HomeMy Public PortalAbout09-16-1965 • BOARD OF PUBLIC WORKS AND SAFETY September 16, 1965 The Board of Public Works and Safety of the City of Richmond, Indiana met in regular session in the City Hall in said City, Thursday, September 16, 1965 at the hour of 9:00 o'clock a.m. (est). Mr. Jameson_ presiding with the following - members being present: Mr. Gehr and Mr. Kemper. The following business was had to—wit: - The Clerk read the minutes of the previous meeting. There being no corrections or additions, Mr.Kemper moved the minutes be approved as read. Mr. Gehr seconded- this motion and on voice vote was carried. Mr. Gehr moved the claims be allowed and paid. Mr. Kemper seconded this motion and on voice vote was carried. Mayor Cordell reported that he and two Councilmen, Backmeyer and Hilligoss attended the meetings of the Municipal League held September 14th & 15th. Mr. Boston Shelton appeared before the Board stating the people living in the area south of South "L" and 21st Street are in need of water. Most all of the wells have gone dry. Fire-Chief Fredricks reported that this area is close enough to a fire hydrant to serve as ample fire protection. Mr. Shelton was advised to take this matter of water being extended into this area with the Water Works. Chief Stultz presented the following: September 10, 1965 Richmond Police Pension Board Richmond, Indiana - Att. Mr. Secretary Dear Mr. Secretary: - Effective on the 10th day of Sept. 1965 I Lawrence A. Miller, Jr. submitted my resignation to the Chief of Police William K. Stultz, and effective this date • I hold no further obligations to the board and further understand that I can collect no monies from the board. I thank each of you for letting me serve this department the 12 years I served. - Sincerely, /s/ Lawrence .1.. Miller, Jr. September 15, 1965 Board of Public Works and Safety Richmond, Indiana Dear Sirs: It is my recommendation, but made with deep regret that the Board accept the resignation of Officer Lawrence A. Miller Jr. Officer Lawrence A. Miller Jr. resigned September 10, 1965. He sent the unsigned attached letter to me, but has been absent from duty since. Richmond, Indiana Dear Sir: Effective the 10th day of Sept. 1965 and with deep regret and remorse that I Lawrence A. Miller Jr. submit this letter of resignation to you and the Richmond Indiana Board of Works. The only reason I care to give at this time for my resig— nation is of a personal nature and needs no explanation. I thank you and others for letting me serve these years on the Ridhmond Police Dept., of which I have served without a bad mark or punishment. I only hope that I can receive a recommendation as I seek other employment. Sincerely, Mr. Kemper moved the Board concur in the recommendation of the Chief of Police and accept the resignation of Officer Lawrence A. Miller, Jr. as of September 10, 1965. Mr. Gehr seconded this motion and on voice vote was carried. Mr. Kemper moved the three (3) parking places as recommended by Captain Stout, August 19, 1965 and approved by the Board be revised to exclude the Treasurer and- the three (3) spaces be reserved for the three Inspectors of Health Dept. only. Mr. Gehr seconded this motion and on voice vote was carried. Fire Chief Fredricks presented the following: - September 15, 1965 Mr. Henry Jameson, President Board of Public Works and Saf6ty City of Richmond, Indiana Dear Sir: It has been brought to the attention of this office that William Duane Martin, a Probationary Fireman, has a police record. We checked this out and found that he had been charged and convicted of Grand Larceny, received a fine of $10.00 & costs, 1 to 10 years suspended sentence, October 15, 1958. For the best interests of the Fire Department, I recommend to the Board of Works that William Duane Martin be dismissed as a Probationary Fireman as of September 8, 1965. Respectfully submitted, /s/ Ernest Fredricka, Chief Richmond Fire Department City of Richmond, Indiana Mr. William D. Martin was in attendance and requested that this hearing be postponed until September 23, 1965. Mr. Ma.riln stated that he was advised by his Counsel not to make a statement at this time. Mr. Kemper moved the request for the postponement of a hearing be declined. Mr. Gehr seconded this motion and on voice vote was carried. Mr. Kemper reported that he had made investigation of the charge of Mr. Martin of being convicted of Grand Larceny and found this to be correct and can be found in Superior Court of Wayne County, Indiana Crime Order Book B, page 371. After discussion by the Board Mr. Kemper moved that since probationary fireman William Duane Martin has been convicted of a felony, that for the best interests of the Fire Department, probationary fireman William Duane Martin be dismissed from the Fire Department of Richmond, Indiana as of September 9, 1965. Mr. Gehr seconded this motion and on voice vote was carried. Mr. Gehr presented Assessment Roll No. 1068-1964 for the improvement of the north side of Lincoln Street from N.W. 4th to N.W. 5th St. by construction of concrete curb and gutter. Mr. Gehr moved the Board adopt Assessment Roll No. 1068-1964 and the date of October 7, 1965 at the hour of 10:00 a.m. (est) be set for a public hearing. Mr. Kemper seconded this motion and on voice vote was carried. Mr. Gehr presented Assessment Roll No. 1069-1964 for the improvement of the alley between Lincoln and Randolph Streets, running from N.W. 4th Street to N.W. 5th Street with concrete the full width. Mr. Gehr moved the Board adopt Assessment Roll No. 1069-1964 and the date of October 7, 1965 at the hour of 10:00 a.m. (est) be set for a public hearing. Mr. Kemper seconded this motion and on voice vote was carried. A petition signed by the Whitewater Realty Corp. and Edgar A. Higginson and Frances Q. Higgenson requesting vacation of a five (5) foot easement strip off the east side of lot #47 in the Hale Terrace Subdivision as appears in Plat Book 9, page 275 of the records of the Recorder of Wayne County, Indiana. Mr. Kemper moved this be referred back to the petitioners to get written clearance from the Water Works Corp., Richmond Gas Corporation and Richmond Power and Light. When this is completed the Board will take action on the request. Mr. Gehr seconded this motion and on voice vote was carried. The Board authorized Mr. Gedvillas to notify the petitioners of this action. Mrs. Ralph W. Whisenhunt appeared before the Board requesting permission for the Indiana Commission Arts to park mobile units on Main Street, Sept. 23, 24 and 25th, 1965. These mobile units are used to display works of art and Richmond will be the first City in Indiana to have this type of display. Mrs. Whisenhuht was referred to the Traffic Division to make arrangements where these units are to be parked. The Board went on record as approving the request. 0 • 'Mr. Stanton Gedvillas presented a request to transfer the sum of thirty 030) dollars from Account No. C.P.-7 (2-2.1-214) Telephone to C.P.-5 (2-21-212) Postage. Mr. Gedvillas stated that the Postage account has been entirely de- pleted^. and his department will have considerable amount of correspondence for the remainder of this year. Mr. Kemper moved that a resolution be prepared for Council's consideration to transfer the amount requested. Mr. Gehr seconded this motion and on voice vote was carried. The .rviation Board requested the transfer of Two Hundred and Thirty Dollars and Sixty-seven cents 0230.67) from the following Accounts: MA 16 (3-32-321), • Gasoline- $10O:00; MA 17 (3-32-322), Oil- `il'25.00: MA 18, (3-32-323), Tires and ill Tubes- $105.67, to MA-22 (3-37), Other Supplies - ; 230.67. This money is needed to pay current claims in the amount of ?147.42 and for future supplies needed the remainder of the year. Mr. Kemper moved a resolution be prepared for Council's consideration to transfer the amount requested.
