HomeMy Public PortalAbout09-02-1965 33 BOARD OF PUBLIC WORKS AND SAFETY September 2, 1965 The Board of Public Works and Safety of the City of Richmond, Indiana met in regular session in the City Hall in said City, Thursday September 2, 1965 at the hour of 9:00 o'clock a.m. (est). Mr. J.Richard Kemper presiding in the absence of the president, Mr. Jameson, with= the following member being present: Mr. Gehr. The following business was had to-wit: - The Clerk read the minutes of the pre/ious meeting. There being no corrections or III additions, Mr. Gehr moved the minutes be approved as read, seconded by-Mr. Kemper and on voice vote was unanimously carried. Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Kemper and on voice vote was carried. Mr. Harry Kepler requested permission to have parade and set up booths at 7th, 8th, and 9th Streets, (where parents of Band Members will sell tickets to Music Boosters' Association), on September 20th, in honor of Richmond Band winning second place in the State Fair Band contest. This coincides -with date of Lively Arts' Festival - a fine arts program to be held in the downtwon area. Mr. Kepler withdrew first request and asked for September 27th. Mr. Gehr moved that permission be given seconded by Mr. Kemper. Mr. Kepler was referred to Captain Stout for arrangements. • Mr. Robert Whipple, representing the Downtown Merchants, and Mrs. Ralph I•lhisenhunt appeared, representing committee for Lively Arts Festival. Mr. Gehr moved that permission be granted to committee, details for blocking Main Street to be worked out with Captain Stout. Mr. David Pyle, 4-H County Extension .;gent appeared, asking permission to put banner across National Road West at Richmond Plaza Center, recognizing 4-H week. Mr. Gehr moved permission be granted, seconded by Mr. Kemper. III Mr. Robert Williams appeared asking permission to build private swimming pool on his property in the Crestdale Addition. Mr. Gehr moved permission be granted, provided Mr. Williams follows all rules and regulations of the City of Richmond, regarding construction of private pools, Mr. Kemper seconded the motion. Mr. Kemper read the following letter: September 1, 1965 Chief of Police, William K. Stultz Board of Public Works, Henry Liameson,President Gentlemen: After having served on the Richmond Police Department for 20 years, I hereby submit my resignation from the Department for the purpose of retiring. Having been appointed September 1, 1945 I want my resignation to become effective September 1, 1965. I want to thank the members of the Board, Mayor and Chief of Police for the kindness and consideration shown me. Sincerely, /s/ Carl E. Berner 414 N.W. 7th Street Richmond, Indiana III Mayor Cordell complimented Captain Berner on having done a fine job - cited several instances at. which time Berner met and faced situations that were difficult. Capt. Russell agreed, said Captain Berner would be missed. Mr. Gehr moved that the resignation of Captain Berner be accepted with regrets, Mr. Kemper seconded the motion, complimenting Berner for 20 years of outstanding service. Captain Stout presented a request from the Richmond Jaysees for permission to place a wrecked auto on display as a reminder to slow down and save time and lives on Labor Day Week-End. 4 Mr. Gehr moved that approval be given for placing of auto at S.W. 2nd and National Road, Mr. Kemper seconded the motion. Asst. Chief Malvern Price of the Richmond Fire Department stated the building back of Company #2 has been used by the Telephone Company. He stated no_lease or sign of agreement can be found with Telephone Company. Since said company is no longer making use of said building, "ompany #2 will use it for storage. Mr. John D. Jones, District Operations Manager of the Pure Oil Company, was ordered by the Board to construct standard curbs and gutters at his property at North llth and Elm Place. Councilman Richard Bell brought two petitions from land owners on N.W. 19th St. from N.W. "C" to Peacock and on 'everly Lane from NOW. 19th to N.W. 20th, re- questing improvements. Both petitions were referred to the City Engineer who will report at next week's meeting. The Board approved estimate No. 3006, install 13-400 Watt Mercury Vapors on aluminum poles, cost per month $84.50 install 62-400 Watt Mercury Vapors on wood poles, total costs per month 294.50 Total operating costs for the above 079.00 Remove 27-4000 Lumen Pendants on wood poles costs per month $63.45 Additional costs per month 315.55 The above installations are on S.W. 5th, starting at National Road West, continuing to N.W. 5th and Williamsburg Pike. The Light Company to be instructed to proceed in placing the lights.
