BOARD OF PUBLIC WORKS AND SAFETY
May 20, 1965
The Board of Public Works and Safety of the City of Richmond, Indiana met in
regular session in the City Hall Thursday, May 20, 1965 at the hour of 9:00
o'clock a.m. (eat). Mr. Jameson presiding with the following members being
present: Mr. Gehr and Mr. Kemper. The following business was had to wit:
The Clerk read the minutes of the previous meeting and there being no corrections
or additions, Mr. Kemper moved said minutes be accepted as read. This motion
was seconded by Mr. Jameson and on voice vote was carried.
Mr. Kemper moved the claims be allowed and paid, seconded by Mr. Jameson and
on voice vote was carried.
Mayor Cordell stated that several junk cars were picked up and hauled away the
past week. The clean-up of junk cars will continue.
A curb cut request was received from the Golden Imperial Inc., of Indianapolis
owners of the Southwest corner of Northwest 5th Street and Indiana Avenue. The
City Engineer and the traffic department had made investigation and approved the
same. Mr. Kemper moved the curb cut be granted, seconded by Mr. Jameson and on
voice vote was carried.
Mr. James Boomgard of the Friends Fellowship ommunity, Inc., appeared before
the Board requesting to use the streets of Richmond to operate a bus to convey
members of said Friends Fellowship Community, Inc. from the point where said
Friends Fellowship Community, Inc. is located on Chester Blvd to different points
in the downtown area. This is a new program that is going to be installed for the
residents of the Fellowship Home, who are mostly people of the golden age. The
Board advised Mr. Boomgard to present his plan to Captain Stout for study and
recommendation.
Mr. Scott Hawley 533 N.W. L Street appeared before the Board to protest =Mr.
Robert Hough of having a trailer court on N.M. L Street which is in conflict
with the Zoning Ordinance. Mr. Kemper stated that more information is needed
before any action could be taken by the Board. This question was taken under
advisement for further study. -
Mr. Bearle Steele accompanied with Mr. David Dennis, his attorney, appeared before
the Board as requested in regards to the operation of a junk car yard on North
Salisbury Road. Mr. Robinson-one of the petitioners was also present. Mr. Dennis
stated that it was believed that Mr. Steele was operating within his rights be-
cause cars of this nature were being hauled there for storage.as early as 1953
and nothing was said. Mr. Robinson stated that Mr. Steele wasn't the owner of
this land on this date and wasn't bought by him until the year 1962. After
hearing both the plaintiff and defendant Mr. Kemper moved that this matter be
taken under advisement until further substantial evidence can be obtained. This
motion was seconded by Mr. Jameson and on voice vote was carried.
Fire Chief Fredricks reported that the Fire Department had received correspond-
ence from Richard Sulprizio owner of the properties 605, 607, 609 North 12th St.
and 1202 North F Streets which have been in the process of demolation. Mr.
Richard Julprizio stated in his letter that he had given Eugene Sulprizio power-
of-attorney to act in his behalf on these properties. The Fire Department ex-
tended the time of hearing which was set on this date for an extended period of
15 days. The Board took this matter under advisement until word is received
from Mr. Eugene Sulprizio who is a resident of Richmond, Indiana.
Fire Chief Fredricks reported the progress that Roy Cates is malting on the re-
modeling of the property at 327 North llth St. The report showed that only
the front porch had been torn down. Fredricks said that this was very slow
progress, and would continue to observe the work being done this week.
Mr. Lowell E. Spencer, Consultant of the Department of Public Instruction Civil
Defense Adult Education appeared before the Board and outlined the program that
is offered to all City employees to become more familiar with Civil Defense. He
urged that this program be authorized to train the City employees. This was
referred to the Mayor for his study and recommendation.
Captain Stout recommended an.;outline of the proceedure that should be followed
for the request of the parade by the N. A.A.C.P. on Sunday, May 30, 1965.

The parade to form on South 4th, between Main and South A Street and start
at 1:30 p.m. One person to be appointed as Parade Marshall and on hand at all
times. The cars be limited to 35 in number and no walking participants. Furnish
a list of cars and drivers. All cars in the parade to be identified by one type
of card. The parade to proceed east on Main Street to 12th Street; thence North
on 12th Street to Townsend Center and then distend. Mr. Kemper moved that per-
mission be granted to stage the parade under the conditions of Captain Stout's
recommendation. Mr. Gehr seconded this motion and on voice vote was carried.
Captain Stout reported that a request had been made by the Morrison-Reeves
Library for the removal of the first 2 parking meters on the east side of North
6th Street south of North A Street. Captain Stout reported that he made
an investigation of this request and recommended that these meters be replaced
with fifteen minute meters. This proposal met with the Library. Mr. Kemper
moved the Board accept the recommendation of Captain Stout to replace the said
meters with 15 minute limit, _seconded by Mr. Gehr and on voice vote was carried.
Captain Stout reported that he made a lengthy survey of the traffic that flows
toward the west on Main Street at. the intersection of 9th Street. He recommended
that an easier flow of traffic could be maintained if the two present parking
meters east of 9th Street on the north side of Main Street were removed and the
street be painted to permit a "right turn lane only" lane ,beestablished. Mr.
Kemper moved the Board concur in the recommendation of Captain Stout to remove
the 2 meters and paint the street for a right turn lane only. Mr. Jameson
seconded the motion and on voice vote was carried.
Captain Stout reported that the contract between the State Highway and the City
for maintenance of traffic signals would expire in June 1965. It is his opinion
that the present sum of money allowed to the City ($1,200.00) per year is too
low and requested that he be authorized to negotiate with the State Highway for
a sum in the amount of not less than p2,000.00.- :Mrm:KezYper Akovedt)that this
Boaffutattthorize Captain Stout to negotiate for 2,000.00 or more for the 1966
contract. This motion was seconded by Mr. Gehr and on voice vote was carried.
Captain Stout supplied each member of the Board and also Councilman Hilligoss
of the 5th District with a copy of ,the survey of a traffic-pedestrian count taken
at the intersection of Richmond Avenue and N.W. 1st ,Street. After Captain
Stout went over each item in the report he redommended that the traffic signal
request be denied. Mr. Kemper moved that a copy of this report be placed on ..
file and further that the request for the traffic signal be denied. Mr. Gehr
seconded this motion and on voice vote was carried.
The request to remove a parking meter on the South side of South A Street, west
of the alley running north and south was taken under advisement.
The Clerk reported tbathet_BoArd,ithat .the legal advertisement to receive bids for
the City Plan Commission was not printed in the Newspaper on the proper date to
receive bids. Mr. Kemper moved that all bids received be returned to the bidder
unopened, and further that the Clerk re-advertise to receive bids for the Plan
Commission car with the same specifications June 10, 1965. This motion was
seconded by Mr. Gehr and on voice vote was carried.
There being no further business presented, on motion duly made, seconded and
carried the meeting adjourned.
