Call to Order. 2. Memorandum of Understanding with the City of Moreno Valley for Loan to Acquire Right -of -Way for the Pigeon Pass Road/Route 60 Interchange Improvement Project. (RCTC Agenda Item No. 4C3) Staff Recommendation That the Commission approve the MOU with the City of Moreno Valley for Measure A funding of right-of-way acquisition for the Pigeon Pass Road/Route 60 interchange improvement project, contingent upon adoption of the Measure A local interchange program. 3. County of Riverside Transportation Fair - Request for Funds. (ROTC Agenda Item No. 4C4) Staff Recommendation To approve the County of Riverside's request for $1,000 for its Transportation Fair, subject to: 1) The County should be required to structure the award of prizes so that all participating downtown employees are eligible to win. A reasonable effort should be made to notify and encourage downtown employees to participate, and; 2) An evaluation report documenting funding sources (direct and indirect), costs, outreach efforts, vendors/agencies participating, program activities, prizes and winners, etc., should be prepared by the County and submitted in a timely manner to the Commission for its information. 4. Consultant Agreement with Albert A. Webb and Associates for Environmental Services for the Route 91 Magnolia - SR 60/I-215 Interchange Median Widening Project. fRCTC Agenda Item No. SD) Staff Recommendation Approve the Agreement with Albert A. Webb and Associates in an amount not to exceed $179,324 including $155,934 for the base contract work and $23,390 for extra work to be expended only upon authorization by the Executive Director. Funds for this contract have been included in the 1991 RCTC budget under "Professional Services". 5. Consultant Agreement with JHK and Associates for Traffic Engineering Services for the Route 91 Magnolia - SR 60/I-215 Interchange Median Widening Project. (RCTC Agenda Item 5E) Staff Recommendation Approve the Agreement with JHK and Associates in an amount not to exceed $335,696 including $291,910 for the base contract work and $43,786 for extra work to be expended only upon authorization by the Executive Director. Funds for this contract have been included in the 1991 RCTC budget under "Professional Services". 6. Proposed Addition to Morrison-Knudsen Contract. (RCTC Agenda Item No. 6B) Staff Recommendation 1. RCTC should approve the proposed addition to Morrison-Knudsen contract. 2. RCTC should approve a transfer of $64,225 from Measure "A" Contingencies to Measure "A" Consultants/Other. 3. RCTC should authorize the Executive Director to initiate contract amendments with LACTC/LOSSAN and SanBAG for appropriate sharing of the costs for this additional work. 7. Authorization to Share Expenses with Other Commissions for Services of R.L. Banks. (RCTC Agenda Item No. 6C) Staff Recommendation 1. RCTC should agree to pay 1/5 of the costs of R.L. Banks services negotiations with ATSF. 2. RCTC should agree to pay additional appropriate direct charges by R.L. association with Ernst & Young for right-of-way appraisals (San Jacinto portions of San Bernardino Subdivision use right valuation). as facilitator of Banks related to Subdivision and 3. RCTC should authorize an additional $50,000 (total of $246,000) to Ernst and Young's contract to perform right-of-way appraisals. 8. Route 91 Rideshare Marketing Project. (RCTC Agenda Item No. 7) Staff Recommendation That the Commission approve the proposed two month rideshare marketing project budget totalling $20,000 from Measure "A" Commuter Assistance funds and direct staff to: 1) proceed with project implementation with an employer(s) deemed to have sufficient employee commitment and management support; and, 2) prepare a final report to document the project's costs and benefits. 9.
