The Board of Public Works and Safety of the City of Richmond, Indiana met in regular session in the City Hall in said City, Thursday, January 6, 1966 at the hour of 9:00 o'clock a.m. (est). Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Kemper. The following business was had to-wit: The Clerk read the minutes of the previous meeting. There being no corrections or additions.Mr. Kemper moved the minutes be approved as read. Mr. Gehr seconded this motion and on voice vote was unanimously carried. Mr. Kemper moved the claims be allowed and paid, .seconded by Mr. Gehr and on 'voice vote was carried. Mayor Cordell appointed City Clerk Ather J. Reeg, the, Clerk of the Board of Public Works and Safety for the year 1966. Mr. Calvelage, Building Commissioner, presented the tabulations of bids received December 30, 1965 for a new car for the Building Commissioner. . . Excise Tax & 1960 Falcon 958.14 Net $1997.91 Mr. Gehr moved the bid of Fred First Inc. in the net sum of $1877.08 be accepted, seconded by Mr. Kemper and on voice vote was unanimously carried. Chief of Police Stultz presented specifications for three (3) 2-door 6 passenger automobiles to be used as patrol cars, and one (1) 4-door 6 passenger automobile to be used by the Police Chief. The Police Department has the following to trade in: One (1) 1962 2-door sedan, Mercury, two (2) .1964 2 oor sedans Fords, and one (1) 1962 4-door sedan, Chevrolet. Mr. Kemper moved the Board approve the specifications for the four (4) new units and further that the Clerk prepare the proper advertising to receive bids on the 27th day of January 1966 at the hour of 10:00 o'clock a.m. A letter was received from Councilman Hollingsworth stating that he has received complaints from William Moyer and Arthur Woods both living in the 200 block North 19th Street, that Conley Farmer, 214 North 19th Street was in violation of. the Zoning Ordinance. There are five (5) unlicensed cars or parts of cars in the back yard for the purpose of either reaale or for wrecking which is causing a nuisance in many ways. This was referred to the Police Department. Mayor Cordell stated that he has given notice to the Police Department to make another survey of junk cars and make a report to the Board of Works. Mr. Robert Reinke appeared before the Board and presented the Articles of Association of Downtown Richmond Tomorrow Association. Mr. Reinke also explained the purpose of the Articles. Mr. Kemper moved the Articles of Association of Downtwon Richmond Tomorrow Association be received and filed, seconded by Mr. Gehr and on voice vote was un- animously carried. The Clerk presented proof of publication of notices printed in the Richmond Palladium-Item, a newspaper of gel:isme11 circulation in the City of Richmond, Indiana on the dates of December 27, 28, 29, 30 and 31, 1965, that the Board of Public Works and Safety will receive and consider granting a non-exclusive franchise or franchises for Community Antenna Television system in the City of Richmond, Indiana by any interested applicant. :any franchise agreement shall be in form prescribed by the Board of Public Works and Safety of Richmond, Indiana, copies of which are on file in the office of the City Clerk of the City of Richmond and may be obtained on request. Ay franchise agreement will be made subjiect to the approval of the Common Council of the City of Richmond, Indiana. • Mr. Kemper examined the proof of publication of notices and found the same to be correct and in order and moved the same be received and filed. The Richmond Cable Television Inc. filed an application for C.A.T.V.Franchise which was ordered received and filed by motion made by Mr. Kemper and seconded by Mr. Gehr and on voice vote unanimously carried. The Community Television of Richmond-filed an application for a C.A.T.V.Franchise which was ordered received and filed by motion made by Mr.Kemper and seconded.by Mr. . " Gehr and on voice vote was unanimously carried. 6.6 Mr. Jameson requested the sum of 4$7,496.90 which is in Account J-6 (a), Street Light Extension in the 1965 Budget be carried forward into the year 1966 which has been contracted for. Mr. Kemper moved the sum of $7,496.90 in the 1965 Budget ,,account J-6 (a), Street Light Extension be carried forward into the 1966 Budget. Mr. Gehr seconded this motion and on voice vote was unanimously carried. . Mr. Jameson advised the Board that he had written a letter.to the Cutter Insurance Agencies stating it was _the feeling of the Board that the option to purchase the old Fire Station located at South 9th and 'IE`rr Streets' for the sum of 618,500.00 could not be considered at .this :time as it is below the appraisal set at 22,500.00. There being no further business presented, on motion duly made, seconded and carried the meeting adjourned. . There being no corrections or additions, Mr; Kemper moved hhe minutes be approved as read, seconded by Mr. -Gehr and on voice vote was unanimously carried. There were no claims to be allowed. Mayor Cordell recommended that three ordinances be prepared for Council's consider- ation. 1. To repeal Ordinance No*, 2177-1965. 2. To remove all of the parking metersfrom the public streets and retain the parking meters on the municipal lots. 3. Tofix the time limit for parking on the public streetsfrom which the parking meters have been removed. Mr. Kemper moved that the three (3) ordinances be prepared as requested by the Mayor and be presented to the Common Council, Monday, January 17, 1966. Mr. Gehr seconded this motion and on voice vote was unanimously carried. cm a ech• qc+ Mayor Cordell reported the committee that he appointed for selecting awe for the new Municipal Building had interviewed seven (7) architects. The committee met to vote upon one of the seven to be selected the architect. The name of R.W. Clinton and Associates was selected. The Mayor presented the name of R. W. Clinton and Associates to be recommended as the architect to be retained for the new Municipal Building. Mr. Kemper moved that this Board concur in the recommendation of the Committee to retain the firm of R. W. Clinton and Associates for the new Municipal Building and further that a contract be prepared- for both parties involved to sign. Mr. Gehr seconded this motion and on voice vote was unanimously carried. Fire Chief Fredricks presented the following letter: • January 12, 1966 Henry Jameson, President • Board of Public Works & Safety. City of Richmond, Indiana Dear Mr. Jameson: Even though the #5 fire pumper is in service at this time, the engine in this pumper is not up to an accepted standard. Our MaintenanceD epartment has done an excellent job at keeping it going; however, I feel it to be in the best interest of the Department to repower this number with a new engine, preferably a Diesel engine. As you know, we already have oneDiesel engine in service at this time. This engine has been in service for almost one (1) year. The performance of this engine and the economy of its'maintenance andoperation has proven to us that the move to the Diesel engine was a good one.
