The following proposals were received,' opened and read aloud:

Mr. Gehr moved the proposals be referred to Robert Goens and Mr. 'U'ameson for
tabulation and recommendation, seconded by Mr. Kemper and on voice vote was carried.
The Clerk presented proof of publication of notice printed in the Richmond
Palladium-Item, a newspaper of general circulation in the City of Richmond, Indiana,
on the dates of January and 31, 1966. Said notice designated that sealed pro-
posals would be received until the hour of 10:00 o'clock a.m. (est) for furnishing
the City Engineer with one (1) new 1966 automobile according to specifications on
file. Mr. Kemper examined the proof of publication of notice and found the same to
be correct and in order. Mr. Kemper moved the proof of publication of notice be
' received and filed, seconded by Mr. Gehr and on voice vote was carried.
February 10, 1966 at the hour of 10:00 o'clock a.m. (est) being the date and-
time designated in said notice to open and read aloud proposals received. The
following proposal was opened and read aloud:

1 - 1966 Ford Custom 4-door sedan $2,880.67
Less trade in allowance and taxes $ 892.91
Net • - $1,987.76
Mr. Gehr examined the proposal and found that everything quoted met with the
specifications and was within the amount of the 1966 Budget. • Mr. Gehr recommended
the purchase of the car and further the. board sign the Acceptance of Proposal
, as Contract. Mr. Kemper seconded this motion and on voice vote was carried.
The Clerk presented Ordinance No. 2188-1966, passed by the Common Council
February 7, 1966, "AUTHORIZING. AND EMPOWERING THE BOARD OF PUBLIC WORKS AND
SAFETY OF RICHMOND, INDIANTA TO PURCHASE. CEr_RTAIN PERSONAL PROPERTY FOR AND ON BED:
HALF OF THE CITY OF RICHMOND, INDIANA". (3Police Cruisers)
Mr. Kemper moved the Board sign the Acceptance of Proposal as Contract for
the purchase of '3 Police Cruisers from the Fred First, Inc. in the sum of $4,3L 9.53
(net). Mr. Gehr seconded this motion and on voice vote was carried.
Mr. Jameson requested the carry-over from the1965 Budget to 1966, the balance
appropriation in the Cumulative Storm Sewer Fund of $8,686.75 due to contracts
with George F. Kopetsky Construction Company of Indianapolis, Indiana and 'Henry B.
Steeg and Associates, Indianapolis, Indiana for construction of Storm Water Sewer
Extensi cn, Section D, in the NW 19th and 20th Street areas. This is part of the
$220,000.00 appropriated per Ordinance 2085-1961 approved by State Tax Commission on
. December 2, 1964.
Mr. Gehr,moved the request 'of Mr. Jameson, City Controller, be granted; seconded
by Mr. Kemper and on voice vote was carried.
There being no further business presented on motion duly made, • seconded and
carried the meeting adjourned.

The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular
sessi-n in the !ity Hall in said City Thursday, February 17, 1966 at the hour of 10:00
a.m. (est) . Mr. Jameson presiding with the following members being present: Mr. -
Gehr and Mr. Keller. The following business was had to-wit:
The Clerk read the minutes of the previous meeting. There being no corrections
or additions, Mr. Jameson moved the minutes be approved as read, seconded by Mr.
Gehr and on voice vote was carried.
Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Jameson and on
voice vote was carried.
Mayor. Cordell reported that Mr. Bertwin J. Keller had been duly appointed to
serve in the capacity of City Attorney and also had been sworn into this office
by the City Clerk.
Mr. Jameson stated the chair would accept nominations for President Pro-tem to
fill the vacancy of J. Richard Kemper, the former City Attorney, who was the Pro-tem
chairman. Mr. Jameson nominated Mr..Keller. Mr. Gehr seconded this nomination.
There being no further nominations, Mr. Keller was declared to be the President Pro-
tein for the ensuing year.

Fire Chief Fredricks presented the following which was read •by Mr. Jameson:

Gentlemen:
This is to advise you that Edwin LeRoy Clopp has completed, ,satisfactorily, his
year as a probationary fireman on the Richmond Fire Department.
. It is my recommendation, therefore, that Mr. Clopp be promoted from the rank of
probationary fireman to that of regular fireman, effective February16, 1966.

Mr. Gehr moved the Board concur in the recommendation of the Fire Chief to promote
.Edwin LeRoy Clopp from Probationary fireman to regular fireman effective February 16,
1966. Mr. Keller seconded this motion and on voice vote was carried.
• Fire Chief Fredricks reported that Jerry Edwin Cotter, who was appointed as pro'.
bationary fireman, had signed the oath that is required, by firemen that are employed
,for one year probationary period.
Fire Chief Fredricks reported on the preliminary plans and specifications for
the Nos. 1, 5 and 7 Fire Stations that are under consideration to be built.
The Clerk presented proof of publication of Notice to Bidders published in the
Richmond Palladium-Item, a newspaper of general.circulation in the City of Richmond,
Indiana, on the dates of January 31 and February 7, 1966. The notice stated that
sealed proposals would be received until the hour of 10:00 o'clock a.m. (est) February
17, 1966 for furnishing the Richmond Fire Department with one (1) high expansion foam •
generator per specifications- on file. Mr. Keller examined the proOf of publication
and found the same to be correct and in order and moved the same be received and filed.
Mr. Gehr seconded this motion and on voice vote was carried.
February 17, 1 966 at the hour of 10:00 o'clock a.m. being the date and time design-
ated to open and read aloud proposals received. The following proposals were opened
and read aloud:

Thetwo above proposals were not submitted on forms prescribed. by the State Board
of Accounts. Mr. Gehr moved all proposals be rejected and further the Clerk prepare
the advertisement necessary. to receive proposals for one (1) high expansion foam
generator for the Fire Department, Thursday, March 10, 1966 until the hour of 10:00
o'clock a.m. (est) . Mr. Keller seconded this motion and on voice vote was carried. .
Mr. Robert Goens, Health and Sanitation Inspector, presented the following
tabulation of proposals received February 3, 1966 for one (1) automobile :

Mr. Goens recommended the proposal of the Raper Plymoutih; Inc. be accepted: The
sum of $2,000.00 is in the 1966 budget for the purchase of this automobile. r
Mr. Gehr moved the Board concur in the recommendation of Mr. Goens and further
the Board sign the Acceptance of Proposal as 6nntract. This motion was seconded by
Mr. Keller and on voice vote was carried.
Chief of Police Stultz requested permission to purchase one (1) new 1966 model
motorcycle with a trade-in allowance on one (1) 1958 model Harley Davidson motorcycle.
Stultz stated that there is need for another motorcycle but the 1966 Budget does
not have the money in the Motor Equipment Account to warrant the purchase of another •
unit.
Mr. Gehr moved the Clerk be authorized to prepare the advertising to receive pro-
posals for furnishing the Police Department with one (1) new 1966 model motorcycle
according to specifications on file with a trade in allowance on one (1) 1958 model
Harley Davidson motorcycle and further the date of March I0, 1966 until the hour 10:00
o'clock a.m. (est) to receive proposals. Mr. Keller seconded this motion and on voice
vote was carried.
Street Commissioner Burelison requested permission from the Board to make purchase
of a new street sweeper according to specifications he has prepared. la-. Burelison
outlined why this new unit is needed. With the City of Richmond expanding in,territory,
another sweeper should be added to the present two street sweepers that are now in use.

Mr. Gehr moved the Clerk prepare the advertising to receive proposals for
one (1) new street sweeper per specifications on file and further the date of March
17, 1966 until the hour of 10:00 o'clock a.m. (est) be set as the date and time to
receive proposals. Mr. Keller seconded this motion and on voice vote was carried.
There bring no further business presented on motion duly made, seconded and
carried the meeting adjourned.

The Board of Public Works and Safety of the City of Richmond, Indiana met in regular
cr.,, .7.1..cmsession in the City Hall in said City Thursday, February 24, 1966,- at the hour of
. 9:00 o'clock a.m. (est) . Mr. Jameson presiding with the following members being present:

Mr. Gehr moved the claims be allowed and paid, seconded by Mr.- Keller and -on voice
vote was carried. -
Mayor Cordell reported that a request had been made to his office by the local
C.A.P. for permission to have a loud speaker mounted on a vehicle to be used upon the
streets of Richmond to advertise "Medicare" . Mr. Keller examined the Code Book and
found in Chapter 43:08, section (b) Mobile Sound Amplifier: No person shall operate
or permit the operation of any sound producing or sound amplification device on any
. vehicle upon the streets, alleys or-parks without written consent of the Mayor.
Mr. Keller moved the Mayor invite the applicant into his office to meet with other
members of the Board to discuss the time o-f operation and the tone of the sound to be
used so that a decision can be made on the request at the next regular meeting March 3,
1966. Mr. Gehr seconded this motion and on voice vote was carried.
II/ - Chief of Police Stultz reported that Earlham College is in the process of creat-
ing a Security Division for said College. Chief Stultz said Ball State University has
such a division and seems to be operating very satisfactorily. Chief Stultz also
presented a letter from the Attorney General setting out an opinion. Chief Stultz
gave the letter from the Attorney General and also a copy of the Agreement between the
. City of Muncie; Indiana and Ball State University to Mr. Keller for study.
The Clerk presented Ordinance No. 2189-1966, "AN ORDINANCE. AUTHORIZING THE
PURCHASE OF A DIESEL ENGINE FCR THE FIRE DEPARTMENT", which was passed by the Common
Council of Richmond, Indiana February 21, 1966.
Mr. Gehr moved the Board sign the Acceptance of Proposal as Contract .for the
purchase of the Diesel Engine for the Fire Department as submitted by the Cummins
Diesel of Indiana, Inc. in the amount of $4,495.00. Mr.. Keller seconded this motion
and on voi vote was carried.-
Mr. Trimble, Attorney, representing Grace L. Mendenhall who filed a
petition to remove enroachment on alley, was present. Mr. Trimble requested that the
- board has had plenty of time to give this matter some attention. Mayor Cordell stated
that he would see that something would be done to relieve the situation set out in
the petition. -
The Clerk presented proof of publication of notice printed in the Richmond Palladium-
Item, a newspaper of, general circulation in the City of Richmond on the dates of February
7th and 14th, 1966. Said notice designated that sealed proposals would be received
on the date of February 24, 1966 until the hour of 10:00 o'clock a.m. (est) for the
removal of undersirable trees in the City of Richmond for the year 1966. Mr. Keller
examined the proof of publication of notice and found. the same to be correct and in
order and moved the same be received and filed . Mr. Gehr seconded this motion and
fillon voice vote was carried. -
Thursday, February 24, 1966 at the hour of 10:00 o'clock a.m. (est) being the
date and time designated to open and read aloud proposals received. The following
bids were opened and read aloud.
Antrim Tree Service $17.50 per tree ._ -
Foiste r Miracle $12.00 per tree
Arthur Richards 511.00 per tree
Mr. Keller noted the proposal of Arthur Richards was not properly notarized..
Mr. McBride was in attendance and reported that Foister Miracle had the contract
the past year and his work was very satisfactory. Mr. Gehr moved the Board sign the
Acceptance of Proposal as Contract submitted by Foister Miracle . Mr. Keller seconded .
