OFFICE OF THE BOARD OF PUBLIC WORKS
AND SAFETY, RICHMOND, INDIANA
NOVEMBER 24, 1965
The Board of Public Works and Safety of the City of Richmond, Indiana met in regular
session in the City Hall in said City, Wednesday, November 24, 1965 at the hour of 9:00
o'clock a.m. (est). Mr. Jameson presiding with the following members being present: Mr.
Gehr and Mr. Kemper. The following business was had to-wit:
The Clerk read the minutes of the previous meeting. There being no corrections or
additions, Mr. Kemper moved the minutes be approved as read. Mr. Gehr seconded this
motion and on voice vote was unanimously carried.
Mr. Kemper moved the claims be allowed and paid, seconded by Mr. Gehr and on voice
111 vote was unanimously carried.
Mr. Jameson received a letter from David Dennis, Attorney for Mrs. Almira S. Freeman
stating that she would like to have the ground that was recently donated to the City for
park purposes be named "Gath Freeman Memorial Park". Mr. Kemper moved that the request
be concurred with and the park site be known as the "Gath Freeman Memorial Park". Mr.
Gehr seconded this motion and on voice vote was unanimously carried.
A letter was received from Mr. Marlin McDaniel, Attorney for residents on South "F"
Street, requesting that the Board of Works make a study of making South "F" Street be-
tween •South 7th and 9th Streets "One-Way". This wasreferred to the Traffic Division
for study and recommendation.
Captain Stout reported that since the Wayne Township Food Distribution Center had
moved into the building that used to house the Page Lockers on Northwest 1st Street has
created a new traffic situation at the intersection of Northwest 1st and Richmond Ave.
The Board authorized Mr. Gehr to make a study of the cost of widening Northwest 1st St.,
from Richmond Avenue which is very narrow, to Lincoln Street.
Captain Stout presented and read in full a traffic survey that was made on'the
intersection of South 13th and "E" Streets. The Board approved this survey be received
and filed and that the Clerk make some excerpts of the survey for the minutes.
On September 20, 1961 the automatic traffic signal at the intersection of South 13th
and "E" Streets was removed and stationary stop signs were installed, making South 13th
Street the "Stop" Street and South "E" Street the through street. The report outlined the
accident experience from the year-1959 to and including the date of November 3, 1965.
1959 - 17 accidents of which 9 were personal injury accidents.

The letter pointed out that the intersections that now have 4-way stop signs which
are West 18th and Main Streets and North 8th and "D" Streets have proved very satis-
factory and have moved a tremendous amount of traffic in 24 hours and are almost accident
free compared to other intersections that are controlled by traffic signal devices.
There should be a real study made of modernizing the traffic signals on both North and
South "A" Streets which are very obsolete.
If there must be a different type of traffic control installed at the intersection
of South 13th and "E" Streets than now presently exists, it is the recommendation of the
Traffic Division that strong consideration be given to a "FOUR-WAY" stop with an eight
inch overhead "flasher", 36" stop signs, advanced warning signs of "Stop Ahead" and
painting of cross-walks and obedience lines on all four corners.
After much discussion and consideration Mr. Kemper moved that the intersection of
South 13th and "E" Streets be made a "FOUR-WAY" stop, with an 8" "flasher" signal be
placed in the middle of said intersection, the proper signs be erected and the cross-
walks be painted as recommended, and further that the City Controller notify the Richmond
Power and Light Plant to proceed with the installation of the "flasher" signal. Mr." Gehr
seconded this motion and on voice vote was unanimously carried.
Captain Stout reported that all Taxi Cabs in the City had been inspected and were
III found to be O;K.
Captain Stout advised the Board that he had contacted the proper officials in
Indianapolis of the Grey Hound Buses of speeding along and upon U.S. #r40 West in Richmond,
Indiana. Captain Stout gave warning that if the speeding continued the drivers would be
given citations to appear in City Court.

Mr. Kemper presented a Contract for the City of Richmond, Indiana to furnish Wayne
County, Indiana with ambulance service for the years 1966, 1967 and 1968. The contract
specifies that Wayne County will pay to the City of Richmond, Indiana the sum of $2,000.00
annually for the above years set-out. All members of the Wayne County Board of Commiss-
ioners have signed this contract. Mr.Kemper moved that the Board of Public Works and
Safety of Richmond, Indiana sign this contract. This motion was seconded by Mr.Gehr and
on voice vote was unanimously carried.
There being no further business presented on motion duly made, seconded and carried
