Mr. Kemper moved that all bids received be rejected, seconded by Yr. Gehr and on voice vote was carried. Mr. Goens submitted new specifications for a new car for the Department of Health and Sanitation and trade-in on a 1959 Lark Studebaker. Mr. Kemper moved the Board approve the new specifications and further that the Clerk prepare the advertisement to receive bids until the hour of 10:00 a.m. (est) February 10, 1966. Mr. Gehr seconded this motion and on voice vote vas carried. Mr. Gehr, City Engineer, presented specifications for purchase of a new car for the City Engineer Department with a trade-in on a 1961 2-door Ford. Mr. Kemper moved the specifications be approved and further the Clerk prepare the advertising to receive bids until the hour of 10:00 o'clock a.m. (est) February •111 10, 1966. Mr. Gehr seconded this motion. and on voice vote was carried. Police Chief Stultz presented the following: January 20, 1966 Board of Public Works and. Safety - Richmond, Indiana Gentlemen: Request permission to have officer Howard Allen Bailey moved up to rank of regular officer. He completed his one (1) year probationary period January 16, 1966. Respectively, /s/ William K. Stultz Chief of Police Mr. Gehr moved the Board concur in the recommendation of the Police Chief of advancing Howard Allen Bailey from the rank of probationary officer to that of regular officer as of January 16, 1966. Mr. Kemper seconded this motion and on voice vote was carried. Captain Stout presented a request from the Richmond Lions Club to stage a _ Parade on Main Street between 4th and 13th Streets on the date of April 30, 1966. The Richmond Lions Club is host to the Lions State Convention for the year 1966. Captain S tout said his department would co-operate with the Lions Club and super- vise the safety factors that will be needed on this date. Mr. Gehr moved the Board approve the request and that the Traffic Department give full aid in providing all safety measures that will be required. Mr. Kemper seconded this motion and on voice vote was carried. III Orville Conyers of the Police Department reported that he had made investi- gations of complaints of residents on Richmond Avenue, and 200 block No:rth79th Street. Mr. Conyers stated that both parties reported were harboring junk cars on the premises. He recommended that he be supplied with the recent Ordinance that was passed by Common Council defining "Junk Yards" and he will present them to the parties involved to show them that they are in violation. The Clerk will provide the copy of the ordinance to Mr. Conyers. , Two petitions for a franchise to operate a C.A.T.V. in the City of Richmond, Indiana were filed. Those filing were the Meredith-Avco, Inc. and the Direct Channels of Akron, Ohio. Mr. Kemper moved the tiro petitions be received and filed. Mr. Gehr seconded this motion and on voice vote was carried. There being no further business presented on motion duly made, seconded and. carried the meeting adjourned. lit z. . Mr. Jameson presiding with the following members being present: 4r. Gehr and Mr. Kemper. The following business was had to wit: The Clerk read the minutes of the previous meeting. There being no corrections or additions, Mr. Kemper moved .the minutes be approved as read, seconded by Mr. Gehr and on voice vote was carried. Mr. Kemper moved the claims be allowed, seconded by Mr. Gehr and on voice vote was carried. Fire Chief Fredricks requested permission to send Asst. Chief Mel Price and Captain Roland Walls to attend The Fire Department Instructors Conference to be held in Nemohis, Tenn., March 20th to the 25th, 1966. Mr. Gehr moved the request be granted, seconded by Mr. Kemper and on voice vote was carried. Fire Chief Fredricks recommended that Donald Tibbot be promoted from the rank of Fireman to that of Probationary Captain for one year\effecti ve February 1, 1966. Donald Tibbot has been a regular fireman for 15 years. Mr. Kemper moved Donald Tibbot be promoted from fireman to the rank of Probation- ary Captain effective February 1, 1966. Mr. Gehr seconded this motion and on voice vote was carried. Fire Chief Fredricks presented specifications for purchase of a High-Expansion Foam Generator for the Fire Department. Mr. Gehr moved the -Board approve the specifications and further the Clerk pre-_ pare the advertisement to receive bids for the High-Exoansion Foam Generator on the } date of. February 17, 1966 until the hour of 10:00 o'clock a.m. (est). Mr. Kemper `\ seconded this motion and on voice vote was carried. ` Fire Chief Fredricks received a request from the residents in .the area of South -1bth and "I" Streets The Fire Chief stated that he had made investigation and this request warranted the fire hydrant for fire protection in this area. Mr. Kemper moved the request be granted of installing a fire hydrant in the III area of South 14th and "I" Streets and further the Clerk :notify the Richmond: Water Works Corporation to make installation of this hydrant to serve as fire protection in the above area. Mr. Gehr seconded this motion and on voice vote was carried. Chief of Police Stultz presented the following: January 26, 1966 Board of Public Works City Building Richmond, Indiana Gentlemen: Having been a member of the Richmond Police Department from December 16, 1945 to February 1, 1966 ;;.rid serving twenty years, one month and sixteen days I hereby submit my resignation for purpose of retirement. Sincerely, /s/ Daniel A. Harper Chief of Police Stultz recommended the resignation be accepted and stated that Daniel A. Harper had served the Police Department for 20 years in a very efficient manner. Mr. Kemper moved the Board accent the resignation of Daniel A. Harper, second- ed by Mr. Gehr and on voice vote was carried. The Clerk submitted a petition that Councilman Cyrus Hollingsworth filed January 26, 1966. The petition was .signed by residents ip the area of North "E" Street from North 8th Street to North 20th Street requesting that the street lighting be improved in the area set out. The petition was signed by 301 residents. Mr. Kemper moved the petition be referred to the City Controller to have the Light Plant prepare plan's and estimate of costs. Mr. Gehr seconded this motion and on voice vote was carried. The Clerk presented proof of publication printed in the Richmond Palladium- Item, a local paper of general circulation in the City of Richmond, Indiana on the dates of January 10th and 17th, 1966 that sealed proposals would be received on the date of January 27, 1966 until the hour of 10:00. o'clock a.m. for furnishing the Police Department with cars according to specifications on file. Mr. Kemper examin- ed the proof of publication and found the same to be correct and in order. Mr. Kemper moved the proof of publication be received and filed, seconded by Mr. Gehr and on voice vote was carried. January 27,. 1966 at the hour of 10:00 a.m. .(est) being the date and time designated to open and read aloud the proposals received. The following nroposals were opened and read aloud. Raper Plymouth, Inc. • Kurdy's Chevrolet, Inc. Fred First, Inc. Mr. Gehr moved the bids be referred to the Police Chief and Mr. Jars: son for tabulation and recommendation, seconded by Mr. Kemper and on voice vote was carried.
