HomeMy Public PortalAbout08-19-1965 BOARD OF PUBLIC WORKS AND SAFETY August 19, 1965 The Board of Public Works and Safety of the City of Richmond, Indiana met in reg- ular session in the City Hall in said City, Thursday, August 19, 1965, at the hour of 9:00 o'clock a.m. (est). Mr. Jameson presiding with the following member being present: Mr. Gehr. -Mr. Kemper being absent. The following business was had to-wit: Mr. Gehr moved the minutes of the previous meeting be dispensed with. Mr. Jameson seconded this motion and on voice vote was carried. Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Jameson and on voice vote was carried. - - Fire Chief Fredricks presented a proposal submitted by the Wayne County Lumber Company in the sum of $1,380.75 to furnish the material and labor to re-roof No. 2 Fire Station as per plans and specifications. Ir. Gehr moved the proposal be accepted, seconded by Mr. Jameson and on voice vote was carried. Fire Chief Fredricks reported that the Fire Prevention Bureau was making an investigation of the complaints received from people in the area of between Sixth and Eighth Streets, from North "A" to South "A" Streets of having either gas or gasoline odors. , - Mr. G. Osborne, 110 North 36th Street presented a petition signed by 15 residents on North 36th Street complaining of the deplorable condition of the property located at 114 North 36th Street. This was taken under advisement. The Clerk was authorized to request the Health Inspector, Robert Goens, to make an ;invest- igation of these complaints and report his findings to the Board. Captain Stout presented the following: 1. The property located on the northwest corner of N.W. 5th and Pearl Street has a hedge that is definitely a traffic hazard. The Clerk was authorized to notify Mr. William E. Williams of this condition and request that he take steps to eliminate the hazard. 2. Replacement of obsolete traffic signal light at the following intersections: Northwest "J" and Serhidan Street; North 19th and "E" Streets; North 12th and "F" Streets and North 12th and "G" Streets. The Board authorized the Clerk to request the Richmond Power and Light Plant to make a survey of what the costs would be to make these replacements with modernized traffic signals. • 3. A request for 3 additional parking spaces in the first block of South 4th Street on the west side td provide space for parking for the Treasurer, Dairy Inspector and Restaurant Inspector. Mr. Gehr moved this request be granted, seconded by Mr. Jameson and on voice vote was carried. 4. The total estimate cost of removal of parking meters that are classified -r as "on street" for the three month moratorium period: a. Cost of material needed $ 1,506.00 b. Cost of labor and truck 459.00 c. Estimate loss of revenue 15,000.00 Total Estimate $16,965.00 Mr. Gehr moved the Traffic Division be authorized to purchase the material and also expend the sum of $459.00 for labor and truck for the removal and storage of the parking meters in a space to be provided in the City Building. Mr. Jameson seconded this motion and on voice vote was carried. The total amount to be 1,965.00. . 1Lr. Gehr reported that he and his staff had made a study of the request of re- ducing the crown of South 7th Street from South "E" to South "G" Street. The street was found to have a 122 inch crown and the width is 37 feet. Test holes were made at various points and it was found that there is a deep sub-base of good gravel that could be salvaged and used elsewhere. Mr. Gehr recommended that the street be reduced to a 3 inch crown which would require the removal of approximately 496 cu. yards of gravel which could be used to repair alleys and streets in the south section of the city. The plans and specification and estimate of cost have been prepared and Mr. Gehr moved the advertisement be prepared to receive bids to do the work. Bids to be received Thursday, September 9th, 1965 at 10:00 a.m. (est). Mr. Jameson seconded this motion and on voice vote was carried. Mr. Gehr reported that plans, specification and estimate of costs to improve the streets and alleys north of Glen Court, from and including North 22nd St. to North 24th Street which will be used for ingress and egress to the new Hide Plant. Mr. Gehr moved that the advertisement be prepared and published to receive bids to do this work and the date of September 9th, 1965 at the hour of 10:00 o'clock a.m. be the date and time. Mr. Jameson seconded this motion and on voice vote was carried. Mr. Jameson presented the following estimates for street lighting as was pre- pared by the Richmond Power and Light Plant: Estimate No. 2374-Install 36-400 Watt Mercury Vapor Lights on National Road from Elks Road to Garwood Road. Total operating costs--- -6-d'l° A • $171.00 Estimate No. 2989-Install 4-250 Watt Pendant Type Mercury Vapor lights, operating costs per month -•-- $ 16.00 Remove 3-4000 Lumen Mercury Vapor Light cost per mo. 7.05 Total operating cost for new ones `> 8;95 This installation to be on North "F", between North 12th and 14th Sts. Estimate No. 2983-Install- 99-400 Watt Mercury Vapor Lights on East Main Street, from 12th to 30th Street on Alum. poles Costs per month operating $643.50 Remove 44-Lummunen Ornamentals " " " " $100.00 Remove 30 " " " " " " 90.00 $190.00_ Cost per month for 99 new Lights $453.50 Estimate No. 2990-Install 1-250 Watt Mercury Vapor Light South 19th and "G" Street. Cost per month operating $ 4.00 Mr. Gehr moved all of the above estimates be approved and further that the City Controller notify the Richmond Power and Light plant of this action. Mr. Jameson seconded this motion and on voice vote was carried. There being no further business presented on motion duly made, seconded and carried the meeting adjourned.
