Florida Statute 286.0105. Notices of meetings and hearings must advise that a record is required to appeal. Each board, commission, or agency of this state or of any
political subdivision thereof shall include in the notice of any meeting or hearing, if notice of the meeting or hearing is required, of such board, commission, or agency,
conspicuously on such notice, the advice that, if a person decides to appeal any decision made by the board, agency, or commission with respect to any matter
considered at such meeting or hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of
the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. The requirements of this section do not apply to the
notice provided in s. 200.065(3). In accordance with Section 286.26, F.S., persons with disabilities needing special accommodations, please contact Maryanne Schrader,

Citizen’s Advisory Committee
Minutes
September 12, 2023
6:00 p.m.
The Citizen’s Advisory Committee meeting was called to order at 6:00 p.m. Members present from left to
right: Felton Barnes, Yvonne Shanklin, Kristin Sallberg, De’Carlo Garcia, Jennifer Sweeney, and Roy
Estes.
1. Called to Order
President De’Carlo Garcia called the meeting to order at 6:00 p.m.
2. Pledge of Allegiance
The attendees present recited the Pledge.
3. Approval of the Agenda
During the meeting, Mr. Garica requested approval of the agenda. Ms. Shanklin made a motion to
approve the agenda, seconded by Ms. Sallberg.
4. Action Item
4.1 Youth Curfew- Mr. Garcia inquired about Crestview ever having a curfew for the youth in
the past and if the other committee members thought it might be a good idea to enforce a
curfew.
Action: The members decided that creating a curfew would not be a good idea to enforce
from the government.
4.2 Male-Specific Shelters and Care Centers- Mr. Garcia would like input on what the
committee thinks about seeing if the city would benefit from having male-specific shelters
available to the homeless.
Action: It was decided that this would not be possible now due to lack of funds and lack of
property.
4.3 Allen Park Maintenance and Upkeep- Mr. Barnes brings to attention the overgrown trees
that are hanging over the baseball fields and would like them to be cut back.
Action: The mayor suggested that this matter be addressed through Parks and Recreations to
ensure a faster time frame to get this taken care of.
4.4 Approval of August’s Minutes- Mr. Garcia asks to make a motion to approve August's
Minutes.
Action: Mr. Estes made a motion to approve the minutes, and Ms. Sallberg seconded the
motion.
5. Mayor’s Minutes
Poster Contest- This project was initially for Crestview CAC but expanded to a County-wide
project.
Music on Main Street- Join us on Saturday, September 23rd, from 6:00 p.m. to 9:00 p.m. for an
exciting event hosted by Aftermath Five. You'll be able to grab some refreshments from the food
trucks that will be available. Also, if you're an active-duty military personnel and have your card
with you, you'll receive a complimentary meal from Hub City Smokehouse.

Skate Jam- There will be a skateboarding competition at Crestview Skate Park on Saturday,
September 30, from 11:00 a.m. to 2:00 p.m. Participants will be grouped based on age.

Adjournment
De’Carlo Garcia adjourned the meeting at 6:32 p.m.
