HomeMy Public PortalAbout09-09-1965 our BOARD OF PUBLIC WORKS AND SAFETY • September 9, 1965 The Board of Public Works and Safety of the City of Richmond, Indiana met in regular session in the City Hall, September 9, 1965 at the hour of 9:00 o'clock a.m. (est). Mr. J.Richard Kemper presiding with the following member being present: Mr. Gehr. Mr. Jameson being absent. The following business was had to-wit: The-Clerk read the minutes of the previous meeting. There being no correction or additions, Mr. Kemper moved the minutes be approved as read. This motion was seconded by Mr. Gehr and on voice vote was unanimously carried. Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Kemper and on voice vote was unanimously carried. The following letter was presented and read: September 9, 1965 Board of Public Works and Safety Richmond, Indiana Dear Sirs: Request permission to promote Sgt. John Geiger to rank of Captain and Patrol- man Richard Irvine to rank of Sgt. With the Boards permission I would like for their promotion to take effect as of today, September 9, 1965. Respectfully yours, /s/William K. Stultz, Chief Mr. Gehr moved the request of Chief Stultz be granted for the promotions of Geiger and Irvine as of September 9, 1965. Mr. Kemper seconded this motion and on voice vote was carried. Captain Stout reported that the Meter Maids are in need of new skirts to replace the worn ones. Mr. Gehr moved that new skirts be purchased for the Meter Maids. This motion was seconded by Mr. Kemper and on voice vote was unanimously carried. Mr. Gehr reported that Northwest 19th Street had been repaired with gravel. The Street Department reported that the flow of traffic on this street doesn't warrant a coating of Hot Mix. The following letter was presented and read: • September 7, 1965 Mr. Henry Jameson Richmond City Controller Richmond, Indiana Dear Sir: Please be advised that a delegation from the Richmond Association of Fire- fighters, Local 1408, will be in attendance at the Board of Public Works meeting Thursday'September 9, 1965. . We respectfully request to be heard on two matters pertaining to the welfare of our membership. Our presentation on subject matter will be made at that time. Respectfully /s/ Donavan Johnson, Pres. Local 1408 Richmond Association of Firefighters. Appearing before the Board were Donavan Johnson, Robert Demps, James Ghering, Robert Crawly and Elmer Wilnot. This group presented the Board a resolution requesting the reduction of hours, to be reduced from sixty-three (63) to fifty-six (56) hours per week. Mayor Cordell stated that he and Chief Fredricks are now-in the process of work- ing on shorter work hour week and will be submitted at a later date. The Firefighter Group also presented a Resolution requesting that the Richmond Chapter, Local 1408, International Association of Firefighters be recognized as a bargaining unit for the Fire Department. 36 Mr. Kemper stated that this resolution would require considerable study and moved the Board take this resolution under advisement. Mr. Gehr seconded this motion and on voice vote was unanimously carried. The Clerk presented proof of publication of Notice To Bidders, printed in the Rich- mond Palladium-Item, a newspaper of general circulation in the City of. Richmond, Indiana on the dates of August 23rd and 30th, 1965. Said notice stated that sealed proposals would be received on the date of September 9, 1965 until the hour of 10:00 o'clock a.m. (est) to improve the streets and alleys north of Glen Count, from and including North 22nd and 24th Streets as per plans and specifications. Mr. Kemper examined the proof of publication and found the same to be correct and in order. Mr. temper moved the proof of publication be received and filed. Mr. Gehr seconded this motion and on voice vote was unanimously carried. September 9, 1965 at the hour of 10:00 a.m. being the date and time to open sealed proposals. The following proposals were received, opened and read aloud. Magaw Constiization Co. 610,878.00 • DeBolt Concrete Inc. 611,200.00 City Engineers Estimate 618,200.00 Mr. Gehr moved the proposals received be_referred to the City Engineer and City Attorney for study and recommendation. Mr. Kemper seconded this motion and on voice vote was unanimously carried. Mr. Kemper examined the proof of publication and found the same to be correct and in order. Mr. Kemper moved the proof of publication be received and filed, Mr. Gehr seconded this motion and on voice vote was carried. September 9, 1965 at the hour of 10:00 o'clock a.m.- being the date and time to receive and open sealed proposals. The following was opened and read aloud. Magaw Construction Co. $3,252.00 City Engineers' Estimate $3,836.00 Mr. Gehr moved the above proposal be referred to the City Attorney and City Engineer for study and recommendation. Mr. Kemper seconded this motion and on voice vote was unanimously carried. Mr. Ross, Sanitary District Supt., appeared before the Board to explain the work that has been done so far on cleaning and flushing a sewer between South 6th and 7th Street on South "B" Street to eliminate the sewer odors. Mr. Ross asked permission to use some of theStreet Department equipment and meni;to aid in cleaning an extension of sewer pipe and man holes that is believed to be ob- structing further cleaning of the storm sewer. The Board approved the Street Department of assisting Hr. Ross in cleaning the extension of this sewer to eliminate further danger of odors. Mr. Kenneth Paust and Mr. Cliff Dickman were in attendance to discuss the 6 points that Faust referred to the Board to beautify the City of Richmond, Indiana. 1. Ban parking on both sides of Main Street, from 5th to loth Street except after .6:00 p.m. on Tuesday, Wednesday, Thursday and Saturday. Free park- ing all day on Sunday and Holidays. Mr. Kemper moved that this be taken under advisement until it is found what the moratorium on parking meters presents. 2. Customers may park momentarily to pick up packages from the store where they purchased them. No action was taken on this. 3. Retiming all meters on off-street parking lots. Mayor Cordell stated that this is being studied by the Traffic Division and a report will be presented at a new date. 37 4. Experiment in tandem parking on North and South 7th and 8th Streets. Captain Stout and the Mayor stated that this will be done when the meters are removed. ' 5. That larger signs be installed in the downtown area to indicate where the Municipal Parking Lots are located. This was referred to Captain Stout to make study of the costa of such signs and rep?rt to the Board. b. All traffic islands in the City to have flowers and shrubs planted in . them instead of the solid concrete islands. Also attractive floral and shrubbery planters be installed on the sidewalks of Main Street. 4n answer will be given on replacing the concrete islands with shrubs after a meeting is held between the Mayor and other departments that will be involved to'make this change. The placing of floral and shrubbery planters on Main Street was taken under advisement until a plan is submitted as to what type would be needed and the cost of such a venture. Mr. Gehr presented a request made by Mr. Howard Bultman to cut the curb at 211 Cartwright Drive. The Traffic division found no objections. Mr. Gehr moved the curb cut be approved, seconded by Mr. Kemper and on voice vote was carried. Mr. Gehr reported that Northwest "L" Street has been repaired for traffic. .: Mr. Gehr stated that the Berry Field Storm Sewer is still in need of two ease- ments before work can be started.
