BOARD OF PUBLIC WORKS AND SAFETY
June 3, 1965
The Board of Public Works and Safety of the City of Richmond, Indiana met in
regular session in the City Hall in said City Thursday June 3, 1965, at the hour
of 9:00 o'clock a.m. (est). Mr. Jameson presiding with the following members
being present: Mr. Kemper and Mr. Gehr. The following business was had to wit:
The Clerk read the minutes of the previous meeting and there being no corrections
or additions, Mr. Kemper moved that the minutes be approved as read. Mr. Gehr
seconded this motion and on voice vote was carried:
Mr. Kemper moved the claims be allowed and paid, seconded by Mr. Gehr and on
voice vote was carried.
Mayor Cordell gave a brief report on his attendance to the United States Con-
ference of Mayors which was held in St. Louis, Mo.
George Sawyer, attorney for Grace Willis, presented and read a verified complaint
against Officers Allen D. Baker and Joseph White of the Richmond Police Department.
The complaint stated that on the 16th day of April 1965 the named officers entered
Mrs. Willis home without warrant, and took the affiant to the jail very scantly
clad and used unnecessary force and violence on the way to the jail.
Mr. Kemper moved the verified complaint be received and filed and further that the
date of Jay 15, 1965 at the hour of 11;00 a.m. (est) be set to have a hearing on
the charge. ,Also that each officer be given a copy of the original complaint.
Mr. Gehr seconded this motion and on voice vote was carried.
Mr. Harmon, a contractor, and Mr. Lee Weiss appeared"before the Board to get some
information on what the City intends to do about the unsafe condition of the build-
ing that abuts on the lot where the Eggemeyer building was"torn down. Mr. James M.
Trimble, attorney for Mr. Hiram tees owner of the building in question, was in
attendance and requested until the date of June 17, 1965 for a final decision on
what will have to be complied with to make this building safe. The Board accepted
this date for Mr. Trimble to be heard on the definite program of making the build-
ing safe.
Mr. Gehr submitted two curb cut-;requests, one by Mr. Paul Byrd, 700 South 13th St.
and one by Mr. William Moore, 179 S.W.l7th Street. Both of these requests have
been brought to the attention of the Traffic Dept. and no objections were filed.
Mr. Gehr moved both requests be granted, seconded by Mr. Kemper and on voice vote
was carried.
Mr. Robert Drifmeyer, owner of the property located at 1308 South 21st Street,
appeared before the Board and stated that he will start immediately on removing
the building in said lot.
The Clerk presented proofs of publications of notice to bidders printed in the
Richmond Palladium-Item, a newspaper of general circulation in the City of Richmond,
Indiana, on the dates of May 21 and 28, 1965, that sealed proposals would be
received on the date of June 3, 1965 until the hour of 10:00 o'clock a.m. (est) for
furnishing the Street Dept. with two (2) new 1965 Dump Trucks per specs on file.
Mr. Kemper examined the proofs of publication and found the same to be correct and
in order and moved the proofs of publication be filed. Mr. Gehr seconded this
motion and on voice vote was carried.
June 3, 1965 at the\ hour of 10:00 a.m. (est) being the date and time designated to
receive, open and read aloud the proposals received. The following proposals were
opened and read aloud:
Kurdy's Chevrolet Inc., Warfield Oil Co., and Fred Firsts,Inc.
Mr. Gehr moved all proposals be referred to the Street Commissioner and City Con lir

troller for tabulations and recommendations. This motion was seconded by Mr.
Kemper and on voice vote was carried.
Chief Stultz presented a request from Officer Joseph White to attend the annual
active duty for training requirement of Indiana National Guard to be held June
10 to 27, 1965 at Camp Grayling.

Mr. Kemper moved the request of Officer Joseph White be granted, seconded by Mr.
Gehr and on voice vote was carried.

Fire Chief Fredricks recommended that a fire hydrant be installed at the north -
end of North 24th Street. This would be near the new Hide factory and furnish
more fire protection in this area. Mr. Kemper moved the fire hydrant be in-
stalled and recommended and further the Clerk notify the Water Works of this
request. Mr. Gehr seconded this motion and on voice vote was carried.
Mr. Gehr presented tide tabulation of the bids received for street materials and
etc. that were received May 27, 1965. .

Mr. Kemper moved that the Miller Kemper Co. and the Commons Lumber Co. both be
awarded the bid on 50-50 basis. Mr. Gehr seconded this motion and on voice vote
was carried.

Mr. Kemper moved the bid of the Miller Kemper Co. .be accepted, seconded by Mr.
Gehr and on voice vote was carried. - -

Mr. Gehr moved the bids of the Cargil Co. and the Morton Salt Co. be accepted on
a 50-50 basis, seconded by Mr. Kemper and on voice vote was carried.

Mr. Gehr moved the bid of the Muff Coal Co. be accepted, seconded by Mr. Kemper
and on voice vote was carried.

Mr. Kemper moved that the bid of Marathon Co. not be considered for reason the -
non-collusion affidavit not being notorized and the Mobil Oil Co. was not received
at the required time to receive the bids. Mr. Gehr seconded this motion and on
voice vote was carried.
Mr. Kemper moved the bid of the Warfield Oil Co. for Regular gasoline at the price
of 12.30 per gallon be accepted with provision that said Warfield Co. furnish
pumps for the Street Department and Park Department. Mr. Gehr seconded this
motion and on voice vote was carried. -
Mr. Kemper moved the Standard Oil Company bid of 15.940 per gallon for High
Octane gasoline for the Police Department be accepted with stipulation that said
company furnish the pump. Mr. Gehr seconded this motion and on voice vote was
carried.

Mr. Gehr moved the American Aggregates Co. be awarded the bids for No.9, No.11, Ill
Crushed Sil., Maint.Gravel, Mason Sand, Concrete Sand, Maint.Gravel 100% crushed
and washed No.9 and No.11, and 50% of the Pit Run Shot Sand, Fill Sand. This
motion was seconded by Mr.Kemper and on voice vote was carried.
Mr. Gehr moved the LeBolt Co. be awarded the bids for Flat Stone and 50% of the Pit
Run, Fill Sand, Shot Sand. Mr. Kemper seconded this -motion and on voice vote was
carried.

Mr. Gehr moved the bids of the DeBolt Co. for Class "E", Class "D" and Class "F"

Mr. Gehr moved the bids of the Magaw Co. be accepted, seconded by Mr.Kemper and
on voice vote was carried.
Mr. Stanley Gedvillas reported that he had made further investigation in the Berle
Steele complaint and outlined the same to .the Board. The Board requested that Mr.
Gedvillas make a written report of this investigation to the Board next Thursday
June 10th.
Mr. Gedvillas also reported that his investigation has found that the owner of -
the Park Manor Estate on Cart Road was in violation of the Zoning Ordinance. The
Board approved the City Engineer to notify .the owner that he is in violation of
the Zoning Ordinance and should go before the Board of Zoning :appeals for a
conditional use.
The Board approved the request of the Wayne County T.B.Association of placing
the chest fray unit on South 8th Street in front of Knollen erg's entrance June
llth to June 15th, 1965.
There being no further business ,presented on motion duly made, seconded and carried
the meeting adjourned.
