Florida Statute 286.0105. Notices of meetings and hearings must advise that a record is required to appeal. Each board, commission, or agency of this state or of any
political subdivision thereof shall include in the notice of any meeting or hearing, if notice of the meeting or hearing is required, of such board, commission, or agency,
conspicuously on such notice, the advice that, if a person decides to appeal any decision made by the board, agency, or commission with respect to any matter
considered at such meeting or hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of
the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. The requirements of this section do not apply to the

Minutes
November 14, 2023

The Citizen’s Advisory Committee meeting was called to order at 6:00 p.m. Members present from left to
right: Roy Estes, Yvonne Shanklin, Felton Barnes, and De’Carlo Garcia,
1. Called to Order
President De’Carlo Garcia called the meeting to order at 6:00 p.m.
2. Pledge of Allegiance
The attendees present recited the Pledge.
3. Approval of the Agenda
During the meeting, Ms. Shanklin motioned to approve the agenda, and Mr. Barnes seconded the
motion.
4. Action Item
4.1 Crossroads Center Inc.- Vanes sa d’Aquin- The organization was founded in 2007 with the
aim of providing free medical care to individuals who do not have medical insurance. The
program is available to patients aged between 18 and 64 years who live below 200% of the
poverty level. The healthcare services are offered from 8 am to 12 pm or 8 am to 4 pm, depending
on the providers’ schedules. The clinic is located within the Central Baptist Church. To schedule
an appointment, call 850-389-3015.
4.2 Approval of October’s Minutes- Mr. Estes motioned to approve the minutes from October's
meeting, which Mr. Barnes seconded.
5. Mayor’s Minutes
5.1 Veterans Day Review- The mayor thought the parade went well between the weather, the
number of people who showed up, and the event itself.
5.2 Christmas Market- Saturday, November 18th, on Main Street from 10:00 a.m. until 3:00
p.m. Santa will be present.
5.3 Family Movie Night- Saturday, November 18th at 5:00 p.m. at the Old Spanish Trail
Amphitheater. The movie showing will be the 2023 Little Mermaid.
5.4 Crestview Chorus-They are having a Christmas Concert on November 30th at 7:00 p.m.,
December 1st at 7:00 p.m., and December 3rd at 3:00 p.m. Concert will be held at Warriors
Hall.
5.5 North Okaloosa Community Band- Christmas Concert on December 4th at the Community
Center at 7:00 p.m.
5.6 Feeding the Homeless- Saturday, December 18th, in front of Ohana Heating and Air, there
will be a tent set up to distribute food and other essentials to the homeless
5.7 Eagles Nest at Blackwater- They are hosting a Thanksgiving Dinner at their restaurant for
those who need someplace to celebrate on Thanksgiving Day between 1:30 p.m. and 4:00
p.m. Please contact the Mayor ’s Office if you would like to add your name to the list.

Closing Remarks
Cops for Kids- The police collect unopened toys and have an Angel tree to provide for
those who don’t have the means to provide for a happy Christmas. They accept unopened
toys and donations. If anyone would like to donate, please reach out to Yvonne Shanklin
at 327 E Hickory Ave at the Moors and Cabot office.
