HomeMy Public PortalAbout2014.022 (02-04-14)RESOLUTION NO. 2014.022 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPF SUBMITTAL OF A REGIONAL GRANT APPLICATION FOR CALRECYCLE FOR THE USED OIL COMPETITIVE GRANT PROGRAM (FY2013/14) WHEREAS, Public Resources Code sections 40000 et seq. autho Department of Resources Recycling and Recovery (CalRecycle) to administer grant programs (grants) in furtherance of the State of California's efforts to recycle and reuse solid waste generated in the state thereby preserving landfill and protecting public health and safety and the environment; and WHEREAS, in furtherance of this authority CalRecycle is required to establ necessary procedures governing the application, awarding, and management of grants; and WHEREAS, CalRecycle allows regional grant projects for certain g programs; and h WHEREAS, the City's chances to compete in this grant may increase through, a regional grant application; and WHEREAS, CalRecycle grant application procedures require, among other things, an applicant's governing body to declare by resolution certain authorizations related to the administration of CalRecycle grants. I NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DO HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: Section 1. That the City of Lynwood designates the City of Huntington Park to act as the Lead Agency and authorizes the submittal of an application, attached hereto as Exhibit A, for the Used Oil Competitive Grant Program (FY2013/14) on its behalf, to CalRecycle. f Section 2. The City of Huntington Park is hereby authorized and empowe to execute on behalf of the City of Lynwood all grant related documents, including not limited to, Application Payment Requests, Agreement and Amendment neces to secure Grant Fund under the Used Oil Competitive Grant Program (FY2013/14) to implement the approved grant project upon written approval from the City of Lynw City Manager or his /her designee. Section 3. The City Manager or his or her designee is authorized to sign a Letter of Authorization, attached hereto as Exhibit B. 1, Section 4. Be it resolved that these authorizations are effective for submittal of the Used Oil Competitive Grant Program (FY2013/14) only. PASSED, APPROVED and ADOPTED this Oh day of February, 2014. I am authorized to contractually bind the City of Lynwood within the authority provided to me by the City Council and the Lynwood Municipal Code. Pursuant to this authority, I hereby authorize the City of Huntington Park to submit a regional application and act as Lead Agency on behalf of City of Lynwood pursuant to Resolution 2014.022.
