R-90-2 WITH KAWFS AND ASSOCIATES, FOR ADVERTISEMENT AND CONSTRUCTION SUPPORT SERVICES. - RCTC AGENDA ITEM NO. 5B1 Administrative Committee and Staff Recommendation That the Commission approve Amendment No. 1 to Contract R-90-2 in the amount of $150,000. 5. CONTRACT W1111 CONSULTANTS FOR THE PREPARATION OF PROJECT STUDY REPORTS (PSR) FOR THE MEASURE A INTERCHANGE IMPROVEMENT PROGRAMS. - RCTC AGENDA ITEM NO. 5132 Administrative Committee and Staff Recommendation Approval of $462,000 for CH2M Hill Engineering, $521,000 for DeLeuw Cattier & Company, Inc. and $98,000 for KAWES and Associates for base contract work and $162,000 (15 percent of total contract amount) for extra work for these contracts. 6. AMENDMENT #2 TO CONTRACT R09018 WITH PARSONS BRINCIERHOFF. OUADE & DOUGLAS, INC. REGARDING PROFESSIONAL MUMMY FOR THEIR SUBCONSULTANTS. - RCTC AGENDA ITEM NO. 5134 Administrative Committee and Staff Recommendations That the Commission: 1) Approve Amendment #2 to the PBQ&D Contract #R09018. This amendment will allow them to waive the requirement that their environmental subconsultants carry Professional Liability Insurance; but requires that PBQ&D review all work of their subconsultants and indemnify the Commission for any negligent errors and omission of any of the PBQ&D subconsultants; and, 2) Allows PBQ&D to revise its line item contractual amounts for various subconsultants to accommodate the reorganization of Livingstone -Parks with the understanding that the total value of their contract will not increase. 7. Call to Order. Commissioner Russell Beirich called the meeting of the Budget and Finance Committee to order at 12:04 p.m., in the RCTC Conference Room. Members Present. Russell Beirich Pat Murphy Corky Larson 2. Analysis of Property and Casualty Exposures of the Riverside County Transportation Commission (RCTC). M/S/C - That the Commission approve the Armtech insurance review proposal of RCTC at a cost not to exceed $6,000 to $8,000. 3. Quarterly Financial Reports. WS/C - Receive and file. 4. Contract with Consultants for the Preparation of Project Study Reports (PSR) for the Measure A Interchange Improvement Program. M/S/C - That the Commission approve $138,000 for ICF Kaiser Engineers and #224,000 for Tams Consultants, Inc. for base contract work and $54,000 (15% of the total contract amount) for extra work for these contracts. Modify Contract with Nolte and Associates to Waive the Professional Liability Insurance Requirement for Their Subconsultant, Robert J. Lung and Associates. M/S/C - That the contract be amended to relieve Lung and Associates from the requirement to obtain a Professional Liability Insurance policy with the understanding that the Nolte Professional Liability Insurance will provide coverage in the even that an error or omission is discovered at a later date. 6. Environmental Audits for Commuter Rail Property Acquisition. M/S/C - That the Commission authorize the use of Bechtel Corporation to proceed with performance of environmental audits in support of commuter rail property acquisitions. If approved, Bechtel would proceed with work under current limitation until the task is better defined, at which time a contract amendment may be required. 7. Patronage Assessment of Proposed Palm Springs Intercity Rail Service. Commissioner Corky Larson stated that she felt the name of the study should reflect "Coachella Valley" instead of "Palm Springs", so that it does not assign a specific destination to the rail service. The other Commissioners were in agreement. M/S/C - (1) That the Commission approve an increase of $20,319 in the contract to Schiermeyer Consulting Services in order to retain Wilbur Smith & Associates to conduct a ridership assessment to this route; and (2) Reflect the name of the destination for the study to "Coachella Valley', instead of "Palm Springs". 8. Adjournment. There being no other business to come before the Budget and Finance Committee, the meeting was adjourned at 1:00 p.m. :SC
