HomeMy Public PortalAbout10-28-1965 BOARD OF PUBLIC WORKS AND SAFETY OCTOBER 28, 1965 The Board of Public Yorks and Safety of the City of Richmond, Indiana met in regular session in the City Hall in said City, Thursday, October 28, 1965 at the hour of 9:00 o'clock a.m. Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Kemper. The following business was had to-wit: The Clerk read the minutes of the previous meeting. There being no corrections or additions Mr. Kemper moved the minutes be approved, seconded by Mr. Gehr and on voice vote was unanimously carried. Mr. Kemper moved the claims be allowed and paid, seconded by Mr. Gehr and on voice vote was unanimously carried. __ Mayor Cordell reported that he hadfound a contractor that would paint and clean the council Chambers to make it look more presentable to the public. H.Wiggans and Son quoted a price of $185.00 to do the job._ ,Mr. Kemper moved that the Board approve the spending of $185.00 to rejuvenate the looks of the Council Chamber. This motion was seconded by Mr. Gehr and on voice vote was unanimously carried. Mr. John Jones of the Pure Oil Company stated that he would like to have a letter of authority from the Board to proceed with the construction of the concrete curb on Elm Street, west of North llth Street. -The-only order on this has been verbal and the Pure Oil Company desired that this request be ,made in writing. The Board authorized Mr. Gehr to form and send a letter to the Pure Oil L'ompany just what is expected to be done by said Oil Company to make this request satisfactory to the City. Captain Stout reported that the Traffic Division has a few more traffic counts to be made at South 13th and "E" Street before he is ready for a recommendation. Captain Stout presented a summary of the traffic count on South 18th Street, from Main Street to South "A" Street on the date of October 27;1965, between the hours of 6:00 a.m. to 6:00 p.m. County cars North on South 18th St. 979 Out of County Cars North on South 18th St. 54 Out.of State Cars North on South 18th St. 193 - Cars turn right off 18th and South "A" St. 347 Cars from South on 18th St. 77 County cars turn right onto 1800 block South "A" St. 900 Out of County cars turn right onto 1800 block South "A" St. 42 Out of State cars turn right onto 1800 block South "A" St. 145 Total cars that traveled on South 18th St. 2,737 It was noted that the cars that were out of state were from Preble County, Ohio. The Traffic Division also reported that for the period of Jan. 1963 to and in- cluding October 15, 1965, there has been 8 accidents in the first block of South 18th Street. No fatalities were reported. Captain Stout recommended that the flow of traffic on Sout;fl 18th Street be in a northerly direction as it is. Mr. Gehr moved the Board concur in the-recommendation of the Traffic Division,"seconded by Mr. Kemper and on voice vote was carried. The Down-town Merchants by letter stated that they had unanimously approved the "No Parking" of cars on both sides of Main Street, from 5th to 10th Street. No action was taken on this by the Board. To be considered under advisement. The Board granted permission to--the Down-town Merchants of staging a "Welcome to Santa" parade on the date of November/ 26, 1965. The Board authorized the Police Department to remove and store all the coin vendor boxes on the streets of the city that belong to the Indianapolis Star. A quotation of $91.48 was submitted by the Commons Lumber Company for lumber and hardware that would be necessary to construct a cabinet for the Police Department to store riot equipment such as gas masks and etc. The Police Department personel to do the constructing. This amount to be paid out of Account No. J-18 Board of Works, Other Material-General. Mr. Gehr moved the lumber and material in: the sum of $91.48 to , construct the cabinet for the Police Department be approved. This mo£iori was seconded by Mr. Kemper and on voice vote was carried. Mr. Gehr stated that he had a written request from the C & 0 R.R. asking that the tunnel under said railroad which is located at South 3rd and "D" Street be removed. It is so run down and not being used and 'is causing a dangerous condition of children using it for a playground. Mr. Gehr requested that this be taken under advisement. The Board concurred in the request. - Mr. Jameson reported that the Street Lighting Committee had reconsidered Est. No. 2382, the installation of street lights on East Main St., from Henley Road to Elks Road. The new installation included the street lights be placed on the south side only in this area. On further study it was fonnr3 that this installation did not give adequate light for this much traveled highway. It was recommended that vapor lights of the same type as on the south side be placed on the north side of Main Street in the same area 53 and the additional cost would be $110.00 per month. Mr. Kemper moved the Board concur in the recommendation, seconded by Mr. Gehr and on voice vote was carried. Mr. Jameson presented Estimate No. 3011 to install 1-250 Mercury Vapor Light and remove 1-6000 lumen Ornamental Light t6 tie installed at North 10th and "E" Streets at an additional cost of $1.00 per month. Mr. Kemper moved the above estimate be approved, seconded by Mr. Gehr and on voice \vote was carried. Mr. Jameson presented_Estimate No. 3039 to install 6-250 Mercury Vapor Lights on :Aluminum poles. This request was made for_tocust Lane. 311 utilities are now underground. The members of the Board took this under advisement for reason it was questionable if a new policy would be set-for-giving street lighting on aluminum poles instead of wooden poles in this type of additions. This will be taken up with the Street Lighting Committee of Council by Mr. Jameson. Mr. Gehr reported that he had contacted the proper officials of the Richmond Square on the subject of the construction of a guard rail along the west side of Garwood Road. Mr. Gehr reported that the posts are in place and the guard rail will be erected and that it will be the duty of the Street Department to maintain the rail after completion. The Richmond Square is also working with the Traffic Division of the Indiana State Highway as to what will have to be done about the control of traffic in and out of said shopping center. Reeg, ty Clerk *******3:*******::**** - BOARD OF PUBLIC WORKS AND SAFETY NOVEMBER 4, 1965 The Board of Public Works and Safety of the City of Richmond, Indiana met in regular session in the City Hall in said City Thursday, November 4, 1965 at the hour of 9:00 o'clock a.m. (est). Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Kemper. The following business was had to-wit: The Clerk read the minutes of the previous meeting and there being no corrections or additions Mr. Kemper moved the minutes be approved as read. Mr. Gehr seconded this motion and on voice vote was unanimously carried. Mr. Kemper moved the claims be allowed and paid, seconded by Mr. Gehr and on voice vote was unanimously carried. Mayor Cordell reported that a secret ballot was taken in the Fire Department on the question of the work week to be 63 hours or 56 hours. All members of the department cast their vote. The final tally showed after being tallied-'by Mr.Jameson and Mr. Reeg the vote showed that the 56 hour week was the majority vote. - It was noted that Veterans Day and Thanksgiving both fall on Thursday which is the days of the meeting of the Board of Works. Mr. Gehr moved that the Board meet in regular session on the date of November 10, 1965 and also on the date of November 24, 1965. Mr. Kemper seconded this motion and on voice vote was unanimously carried. A letter was received from Councilman Kenn stating that the residents in the area of South 18th Street, from Main to South "A" Street were very unhappy on the decision of the Board that of rejecting the proposal to have the flow of traffic in a southerly direction from Main to South "A" Street on South 18th Street. The letter stated that is is desired by the petitioners that theBoaz4d make further study of reducing the speed of cars in this area. Mayor Cordell stated that he had made arrangements with Mr. Coleman and others on the petition to have a meeting to go over the future plans of eliminating the speed of traffic in the area. Chief of Police Stultz requested permission to send Detective Donald Strahan to attend a Photography School to be held in Rochester, New Yorl and to be sponsored by the Eastman Kodack Company for 10 days starting November 27, 1965. Mr. Gehr moved the request be granted, seconded by Mr.Jameson and on voice vote was carried. Captain Walter Stout presented the following: 1. Re-timing of the parking meters on the east side of South 3rd Street from Main to South "A" Street. 2. Installation of Service Club Signs along highways into Richmond. 3. Relocating a street light on the south side of Richmond Avenue near the Pure Oil Service Station. - - Captain Stout stated that Item 1. was recommended by the Wayne County Commissioners to hale the parking meters be retimed from 2 hours to that of 4 hours. Stout stated that he would recommend this change provided the space would only include from the entrance to the basement, south to South "A" Street as it is believed that the patrons using the License Bureau should have some consideration.
