Comprehensive Plan 101
What is it and why is it important?
It identifies the City’s long-range goals, is a guide
for future land use decisions, includes data and
visualizations, is the basis for zoning regulations,
expresses a community’s future vision, and has
policies that act as a playbook for community
initiatives and capital improvements.

We looked at the following:
• Requirements of your current Comprehensive
Plan policies which defer implementation
through the Land Development Code.
• Legislative changes that have occurred since 2011
that impact your plan
• 2022 Florida Statutes for any changes necessary
to the Goals, Objectives, and Policies

We found that there are many minor
amendments needed to update citations and
references to the Florida Statutes, and several
policies that are required by Florida Stature
that need to be added.
• Concurrency methodology in relation to payment of
fees for parks and transportation
• Impact fee methodology to determine the fee
required by development
• Urban sprawl criteria for determination
• Policy regarding school location in proximity to
urban residential area
• Mixed-use development needs to include percentage
distribution of uses

What are your thoughts on increasing density in the existing
Future Land Use categories?
Should any of these existing designations be consolidated?
Future Land Use
The current population estimate (2020) is 27,134.
The projection for year 2040 is 34,545 or an
increase of 7,411 persons (21%). This increase creates
a demand for an additional 3,045 housing units
assuming a household size of 2.43 residents.
With the up to eight (8) units per gross acre
allowable by the Residential Future Land Use
Category, the City will need almost 214 acres of new
owner-occupied units. In the Mixed-Use Future
Land Use Category at up to 20 units per gross acre,
the City will need approximately 67 acres of new
renter-occupied units at a maximum build-out of
that category.
Economic
Development
The City continues to grow with a projected population
in 2050 of 35,830. The demographics of the City show
that more young families with higher disposable
income are choosing to locate in Crestview. The
overall population has higher educational attainment
than surrounding communities. This is likely due to the
available higher education opportunities and major
employers. The major employers in the city are in the
healthcare, retail, and military and defense industries.
Industry diversification, expanding tourism
opportunities, and optimizing the success of small
businesses will be key for Crestview.
This is a new element for the City.
What are your priorities for the
economic growth and sustainability
of the City of Crestview?
Transportation
In 2021, the Crestview Mobility Plan was created to
provide a road map for a more efficient, multi-modal
transportation system to service all users’ mobility
needs. However, most of the trips to the downtown
area are made vehicles with very little travel by
walking, bicycling, or riding transit due to the lack
of bicycle lanes, unsafe or disconnected sidewalk
facilities, and a singular public transit stop.
What are your priorities for multi-
modal transportation to address
safety and traffic concerns?
Infrastructure
The City maintains extensive public infrastructure
and facilities. Storm drainage systems, water
treatment and transmission systems, wastewater
(sanitary sewer) collection and pumping systems
are all maintained by the City. This infrastructure
provides property owners, residents and
visitors to the city with a high quality of life.
What is your appetite to expand
utility service beyond the City
limits?

The level of service metrics will be updated and
included in this element to adequately forcast
future supply and demand needs for the City.
What projects are a priority for
you in the future using the FY2024
budget as a benchmark for the
short-term?
Recreation +
Open Space
The City of Crestview contains approximately 126
acres of recreation and open space. Based on
the population of 28,234, the total park acreage
represents 4.4 acres of parkland per 1,000
residents. The current adopted level of service for
parks is 1 acre per 1,000 people, which shows that
Crestview is doing well at providing parkland
for its residents. Crestview has a balanced
system that provides a diversity of recreational
opportunities. The balance between expanding
the system and maintaining existings assets will
be important.

(FLU) are
wetlands.
The City does not currently participate in the Community Rating System, which works to reduce homeowners’ costs to purchase flood insurance.
There are 2,279 acres of wetlands within the City limits. The largest amount of this total is within the “Residential” FLU category at 558.72 acres, or 11% of the “Residential” acreage.

would like to see
that could help
better conserve
Crestview’s natural
resources?
Intergovernmental
Coordination
Transportation coordination and the collaboration
with the Okaloosa County School District
currently have great structure and coordination.
Additional policy regarding the creation of
joint planning areas, the dispute resolution
process, and the coordination of annexations
is needed. Additional coordination regarding
regional resources can be also included to better
coordinate development impacts to such assets.
