HomeMy Public PortalAbout08-12-1965 28 BOARD OF PUBLIC WORKS AND SAFETY August 12, 1965 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in the City Hall in said City, Thursday, August 12, 1965 at the hour of 9:00 o'clock a.m. (est). Mr. Jameson presiding with the following members being present Mr. Gehr and Mr. Kemper. The foll,wing business was had to-wit: The Clerk read the minutes of the previous meeting. There being no corrections or additions, Mr. Kemper moved the minutes be approved as read. Mr. Gehr second this motion and on voice vote•was carried. Mr. Kemper moved the claims be allowed and paid, seconded by Mr. Gehr and on voice vote was carried. The following petition was received and read: . • REGISTERED VOTERS AND CAR OWNERS: We, the petitioners, wish the Street Department to.lower the crown of South Seventh Street, from South nu Street to South "H" Street because of the hazardous cond- ition causing physical, mental and financial stress throughout the entire year. W e have had to pay for tires to be repaired and towing expenses in the winter to get away from the curb. This petition. was signed by 52 residents living in the above. area. Mr. Randolph Brown one of the signers appeared before the Board and made explanation of this request. The Board referred this request to the Engineering Department to make an investigation of the work that w ould be necessary and also the approximate of the cost. Mr. Roy Cates appeared before the Board as requested to give cause why the delay. _ of making repair to the house he owns on North Ilth Street. He told the Board that he has placed this property up for, sale and has it listed with a local Real Estate firm, with intent of selling the same within 30 days. If the property isn't sold within the 30 days Mr. Cates stated that he would demolish or make repair of this property. Mr. Gehr roved the Board accept this oral promis, seconded by Mr. Kemper and on voice vote was carried. Mr. Kenneth Goodwell and Mr. Donald Goodwell appeared before the Board stating that III they intend to submit a proposed franchise to the Board and to the common Council in the very near future under the name of Communi:tl*I levision, Inc., which special- izes in CATV systems., Fire Chief Fredricks brought to the attention of the Board that the roof of No. 2 Fire Station is in need of a new roof. The present roof has been in place for forty years to the best of his knowledge. After much discussion the Board author- ized the Chief to prepare plans and specification for a new roof and ask for pro- posals to be received to do the work. The estimate to do the work is under $2,000.00. Fire Chief Fredricks requested permission to send Captain Howard Sprouse and Captain Ora Williams to the Ohio State Fire School to be held Sept. 13th through Sept. 17th. Mr. Kemper moved the request be granted, seconded by Mr. Gehr and on voice vote was carried. Mr. Gehr presented a request of Mr. Charles PJ .ttingly to cut the curb on North HIP Street, between 6th and 7th Street. Mr. Gehr stated that he had made invest- igation of the petition and moved it be approved. Mr. Kemper seconded this motion and on voice vote was carried. The following was presented and read in full: STATE OF INDIANA ) TO THE CITY OF RICHMOND BOARD SS: OF PUBLIC WORKS AND SAFETY. COUNTY OF WAYNE ) MOTION FOR CONTINUANCE OF HEARING ON COMPLAINT OF GRACE WILLIS Russell H. Schussler, being first duly sworn, alleges and says: That he is the attorney for Police Officers Joseph White and Allen D. Baker in the above matter. That by reason of the death of Attorney Albert K.Federico, close friend of the undersigned, a continuance from hearing date of August 12 is hereby requested. 29 • That a memorial service for Attorney Federico is set for 11:00 A.M. August 12, 1965, which the undersigned should attend and that the funeral is at 3:00 P.M. August 12, 1965, in which the undersigned must participate as a pallbearer. That by reason of the above facts, said Joseph Wite and Allen D. Baker by the undersigned hereby request a continuance of hearing date. /s/ Russell H. Mr. Kemper stated that he had been notified of this request and the Attorney for Grace Willis had also been notified. Mr.Kemper maveddthe_:.i=io'tioh EoreCen;t tadAce of Hearing an Complaint of Grace Willis be granted, and that the Board set a date for the hearing sometime after Sept. 1, 1965, Mr. Gehr secondedtais motion and on voice vote was carried. Captain Stout reported that the Traffic Division had made a survey from Lincoln Street north to Richmond Avenue on the west side of N.W.Eirst Street to ban the parking of vehicles. Seventeen home owners were interviewed and only 4 objected. The street in this area is only 25 feet in width. The Traffic Division recommende d that the parking of vehicles be prohibited on the west side of N.W. 1st Street, from Lincoln Street to Richmond Avenue 24 hours a day. Mr.Kemper moved the Board concur in the recommendation of the Traffic Division and that the proper signs be installed. Mr. Gehr seconded this motion and on voice vote was. carried. Councilman Marino appeared before the Board and reported that he had received complaints of the residents of River Court dumping trash and other debris in the river and also permitting weeds to grow. Mayor Cordell said he would have the . Sanitation Dept. to make an investigation of this complaint. Mr. Marino also re- ported that there are weeds on the Shinkle property that needs to be cut also weeds at the intersection of North llth and "J01 Streets need cutting. Park Sutp. Don McBride appeared before the Board stating that the Tree Removal Account is almost depleted and he has on file many request to removed trees. He estimated that the sum of $3,000.00 would be needed to finish out the year. Mr. Jameson made an investigation as to what account this amount could be transferred from and fouxid that it could be transferred by ordinance from Board of Works, J-30 (7-73), Properties, Land-Sanitary-Storm Sewers, to the present Tree Removal Account. The Board authorized the Clerk to prepare an ordinance for Councilts consideration to make this transfer of funds. Mr. Jameson presented Estimate No. 2988 that was prepared by the Richmond Power and Light Plant for the installation of 13-250 Watt Mercury Vapor Street Lights to be placed on wood poles in the Richwood Addition in the City of Richmond, Indiana, for a total operating cost of $52.00 per month to the City. Mr. Kemper moved the estimate be accepted and the street lights be installed as per plans and further that the City Controller notify the Richmond Power and Light Plant of the action. Mr. Gehr seconded this motion and on voice vote was carried. There being no further busi.nes-s presented on motion duty made, seconded and carried the meeting adjourned. 4ie0f .
