HomeMy Public PortalAboutOrdinance 00:20 No. oo-2o of tt/e Councilman Presents the following Ordinance Seconded by Councilman AN ORDINANCE ESTABLISHING THE POSITION OF EXECUTIVE DIRECTOR CARTERET OFFICE ON AGING AND AMENDING CHAPTER 7 OF THE CODE OF THE BOROUGH OF CARTERET. WHEREAS, the Mayor and Council of the Borough of Carteret (the "Borough") wish to forge a new more vigorous direction for the Carteret office on Aging in response to need expressed by citizens who utilized the services; and WHEREAS, the new direction requires new leadership; and NOW, THEREFORE, BE IT ORDAINED by the Mayor and Council of the Borough of Carteret that Chapter 7 titled "Aging, Office On", of the Borough Code of the Borough -- of Carteret be amended as follows: 1.) Section 7-2A is amended by deleting the existing language in its entirety and replacing it with the following: "7-2A. Said Office on Aging Shall be headed and administered by an Executive Director, who shall be appointed by the Mayor with advise and consent of the Council." 2.) A new section, designated 7-4 shall be added which shall reading its entirety: "7-4 Executive Director, Requirements": A. There is hereby established within the Borough of Carteret the position of Executive Director of the Carteret Office of Aging. B. The Executive Director of the Carteret Office On Aging shall be responsible for the administration of all aspects of the operation of the Carteret Office on Aging. C. The requirements for the position of Executive Director of the Carteret Office On Aging are as follows: DEFINITION Under direction, provides leadership in the development and implementation of the work of a local office on Aging; coordinates community resources and services relating to concerns of older people; maintains liaison with state and local agencies and organizations concerned with the diverse subject of aging; does other related duties as required. NOTE: The examples of work for this title are for illustrative purpose only. A particular position using this title may not perform all duties listed in this job specification. Conversely, all duties performed on the job may not be listed. EXAMPLES OF WORK Provide leadership, guidance, and administrative direction in the development and implementation of an information and referral service on community resources related to the broad field of aging. 2 NO. 00-20 PAGE_ Consults with, advises, and provides professional assistance to organized efforts by community organizations, associations, and groups which can contribute to the understanding of aging or who should be aware of aging as social process. Maintains a continuous inventory of resources and services available to older people. Assesses adequacy of existing programs, identifying gaps and stimulating alternatives and stimulating alternatives and new solutions to persistent problems involving aging. Plans and develops an education and public information program to develop knowledge and understanding of the real nature of aging. Assembles, disseminates, and publicizes information of value to the general public and to all groups concerned with the diverse subject of aging. Promotes public relation by speaking before various civic and community organizations. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. REQUIREMENTS EDUCATION Graduation from an accredited college or university with a Bachelors Degree. NOTE: Applicants who do not possess the required education may substitute additional experience as indicated on a year-for-year basis with thirty (30) semester hour credits being equal to one (1) year of experience. EXPERIENCE Five (5) years of professional experience to either a paid or volunteer capacity in an agency operating programs relating to elderly people in the fields of social work, public health, nursing, teaching, recreation, gerontology, psychology, vocational counseling, community organization work or related field. NOTE: Possession of a Masters degree in any of the above fields from an accredited college or university may be substituted for two (2) years of indicated experience. LICENSE Appointees will be required to possess a drivers license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position. KNOWLEDGE AND ABILITIES Knowledge of community development and planning. Knowledge of community agencies and resources and an awareness of interrelatedness of social issues. Knowledge of problems, concerns, and needs of the aging. Ability to work with public and private agencies. Ability to communicate with groups through public speaking, leading discussions, and informal conversation. NO. 00-90 PAGE 3 Ability to write and speak effectively. Ability to organize office work. Ability to prepare clear, accurate, and informative reports containing findings, conclusions, and recommendations. Ability to maintain essential records and files. Ability to learn to utilize various types of electronic and/or manual recording and information systems use by the agency, office, or related units. Ability to mad, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
