, Indiana met in

Mayor Cordell issued an order to the Police Department to arrest all persons that
• do not have proper coven on their vehicles to prevent litter from being blown off
during their trip to the city owned land fill. Several complaints have been received- of -
litter being blown off the trucks onto private property.
Mr. Calvelage, Building Commissioner, and Mr. Howard Sweet, a local heating con- -
tractor, appeared before the Board to report that the heater that was recently install-
ed in the Police garage would not pass the sne.cifications set out in the Code . A member
of the Richmond Gas Corporation reported that- he had'red tagged the gas meter suppling
the heater and said. heater could not be used until corrections had been made to meet
the requirements of the code. Police Chief Stultz was authorized to contact the
Contractor of Hoff Company who made this installation and ask that the heater -be install-
ed according to the code. -. •
Nr, Robert O'Maley, a local attorney, appeared before the Board and filed a
petition and franchise egreement for cable, television in the City of Richmond and on be-
half of Direct Channels of Richmond, Inc. This petition was ordered filed., . •
Chief of Police Stultz reported that a request had been made by Director John R.
Kragie of Indiana University Police Training. Center asking for the services of Sgt...,Louis
Gibbs to be instructor. at I�eir Police Firearms InstructorsCourse April 25th through.
29th, 1966. There will be/expense to the City. Mr. Gehr moved the request be granted,
seconded by Mr. Keller and on voice vote was carried .
Chief Stultz reported a claim from the Super Body Shop, 1225 NW 5th Street in the
amount of $238.73 for a -repair of a patrol car. In the past, a claim of this type was
paid out of Police Department budget account No. L-111, Other Garage and Motor Supplies.
Mr. H. Bultman, of the State Board. of Accounts, ruled that this type of claim it under
Services Contractural and not under `'upplies as No. L-l)4 as listed.. It was advised. that
• this error of payments of this type claims should be corrected. • Chief Stultz reported •
that the present budget doesn't have listed a fund of this type under which to make .
payment of the, amount of $238.73. Mr. Jameson recommended that to comply with the State
.Board of Accounts ruling, the amount needed should be appropriated out of the Richmond
General Fund Budget Unappropriated. •Chief Stultz recommended the sum of $1,000.00
should be appropriated.
- Mr. Gehr moved. the City Clerk be .authorized to o:repare fbr Common Councils con-
sideration an ordinance to appropriate the hum of °$1,000.00 from Richmond General Fund.
Budget, Unappropriated to the Police Department Fund Budget, Services Contractural
Account No. L-7 (2-25-252), Repai:r,of Equipment. Mr. Keller seconded this motion and on
voice vote was carried. .
Chief Stultz alsoasked the City Attorney to study how lost and confiscated articles
that have accumulated in- the Police Department could legally be disposed of:

ium-Item, -a newspaper of general circulation in the City of Richmond, Indiana on 'the
dates of February 7th and 14th, 1966. Said notice designated that a public hearing would
be held on Improvement Resolution No. 1074-1966 to improve the alley between Lincoln Street
and Randolph Street from Northwest 3rd to Northwest )4th Streets with concrete the full
width. The date and time designated for said hearing was March 3, 1966 at the hour of
10:00 a.m. (est) . Mr. Keller examined the proof of publication and found the same to be
