HomeMy Public PortalAbout06-10-1965 11 B OARD OF PUBLIC WORKS AND SAFETY June 10, 1965 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in the City Hall in said City, Thursday, June 10, 1965 at the hour of 10:00 o'clock a.m. (est). Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Kemper. The following business was had to-wit: - The Clerk read the minutes of the previous meeting. There being no corrections IIIor additions, Mr. Kemper moved the minutes be approved as read. Mr. Gehr seconded - this motion and on voice vote was carried. Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Kemper and on voice vote was carried. Mr. George Sawyer, •Attorney for Marvin Caywood presented and read in full a Verified Complaint against Officers Collins Dickerson and Charles Hart of the Richmond Police Department. Marvin Caywood stated in the complaint that on the 23rd day of May, 1965 he was badly beaten by said officers in an arrest that was made on the affaint. The complaint also had attached a- report of Doctor C.Tanner Brooks, M.D. who treated Mr. Caywood for bruises -and etc. that he re- ceived from the arrest made by said Officers. Mr. Kemper moved the Verified Complaint be received and filed and further that the date of Thursday, July 29, 1965 at the hour of 11:00 o'clock a.m. (eat) be set as the date and time =for a hearing on the charges. Mr. Gehr seconded this motion and on voice vote was carried. Each Officer to be given a copy of the original complaint. Fire Chief Fredricks reported that Mr. Roy Cates hasn't done a -thing on the re- -modeling the house he -owns on North llth St. The Mayor said he would contact Mr. Cates personally and ask him what the delay is. Fire Chief Fredricks recommended the installation of a fire hydrant approximately ' 500 feet south of National Road on Southwest 21st Street to serve as fire pro- tection in this area. Mr. Kemper moved the Board concur in- the recommendation of the Fire Chief and further that the Clerk notify the Water Works of this request. Mr. Gehr seconded this motion and on voice vote was carried. Mrs. Marie Spatuzzi appeared before the board again and complained of the trucks backing into her garage and causing damage. After much discussion on the com- plaint, Captain Stout was ordered by the Board to invete the operators of Tome and Gene Filling Station to appear before the Board next Thursday. Captain Stout presented a bid submitted by Louis Pardo to paint the stalls for the parking meters both on the city streets and the, municipal lots for the total sum of $775.00. Captain Stout reported that the work Mr. Pardo has done in the past was very satisfactory and recommended the bid be accepted. Mr. Kemper moved the Board accept the bid of Mr. Pardo as submitted, seconded by Mr. Gehr and on voice vote was carried. Captain Stout reported that he had several inquiries about the installation of some type of traffic control at the intersection of South 13th and "E" Street. Mr. Gehr moved that the Board stand on the recomrnendaton that this Body voted on November 5, 1964, that of making a traffic survey when the construction of the new Super Market is far enough along in construction to warrant a good survey. Mr. Kemper seconded this motion and on voice vote was carried. Chief Stultz requested permission to send Captain Stout to a 2 day course of the National Safety Council Improvement Program to be held,in the City of III Indianapolis, Indiana June 16-17, 1965. Mr. Gehr moved the request be granted seconded by Mr. Kemper and on voice vote was carried. Mr. James Trimble, Attorney for Grace Mendenhall filed a Petition to remove encroachment on Alley. This petition was taken under advisement. The City Engineer reported that the State Highway Commission had sent the sppeifications for modernizing the traffic controls and lights located at the intersections of S.W. 1st and National Road and S.Wv:.16th and National Road. The notice to bidders for labor and materials has been published to receive bids on the 24th day of June, 1965. 2 The Board approved the request of the "Y" Teens of the YWCA to place a banner over National Road East at Henley Road during the period of. June 14 to 18, 1965. This has been cleared through the State Highway Department. The Clerk presented proofs of publications of notice to bidders preinted in the Richmond Palladium—Item, a newspaper of general circulation in the City of Richmond, Indiana on the dates of May 25th and June 1, 1965, that_the Board of Public Works would receive sealed proposals until the hour of 10:00 o'clock a.m. (est) June 10, 1965, for furnishing a new 1965 automobile for use by the City Plan Commission. Mr. Kemper examined the proofs of publications and found the same to be correct and in order, and moved the proofs of publication be filed. Mr. Gehr seconded this motion and on voice vote was carried. June 10, 1965 at the hour of. 10:00 o'clock a.m. (est) being the date and time designated to receive and open bids. The following bidders submitted bids: Fred First, Inc., and Kurdys Chevrolet, Inc. Mr. Gehr moved the bids be referred to the City Plan Commission for tabulation and recommendations. Mr. Kemper . seconded this motion and on voice vote was carried. The City Engineer presented a request from the Dea Meadows, Inc. to cut the curb and remove two parking meters to permit ingress and egress to the enlarged sales lot of the Meadows, Inc. located on North 6th Street. The traffic aivision had . no objections to the request. Mr. Gehr moved the request be granted, seconded by Mr. Kemper and on voice vote was carried. The City Engineer reported that all easements that were necessary for the con— struction of the Storm Water Drainage, starting from N.T. 19th and "0" Streets, north to a point 120 feet north of West Main .Street at 20th Street. Mr. Kemper moved the Henry B. Steeg and Associates be authorized to prepare the advertising to receive bids to do the work of construction of the Storm Water Drainage as per specifications. Mr. Gehr seconded this motion and on voice vote was carried. The City Engineer to notify the Steeg ,Assoc. of this action. The Board authorized the City Engineer to notify NIr. Frank Hodgin, Owner of the property on Northwest 6th and Main Streets that the fence he said was in place does not meet with the safety standards of the City. The Board authorized Mr. Kemper to negotiate with the Town Board of Spring Grove on a 1966 Fire Protection Agreement between the City of Richmond and .Spring Grove. The City Controller presented the following Street Lighting Estimates that he and Mr. Rees of the Light Plant had gone over and recommended that the installations be made: Estimate No. 2863 708 South "F" Street Estimate No. 2681 Crestdale Addition Estimate No. 2861 S.1:. 5th from "D" to "E" Street Mr. Kemper moved the Board concur in the recommendation of the City Controller and Mr. Rees. This motion was seconded by Mr. Gehr and on voice vote was carried. .There being no further business presented, on motion duly made, seconded and carried the meeting adjourned.
