GOALS & OBJECTIVES This item is consistent with the goals in A New View Strategic Plan 2020 as follows; Foundational- these are the areas of focus that make up the necessary foundation of a successful local government. Planning Administrator N. Schwendt stated that on June 23, 2023, staff received an application to annex and to amend the comprehensive plan and zoning designations for property located at 114 Jones Road. The subject property is currently located within unincorporated Okaloosa County with a future land use and zoning designations of Mixed Use. The application requests the Mixed-Use zoning designation for the property. The subject property is currently developed for commercial use and a development application has not been submitted. Based on the requested land-use and zoning designations, the property use will continue as a business. Staff reviewed the request for rezoning and finds the following: the proposed zoning is consistent with the proposed future land use designation, the uses within the requested zoning district are compatible with uses in the adjacent zoning districts, the requested use is not substantially more or less intense than allowable development on adjacent parcels. The subject property is currently vacant, and a development application has not been submitted. Based on the requested land-use and zoning designations, the property use can be developed for residential use. Staff reviewed the request for rezoning and finds the following: the proposed zoning is consistent with the proposed future land use designation, the uses within the requested zoning district are compatible with uses in the adjacent zoning districts, the requested use is not substantially more or less intense than allowable development on adjacent parcels. Ord. 1948 - Comprehensive Plan Amendment - Commercial Density Planning Administrator N. Schwendt stated the first step of the Comprehensive Plan update process has been the Current Plan Analysis. He also noted that while working on the current plan analysis, and in more detailed discussions with our consultant, it was noted that the Future Land Use element did not explicitly state a maximum density for apartments in the Commercial Future Land Use category, but rather referenced the Land Development Code directly. The consultant and staff concluded that, to be clear and to have clear consistency between the Comprehensive Plan provision and the Land Development Code, that the maximum density allowance be explicitly added to the Commercial category in the Future Land Use Element of our Comprehensive Plan. Director Update Planning Administrator N. Schwendt update the board with the following information: development orders issued for - The Retreat at Redstone - 158 apartment units on approximately 20 acres on Redstone Avenue, The Waters at Crestview Apartments - 288 apartment units on approximately 23 acres on Mirage Avenue, north of Lowes, White Wolf Run - 332 lot subdivision on approximately 115 acres on Jones Road, behind Crestview High School, Cherry Brook Subdivision - 110 lot subdivision located on Garrett Pit Road, south of Antioch Elementary School. New development Applications for: Charleston Place Apartments - 279 apartment units on approximately 14.47 acres on Richbourg Lane, north of the Movie Theater, Adams Sanitation - Solid Waste Office and Truck Yard on an approximately 2-acre site at the intersection of W Edney Avenue and Arena Road, Jones Valley Subdivision - 66 lot subdivision development on approximately 19 acres on Valley Road and Patriot Park - 94 townhouse units located on approximately 5.45 acres on E North Ave. Lastly Mr. Schwendt informed the board members that the Comprehensive Plan Consultant, Kimley-Horn, and Associates, is finishing the analysis of our current plan, and is soon to begin the Data Inventory and Analysis (DIA). At the Planning and Development Board meeting in October, the consultant will conduct a public workshop with the board to review the DIA and the matrix prepared because of the current plan analysis. 12 Comments from the Audience Chair M. DISCUSSION: Development Orders Issued: 8/15/23 - Adams Sanitation - Solid Waste Office and Truck Yard on an approximately 2 acre site at the intersection of W Edney Avenue and Arena Road. 9/11/23 - Home2 Suites - 95 room hotel located on Southcrest Dr, behind Wendy's. 9/20/23 - DW Josey Plaza - 13,000 square foot retail plaza located on a 1.73 acre site between Garden Street and N Ferdon Blvd, just north of Waffle House. 9/25/23 - Texas Roadhouse - A 7,831 square foot restaurant facility on approximately 3 acres on Rasberry Road, south of Lowes and adjacent to I-10. 9/26/23 - Tidal Wave Auto Spa- A proposed car wash with 28 vacuum stalls on a 1.69 acre parcel located on S Ferdon Blvd, across from the FPL office. Presentation on the Comprehensive Plan - Kimley-Horn BACKGROUND: Kimley-Horn and Associates has been working with staff to develop the updated Comprehensive Plan for the City of Crestview. DISCUSSION: Since starting this process, Kimley-Horn has evaluated the current Comprehensive Plan for compliance with current statutory requirements, and has also completed a substantial portion of the Data Inventory and Analysis (DIA). Vacancy rates at five (5) percent or lower indicate a housing shortage, and typically cause a higher cost of housing. However, more than half of Crestview residents pay pay more than thirty (30) percent of their household income for gross rent. Residential What are your thoughts on increasing density in the existing Future Land Use categories? Should any of these existing designations be consolidated? Future Land Use The current population estimate (2020) is 27,134. The projection for year 2040 is 34,545 or an increase of 7,411 persons (21%). This increase creates a demand for an additional 3,045 housing units assuming a household size of 2.43 residents. With the up to eight (8) units per gross acre allowable by the Residential Future Land Use Category, the City will need almost 214 acres of new owner-occupied units. In the Mixed-Use Future Land Use Category at up to 20 units per gross acre, the City will need approximately 67 acres of new renter-occupied units at a maximum build-out of that category. Page 24 of 33 Economic Development The City continues to grow with a projected population in 2050 of 35,830. The demographics of the City show that more young families with higher disposable income are choosing to locate in Crestview. The overall population has higher educational attainment than surrounding communities. This is likely due to the available higher education opportunities and major employers. The major employers in the city are in the healthcare, retail, and military and defense industries. Industry diversification, expanding tourism opportunities, and optimizing the success of small businesses will be key for Crestview. This is a new element for the City. What are your priorities for the economic growth and sustainability of the City of Crestview? Page 25 of 33 Transportation In 2021, the Crestview Mobility Plan was created to provide a road map for a more efficient, multi-modal transportation system to service all users’ mobility needs. However, most of the trips to the downtown area are made vehicles with very little travel by walking, bicycling, or riding transit due to the lack of bicycle lanes, unsafe or disconnected sidewalk facilities, and a singular public transit stop. What are your priorities for multi- modal transportation to address safety and traffic concerns? Page 26 of 33 Infrastructure The City maintains extensive public infrastructure and facilities. Storm drainage systems, water treatment and transmission systems, wastewater (sanitary sewer) collection and pumping systems are all maintained by the City. This infrastructure provides property owners, residents and visitors to the city with a high quality of life. What is your appetite to expand utility service beyond the City limits? Page 27 of 33 Capital Improvements The level of service metrics will be updated and included in this element to adequately forcast future supply and demand needs for the City. What projects are a priority for you in the future using the FY2024 budget as a benchmark for the short-term? Page 28 of 33 Recreation + Open Space The City of Crestview contains approximately 126 acres of recreation and open space. Based on the population of 28,234, the total park acreage represents 4.4 acres of parkland per 1,000 residents. The current adopted level of service for parks is 1 acre per 1,000 people, which shows that Crestview is doing well at providing parkland for its residents. Crestview has a balanced system that provides a diversity of recreational opportunities. The balance between expanding the system and maintaining existings assets will be important. Which existing facilities could use more or different amenities? Page 29 of 33 Conservation 11% of residential land use are wetlands. The City does not currently participate in the Community Rating System, which works to reduce homeowners’ costs to purchase flood insurance. There are 2,279 acres of wetlands within the City limits. The largest amount of this total is within the “Residential” FLU category at 558.72 acres, or 11% of the “Residential” acreage. Are there any policies or programs you would like to see that could help better conserve Crestview’s existing assets? Page 30 of 33 Intergovernmental Coordination Transportation coordination and the collaboration with the Okaloosa County School District currently have great structure and coordination. Additional policy regarding the creation of joint planning areas, the dispute resolution process, and the coordination of annexations is needed. Additional coordination regarding regional resources can be also included to better coordinate development impacts to such assets.
