The meeting of the Plans and Programs Committee was called to order by Chairman Percy Byrd
at 12:00 p.m., at the offices of the Riverside County Transportation Commission, 3560
University, Suite 100, Riverside, California, 92501.

At this time, Eric Haley, Executive Director, introduced RCTC's two new Staff Analysts, Karen
Leland, who will work in Commuter Rail, and Edward Gonzalez, who will work in Commuter
and Rideshare.

5. 2000 Discretionary STIP Recommendation
The following points were made during deliberation of this item:
+ Commissioner Robin Lowe expressed her appreciation for the consideration of the
Newport Road project, but reminded the Committee that the realignment of SR 74 was
a Measure "A" project that was removed by RCTC in conjunction with the then
Supervisor. Neither the residents nor the City of Hemet were informed about that
action when it was taken. She understood why the action was taken, but wanted this
statement to be on record.

Craig Neustadter, City of Moreno Valley Traffic Engineer, noted his concerns as
follows: 1) Funding was not allocated to either of the two largest cities in Western
Riverside County or to projects that indirectly benefits either of the two cities. They
believe that geographic equity deserves further consideration; and, 2) Earmarking of $6
million from a future call for projects, specifically the combined projects of the cities
of Hemet, San Jacinto and the County of Riverside. A previous recommendation was
made by the Technical Advisory Committee that the 2000 STIP be combined with the
2002 STIP call for projects because of the small amount of funding available during
this cycle. With the earmarking of these funds, he felt that it is a contradiction of the
Commission's action to consider these as two separate calls for projects. The City of
Moreno Valley is bringing these areas of concern to the attention of the members to
hopefully bring about further consideration of this item and that it does not reflect a
future trend.
♦ Rick McGrath, City of Riverside Public Works Director, stated that not enough emphasis
was being placed on projects of regional significance. The City of Riverside has three
significant arterials: Alessandro Avenue, La Sierra Avenue and Van Buren Boulevard.
These arterials have been discussed as part of several EIRs for development projects
within Western Riverside County, as well as in the CETAP process. These streets are
included in the City's Capital Improvement Program on a yearly basis and they have
allocated a lot of funding on these projects. Yet two of the projects submitted by the
City of Riverside for these streets were not ranked high enough to receive funding in
this year's call for projects. Two and one-half years ago, improvements to Alessandro
Avenue was submitted but did not receive funding. More than 50% of the traffic on
those streets is not generated by City of Riverside residents, and the percentage of
traffic increases during peak traffic hours. They are looking at programs such as this
to assist in funding these regionally significant projects.
♦ Commissioner Tom Mullen agreed the criteria should address maintenance and
upgrading of regionally significant arterials. He cited several examples throughout the
County of Riverside and felt it was important that this issue be addressed with the next
call for projects.
♦ Commissioner Bob Buster stated that if regional significance of such projects was
reviewed, projects such as the widening of the 60 Freeway would score high in that
area. Some of the other streets that were submitted might be considered inter -
jurisdictional rather than regionally significant. He felt it was important for the
Committee to have more traffic generation figures to assist in making an informed
decision. Another criteria that should have higher priority is safety, any road that is
truly considered dangerous should have higher consideration.
♦ Jack Wamsley, Canyon Lake alternate member, expressed his concern regarding the
need for improvements at the intersection of Newport and the 1-15. If the area is not
addressed, the widening of Newport should not move forward. George Johnson,
County of Riverside, explained that a contract had already been awarded to widen the
existing overcrossing and construction is expected to begin sometime next month.

M/S/C (Wilson/Rudmanito: 1) Earmark the RCTC SR 60 Widening Project for
full funding ($3,261,000) through the 2002 Discretionary STIP; 2) Earmark the
Riverside County Newport Road project (in partnership with the cities of Hemet
and San Jacinto) for $6,000,000 (75% of requested funding of $8,000,000)
through the 2002 Discretionary STIP; 3) Support the 2000 Discretionary STIP
funding recommendations as presented in the attachment; and, 4) Forward to
the Commission for final action.
6. Alameda Corridor East Update
J.D. Douglas, Parsons -Brinkerhoff, briefly reviewed the basis and methodology used for the
inclusion of noise and emission factors in the criteria presented to the Committee. The
evaluation of noise levels was based on the nearness of residential areas to the grade
crossings.The first option available is for each of the criteria to be weighed equally when
evaluating the need for overcrossings while option number two places an emphasis on delay
and accident reduction.
There was considerable discussion on how the number of accidents were weighed versus
traffic counts at those intersections.
Commissioner Mullen noted as an example Jurupa Avenue in Riverside where there may not
be the same volume compared to other crossings, but the accident level is higher. Safety
should be the highest priority, based on the number of accidents. Noise level criteria should be
the second priority along with the health issue of the emissions that trains produce.
Commissioner Dick Kelly added that a criteria looking at how the trains impact local economies
because of the traffic congestion that they cause should also be added.
J.D. Douglas explained that there is a criteria in place that addresses how close the grade
separation is, so this has been taken into account. If there is not a grade separation within a
mile, that crossing receives extra points.
Eric Haley, Executive Director, clarified that the top 19 projects in Categories 1 and 2 will be
submitted as RCTC's input to the Regional Grade Separation List targeted at the reauthorization
of the Federal Transportation Act in 2003. It will then be a matter of how much money
becomes available as a result of our regional lobbying and what opportunistic situations exist
for us to move some of these projects.
M/S/C (Hall/Trembly) recommend that the Commission approve Alternative 2 weighing
each criteria equally and forward to the Commission for final action.
7. First Quarterly FY 00/001 Transit Operator Reports
M/S/C (Mullen/Schook) receive and file the First Quarter FY 00/01 Transit Operators'
Report as an informational item and forward to the Commission for final action.
8. Regional Transportation Plan Update
M/S/C (Ruppert/Rudman) approval to forward comments on the 2001 Regional
Transportation Plan and coordinate such comments with the Coachella Valley

Association of Governments (CVAG) and the Western Riverside Council of
Governments (WRCOG) and forward to the Commission for final action.
9. CETAP Update

10. AMENDMENT TO THE CITY OF CORONA'S FY 00/01 SHORT RANGE TRANSIT PLAN AND
ALLOCATION OF LTF FUNDS FOR FIXED ROUTE SERVICE AND CNG REFUELING STATION
M/S/C (Mullen/Lowe) to: 1) Amend the City of Corona's FY 00/01 Short Range Transit
Plan to provide funds to cover the start-up costs of fixed route service and local match
funding for a CNG refueling station; 2) Allocate $166,111 in Local Transportation
Funds ($98,835 for fixed route and $67,276 for CNG refueling station); and, 3)
Forward to the Commission for final action.
11. FY 00/01 SECTION 5310 MEASURE A SPECIALIZED TRANSIT MATCH FUNDS
M/S/C (Mullen/Lowe) to 1) Provide $21,200 in Measure A Specialized Transit funds as
local match to Transportation Specialists, Inc. for the purchase of one modified van and
one medium bus through the Section 5310 grant process; 2) Provide $13,000 in
Measure A Specialized Transit funds as local match to Anza Valley Community
Services, for the purchase of one 24 passenger bus through the Section 5310 grant
process; and 3) Forward to the Commission for final action.

Riverside County Integrated Project Update

This item is to seek Committee approval to receive a verbal report from the Executive
Director of the Western Riverside Council of Governments regarding the Riverside
County Integrated Project and issues of interest to the Western County cities and
forward to the Commission for final action.
BACKGROUND INFORMATION:
On March 13, 2001 the Riverside County Board of Supervisors provided policy
direction concerning the Multiple Species Habitat Conservation Plan (MSHCP) funding
and implementation approach to approve in concept an implementation program
predicated on land acquisition as the primary tool to achieve the MSHCP conservation
objectives. Additionally, the Board directed County staff to further examine the policy
and legal issues of the proposed Funding and Implementation Outline with all western
Riverside cities, as well as County Counsel and the Resource Agencies and report back
to them in 30 days. The Board also directed the completion of a conservation analysis
that contemplates participation by all 14 western Riverside County cities (with specific
discussion with Lake Elsinore to ascertain their preferred conservation approach).
Confirmation of .city participation is essential to further MSHCP development and
conservation analysis since the draft MSHCP must consider which jurisdictions would
be covered by the incidental take permits and how conservation assurances can be
achieved.
Rick Bishop, Executive Director from the Western Riverside Council of Governments,
will provide an update to our members regarding the cities involvement in the Riverside
County Integrated Project and how the MSHCP and General Plan are integral to the
successful implementation of our CETAP transportation corridors.

BACKGROUND INFORMATION:
The FTA Section 5310 program provides capital grants for the purpose of assisting
private nonprofit corporations and public agencies, under certain circumstances, in
providing transportation services to meet the needs of seniors and persons with
disabilities for whom public transportation services are otherwise unavailable,
insufficient, or inappropriate. The program provides funding for approved projects on
an 80% federal/20% local match basis.
Section 5310 funds are awarded through a statewide competition with approximately
$7.2 million available for programming. A Local Review Committee (LRC) in each
County quantitatively evaluates all applications submitted for their area using the state-
wide scoring criteria, ranks them, then submits the scores to Caltrans Headquarters
for the statewide competition. This year, the Commission's Local Review Committee
consisted of Cynthia Clipper, staff, SunLine Transit Agency; Cis Leroy, staff, Riverside
Transit Agency; Fortunato Penilla, staff, Inland Regional Center; and myself.

We received requests for 13 projects for evaluation from 6 agencies in Riverside
County. The LRC met and scored the projects on March 14. The listing of the final
scores for each project are attached as Exhibit A. All applicants have been notified of
the project scores and given the opportunity to appeal. The time line for this process
is tight since Commission approved scores must be submitted to Caltrans by May 5.
Since the Commission's May meeting is after this date, all approvals must be
completed at our April 11 meeting.
The Commission is also required to include the awarded projects in the Regional
Transportation Improvement Plan and certify by resolution that the projects are
consistent with the local area regional transportation plan.

RESOLUTION OF THE RIVERSIDE
COUNTY TRANSPORTATION COMMISSION
CERTIFYING PROJECT CONSISTENCY
WITH REGIONAL TRANSPORTATION PLAN
WHEREAS, the Local Review Committee of Riverside County ("Committee") is
charged with reviewing applications for Federal Transit Act Section 5310 funding for
transportation services to meet the needs of seniors and persons with disabilities for
whom public transportation services are otherwise unavailable, insufficient or
inappropriate; and
WHEREAS, the Committee has received requests for 13 projects from 6
agencies in Riverside County; and
WHEREAS, the Committee has scored and ranked each such request; and
WHEREAS, the Riverside County Transportation Commission ("Commission"),
as the Regional Transportation Planning Agency ("RTPA"), adopted the scores and
ranking of the applications as determined by the Committee; and
WHEREAS, the Section 5310 process, as interpreted in Federal Transit
Administration Circular. 9070.1 E, Section 5, requires the RTPA to include in the
Regional Transportation Improvement Program each request awarded Section 5310
funding by Caltrans and to certify by resolution that the locally evaluated projects are
consistent with the local area regional transportation plan.
NOW, THEREFORE, the Commission does hereby certify and resolve as follows:
Section 1.
The Commission has determined that the locally evaluated projects
approved by the Committee for Section 5310 funding (as
described in Exhibit "A") are consistent with the Riverside County
regional transportation plan.

will be included in the Regional Transportation Improvement
Program adopted for Riverside County.

BACKGROUND INFORMATION:
Valley Restart Shelter, Inc. (Valley Restart) was recently notified by Caltrans that they
were approved for funding under the FTA Section 5310 program. Funding was
approved to purchase one minivan, one large bus and computer equipment at a total
cost of $1 10,800.
The Section 5310 program provides 80% of the cost of the capital project. Valley
Restart is requesting that the required 20% match ($22,000) be funded from Measure
A Specialized Transit funds available in the western Riverside County. Valley Restart
provides transit assistance in hard to serve areas, for inter -community travel and for
riders having very special transit needs.

Amendment to FY 00/01 City of Beaumont Short. Range Transit

1) Amend the City of Beaumont's FY 01 Short Range Transit Plan and
reallocate $25,000 of State Transit Assistance Funds from FY 99/00 in
order to purchase radio equipment, bus stop signs and benches; and
2) Forward to the Commission for final action.
BACKGROUND INFORMATION:
The City of Beaumont (City) is requesting an amendment to their Short Range Transit
Plan (SRTP) capital program to purchase radio communication equipment for their
transit service and bus stop signs and benches for the City's new fixed service.
In FY 99/00, the City received $125,000 in State Transit Assistance funds (STA) for
bus stop shelters. The City is requesting that a portion of those funds be reallocated
as follows:
$1 5,000 - Radio communication
$ 5,000 - Bus stop signage (for new fixed route service)
$ 5,000 - Bus stop benches (for new fixed route service)
$25,000 - Total
If approved, this will leave a balance of $100,000 available in the City's Bus Stop
Shelter program.

BACKGROUND INFORMATION:
Riverside Line
Weekday Patronage: Passenger trips on Metrolink's Riverside Line for the month of
February averaged 4,669, an increase of 2% from the month of January. The Line has
averaged an increase of 4% from a year ago, February 2000.
Saturday Patronage: The on -time performance for the Saturday service rose to 100%
during the month of February from 62.5 % for the month of January. This is due in
large part to the change in operating times to accommodate a marketable schedule.
On February 10th, the operating times substantially changed and the long-awaited
downtown Pomona station opened on the Riverside Line. As a result, ridership
increased 35 % from January. A six month targeted marketing effort for boosting
awareness and ridership on the Line will begin this month.
Inland Empire - Orange County Line
Weekday Patronage: Ridership on Metrolink's Inland Empire -Orange County (IEOC)
Line for the month of February averaged 2,817, a 2% decrease from the month of
January. However, this Line continues to grow averaging a 38% increase from
February '00 to February '01 . Increased ridership on this Line is due to the addition
of the mid -day train, marketing efforts, and increasing congestion on the 91 Freeway.
Special Trains
1E0C Midday Train The February 2001 average weekday trips of 2,817 on the IEOC
Line continue to surpass the ridership performance target of 2,264. The
demonstration period for the midday train began November 1999 and ends March
2001. These ridership numbers need to be sustained for the next month in order for
the Midday service to be included in the regular Metrolink budget for FY2001 /02.

High Speed Rail Update
A town hall meeting is scheduled by the California High Speed Rail Authority (CSHRA)
for Thursday, April 1 1 to at the UCR Extension. The state's plan envisions a 700-mile
network linking the Bay Area and Southern California with possible stops in Riverside
and Murrieta/Temecula. The meeting is one of several the CSHRA has scheduled
throughout the state to explain the plan and get input from the public.
The state system is not the only high-speed rail system being contemplated. The
Southern California Association of Governments is planning to build a magnetic -
levitation train, or maglev, running from Los Angeles to Riverside. Future phases
include an extension from Riverside to Temecula along the 1-15 corridor.
