BOARD OF PUBLIC WORKS AND SAFETY April 1, 1965 The Board of Public Works and Safety of the City of Richmond, Indiana met in regular session in the City Hall in said City, Thursday, April 1, 1965 at the hour of 9:00 o'clock (est). Mr. Jameson presiding with Mr. Kemper being the other member present. Mr. Gehr being absent. The Clerk read the minutes of the previous meeting. Mr. Jameson said the in- stallation of a street light on Estimate 2551, vicinity of Hibberd School had been omitted. With no other corrections or additions Mr. Kemper moved the minutes be approved as corrected, seconded by Mr. Jameson and carried. IIIMr. Kemper moved the claims be allowed and paid, seconded by Mr. Jameson and on voice vote was carried. Fire Chief Fredricks reported that Don Hawkins had completed the one year pro- bationary period and recommended that Don Hawkins be promoted to regular firemen. Mr. Kemper moved the Board concur in the recommendation, seconded by Mr. Jameson and on voice vote was carried. Fire Chief Fredricks brought to the attention of the Board of Mr. Virgil Bland creating a hazardous and unhealthy condition on private property located approx- imately 300 feet south of the Main Street Bridge on the east bank of the White- water River. Mr. Bland is dumping debris from super-markets and etc causing many fires and also a rat invested dump. Mr. Robert Goens, Health Inspector has warned Mr. Bland that this practice will have to cease. Mr. Kemper said he would investigate as to what legal steps can be followed and then contact Mr. Alpert of Indianapolis who is the owner of said land. Francis Wright a Parking Meter Maid requested a leave of absence for 90 days due to health reasons. Mrs. Wright produced a written statement from Doctor Arthur B. Willis M.D. stating that Mrs. Wright should tie granted a leave of absense for the above period. Mr. Kemper moved the request be granted beginning April 1, 1965, seconded by Mr. Jameson and on voice vote was carried. The Clerk reported that Sgt. L.Miller of the Police Department had contacted the owner and renter of the property located at 322 North 17th Street and gave them one week to refrain from working on cars on said property. The Street Department Supt. wasn't present to make his report on the dips in the streets in Glen Court. Mayor Cordell stated that he had a lengthy talk with the Dog Warden and it is understood that every effort will be made to pick up all the stray dogs. The Board concurred in the resolution of the State Highway Commission to regulate the speed of traffic as follows: Eastbound traffic on U.S. 40 from Salisbury Road (west city limits of Richmond) east to Toschlog St., a distance of approx. 2260 ft. 45 M.P.H. Existing Zone 40 M.P.H. west Westbound traffic on U.S. 40 from a point 170 feet/of S.W. 18th Street, to Salisbury Road (west city limits of Richmond) a 45 M.P.H. distance of approx. 4120 ft. Existing Zone 40 M.P.H. Eastbound traffic from Toschlog St., east to a point 170 ft. west of S.W. 18th St.; a distance of approx. 1860 ft. Ex- 35 M.P.H. isting Zone 40 M.P.H. III The Board of Trustees of the Y.W.C.A. presented the following: 1. Removal of three trees on west side of North 9th St. Which are in bad condition. 2. Water standing at N.W.Corner of 9th & "A" Sts. during heavy rains. 3. Additional yellow curb along North "A" St. for loading and unloading. Item #1 was referred to the Park Department. Item #2 was referred to the Street Department. Item #3 was referred to the Traffic Division. There being no further business presented, on motio duly de, seconded and carried the meeting adjourned.
