HomeMy Public PortalAbout02-10-1966 PX41 BOARD OF PUBLIC 'WORKS AND SAFETY OF THE • CITY OF RICHMOND, INDIANA, FEBRUARY 10, 1966 The Board of Public Works and Safety of the City of Richmond, Indiana met in regular session in the City Hall in said City, Thursday, February 10, 1966 at the hour of 9:00 o'clock a.m. (est) . Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Kemper. The following business was had to-wit: The Clerk read the minutes of the previous meeting. There being no correct- ions or additions, Mr. Kemper moved the minutes be approved as read, seconded by Nor. Gehr and on voice vote was carried. Mr. Kemper moved the claims be allowed and paid, seconded by Mr. Gehr and on voice vote wascarried. Fire Chief Fredricks presented the following: February 9, 1966 Henry Jameson, President Board of Public Works and °afety City or Richmond, Indiana Gentle nen: I wish to present to the Board of Works the application of Jerry Edwin Cotter, for employment on the Fire D epartment. His record has been thoroughly checked .and found to be satisfactory. His medical report is good and has been passed upon by the Pension Trustees. I recommend to the Board that Jerry Edwin Cotter be placed on the Fire Depart- ment as a'probationary fireman, beginning February16, 1966. Respectfully, /s/ Ernest Fredricks, Chief Richmond Fire Department City of Richmond, Indiana Mr. Kemper moved that Jerry E dwin Cotter be appointed as probationary fireman as of February 16, 1966 subject to Jerry E dwin C'btter's signing an agreement as probationary fireman. for one year from the date of February 16, 1966. Mr. Gehr seconded this motion and on voice vote was carried. Mayor Cordell presented complaints of the Taxi Cab Companies of making over- charges on trips and hauling extra baggage: Mr. Dorsey Campbell, owner of the Richmond Cab Company, was in attendance and explained that each cab has a card visible to the oassentiers what the rate of fare is to all points within the City. He also explained the charge made for more than'f our sacks of groceries which is 25¢ per sack. This charge has to be made as thedrivers are working on a commission and over faun aYks which have to be carried to or beyond a porch is very time con= . suming. The Clerk presented proof of publication' of notice printed in the Richmond • Palladium-Item, a newspaper of general circulation in the City of Richmond, Indiana, on the dates of January 24 and 31, 1966. Said notice designated that sealed proposals would be received until the hour of 10:00 o'clock a.m. (est) on the 10th day of February, 1966 for furnishing the Fire D epartment of Richmond, Indiana with one (1) Diesel powered engine per specifications on file. Mr. Kemper examined the proof of publication of notice and found the same to be correct and in order. Mr. Kemper moved the proof of publication of notice be received and filed, seconded by Mr. Gehr and on voice vote was carried. February 10, 1966 at the hour of 10:00 o'clock a.m. (est) being the date and time designated to open and read aloud proposals received. The following bid being the only bid received was opened and read aloud: Cummins,Diesel of Indiana, Ind. 1-Cummins N.H.-220 Diesel Engine per specification submitted $4,495.00 Fire Chief Fredricks reviewed the bid and found that this engine met with the specifications and recommended the purchase in the amount of 44,495.00 Mr. Gehr moved the Board concur in the recommendation of the Fire Chief and further the City Attorney prepare an ordinance of Council's consideration for authori,ation to make purchase. This motion was seconded by Mr. Kemper and on voice vote was .carried. The Clerk presented proof of publication printed in the Richmond Palladium- item, a newspaper of general circulation in the , City of Richmond, Indiana on the dates of January 24 and 31, 1966. Siad notice designated that sealed proposals would be received until the hour of 10:00 o'clock a.m. (est) on the 10th day of February, 1966 for furnishing the Health and Sanitation Department of Richmond, Indiana with one (1) new 1966 2-door sedan automobile according tosxcifications on file. Mr. Kemper ex- amined the proof of, publication of notice and found the same to be correct and in . 75 order. Mr. Kemper moved the proof of publicationLbe received--and-fi-l-ed., seconded by Mr. Gehr and on voice vote was carried. . February 10th, 1966 at the- hour of 10:00 .atclock am -'(est)l;rbeingethe date and time designated in said notice to open and read aloud proposals received. The following proposals were received, opened and read aloud: Fred First, Inc. Raper Plymouth, Inc. Mr. Gehr moved the proposals be referred to Robert Goens and Mr. 'Jameson for tabulation and recommendation, seconded by Mr. Kemper and on voice vote was carried. The Clerk presented proof of publication of notice printed in the Richmond Palladium-Item, a newspaper of general circulation in the City of Richmond, Indiana, on the dates of January 24 and 31, 1966. Said notice designated that sealed pro- posals would be received until the hour of 10:00 o'clock a.m. (est) for furnishing the City Engineer with one (1) new 1966 automobile according to specifications on file. Mr. Kemper examined the proof of publication of notice and found the same to be correct and in order. Mr. Kemper moved the proof of publication of notice be received and filed, seconded by Mr. Gehr and on voice vote was carried. February 10, 1966 at the hour of 10:00 o'clock a.m. (est) being the date and- time designated in said notice to open and read aloud proposals received. The following proposal was opened and read aloud: Fred First, Inc. 1 - 1966 Ford Custom 4-door sedan $2,880.67 Less trade in allowance and taxes $ 892.91 Net $1,987.76 Mr. Gehr examined the proposal and found that everything quoted met with the specifications and was within the amount of the 1966 Budget. Mr. Gehr recommended the purchase of the car and further the• board sign the Acceptance of Proposal _ as Contract. Mr. Kemper seconded this motion and on voice vote was carried. The Clerk presented Ordinance No. 2188-1966, passed by the Common Council February 7, 1966, "AUTHORIZING. AND EMPOWERING THE BOARD OF PUBLIC WORKS AND SAFETY OF RICHMOND, INDIANA TO PURCHASE CERTAIN PERSONAL PROPERTY FOR AND ON BEz, HALF OF THE CITY OF RICHMOND, INDIANA". (3Police Cruisers) - Mr. Kemper moved the Board sign the Acceptance of Proposal as Contract for the purchase of 3 Police Cruisers from the Fred First, Inc. in the sum of V ,349.53 (net). Mr. Gehr seconded this motion and on voice vote was carried. Mr. Jameson requested the carry-over from the1965 Budget to 1966, the balance appropriation in the Cumulative Storm Sewer Fund of $8,686.75 due to contracts with George F. Kopetsky Construction Company of Indianapolis, Indiana and -Henry B. Steeg and Associates, Indianapolis, Indiana for construction of Storm Water Sewer Extensi oa, Section D, in the NV 19th and 20th Street areas. This is part of the $220,000.00 appropriated per Ordinance 2085-1964 approved by State Tax Commission on December 2, 1964. Mr. Gehr_moved the request of Mr. Jameson, City Controller, be granted, seconded by Mr. Kemper and on voice vote was carried. Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Keller. The following business was had to-wit: The Clerk read the minutes of the previous meeting. There being no corrections or additions, Mr. Jameson moved the minutes be approved as read, seconded by Mr. Gehr and on voice vote was carried. Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Jameson and on voice vote was carried. Mayor. Cordell reported that Mr. Bertwin J. Keller had been duly appointed to serve in the capacity of City Attorney and also had been sworn into this office by the City Clerk. Mr. Jameson stated the chair would accept nominations for President Pro-tem to fill the _vacancy of J. Richard Kemper, the formerCity Attorney, who was the Pro-tem chairman. Mr. Jameson nominated Mr..Keller. Mr. Gehr seconded this nomination. There being no further nominations, Mr. Keller was declared to be the President Pro- tem for the ensuing year. •
