BOARD OF PUBLIC WORKS AND SAFETY
JANUARY 7, 1965
The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular
session in the City Hall Thursday, January 7, 1965, at the hour of 9:00 o'clock a.m.
(est) Mr. Jameson presiding with the following members being present: Nlr. Gehr and
Mr. Kemper. The following business was had to-wit:
The Clerk read the minutes of the previous meeting. Mr. Kemper moved the minutes be
approved as read, seconded by Mr. Gehr and on voice vote was carried.
Mr. Kemper moved• the claims be allowed, seconded by Mr. Gehr and on voice vote was
III carried.
Mayor Edward L.Cordell appointed Ather J. Reeg, City Clerk to be the Clerk of the Board
of Works for the year 1965.
Mr. James Wiechman and Mr. Charles 0. Yount were in attendance.

Mr. Jameson:
As of January 1st, 1964, I asked the Board of Works to place all officers of the Fire
Companies on probation for one (1) year. This probation period has been served. Now
I would recommend to the Board of Works that the records show that all of the following
officers have proven satisfactory and that they be placed on permenant status:
Battalion Chief, Harry Robinson
Battalion Chief, Roland Miller
Captain, Sam Polver Captain, Ora Williams
Captain, Henry Clark Captain, Elwood Richardson
Captain, Melvin Farr Captain, Harry Leavell

Mr. Kemper moved the Board concur in the recommendation of the Fire Chief, seconded
by Mr. Gehr and on voice vote was carried.
Mr. Kemper moved the Board accept the specifications for one (1) all-metal, 85 foot,
tractor-drawn, aerial ladder truck for the Fire Department of the City of Richmond,
Indiana as presented by Chief Fredricks. Mr. Gehr seconded this motion and on voice
vote was carried.
Mr. Kemper moved the Clerk be .aut _orized to prepare the advertising to receive bids
on the Aerial Truck for the bids to be received Thursday, March 4, 1965, at the hour
of 10:00 o'clock a.m. (est). Mr. Gehr seconded this motion and on voice vote was
carried.
The following letter was presented and read: .

City of Richmond, Indiana
Dear Sir:
IIIThis letter is to advise that the Tarum Shrine, Inc., of Richmond, Indiana, will
not hold the City of Richmond responsible for any damage which may occur to the Reo
Fire Truck, which is stored in the abandoned Fire Station located at South 9th and "E"
Streets, Richmond, Indiana.
The Tarum Shrine Club, Inc., is insured for damage substained by fire, theft and
wind to the fire truck.

- After much discussion, Mr. Kemper moved the Tarum Shrine Club, Inc., be given permiss-
ion to store the fire truck in #4 Fire,Station until the Shrines' new garage is con-
structed. This motion was seconded by Mr. Gehr and on voice vote was carried.

The following was presented and read:
December 28, 1964

Dear Mr. Jameson:
The Board of Sanitary Commissioners request the carry-over to their 1965 budget
from 1964, appropriation SD 43 (726), Other Equipment, the amount of $14,889.00 due
on contract dated November 23, 1964, to the Indiana Equipment Co., Indianapolis,
Indiana.

Mr. Gehr moved the Board concur in the request of the Sanitary District, seconded by
Mr. Kemper and on voice vote was carried.

The following was presented and read:
January 4, 1965

Richmond, Indiana
Dear Mr.Jameson:
The City Health Department of the City of Richmond, Indiana, requests -the carry-
over to their 1965 Budget, from 1964, Appropriation R-8 "Repairs of Equipment", in the
amount of $430.60, due to a contract, dated December 14, 1964 wish Fortney and Whaley,
2216 Dresden Street, Columbus, Ohio, for repairing and rebinding of Birth and Health
Records in the City Health Office, per attached contract. This will be known in the
1965 Budget as R-9a "Repair of Equipment".

Mr. Gehr moved the Board concur in the request of the City Board of Health, seconded
by Mr. Kemper and on voice vote was carried.
The following was presented and read:

Gentlemen:
The Board of Public Works and Safety, requests the carry-over to the 1965 Ledger,
from 1964, the appropriation for the Cumulative Storm Sewer Fund, in the amount of
v.)216,922.50, due to contracts with Tousley Construction Co., 925 E. St.Clair St.,
Indianapolis, Indiana, and Henry B. Steeg & Associates, Indianapolis, Indiana, dated
December 17, 1964, for construction of Surface Water Drainage Facilities, 1964-65
Program Section B. etc., per Ordinance No. 2085-1964, approved by State Commissioners
on December 2, 1964. •

Mr. Gehr moved the Board concur in the request of the Board of Works, seconded by Mr.
Kemper and on voice vote was carried. .
Captain Stout reported that Street Commissioner, Burlison, had made a request to him
to have the parking on the west side of Garden Avenue eliminated. This street is
an entrance to the Street Dept. Garage and the parking of cars on the west side of
said street creates a hazard. Captain Stout made an investigation and recommended
to the Board that parking of vehicle be prohibited on the west side of Garden Street,
South 150 feet from South "E" Street.
Mr. Gehr moved the Board authorize the installation of "No Parking" signs be placed
on the west side of Garden Street, to prohibit the parking of vehicles for a distance
of 150 feet south of South "E" Street. This motion was seconded by Mr. Kemper and on
voice vote was carried.
The Mayor and Mr. Jameson reported the condition of the. Dog Catbhers truck to the
Board. The truck now being used has' been in the garage for repairs more than on the
road the past few months. Mr. Jameson presented a quotation from Vivian Buick Inc.,
that they have on hand a 1963 International pick-up truck, that had been driven 7,000
miles, used by Fred Reeve, Administrator of the Townsend Center. They propose to sell
the truck to the City of Richmond for $1,650.00 and allow $250.00 trade-in on the 1959
Dodge Truck now being used by the Dog Warden, this would leave a net difference of
$1,400.00. There is also warrant free from manufacturers defects for 90 days or 3000
- miles, whichever comes first.

It was also brought to the attention of the Board that the cages on the truck would
have to be purchased. A quote was received from the Richmond Steel Service, Inc.
as follows: One (1) New Five (5) Compartment Dog Kennel. This unit to be self contained
and removable from the truck. Each compartment to be separated. One (1) compartment
to be water tight to contain radio equipment. Painted and mounted on truck. Total
price u380.00
After much discussion Mr. Kemper moved to accept the proposition of the Vivian Buick,
Inc., for the 1963 International Truck for the net price of $1,400.00. This motion
was seconded by Mr. Gehr and on voice vote was carried.
Mr. Gehr moved the Richmond Steel Service, Inc., quoted to construct the compartment
III dog kenel in the total amount of 6380.00 be accepted. This motion was seconded by Mr.
Kemper and on voice vote was carried.
The Clerk presented proofs of publication, of notice showing on the dates of December
14 and 21, 1964, notice had been duly published in the Richmond Palladium-Item,
a newspaper of general circulation in the City of Richmond, Indiana, that bids would
be received for furnishing the Fire Department with one (1) six cylinder diesel engine
and that such notice the date of January 7th, 1965, at the hour of 10:00 o'clock a.m.
(est) was fixed and designated as the date and time the bids would be received and
opened. Mr. Kemper examined the proofs of publication and found the same to be correct
and in order. Mr. Kemper moved the proofs of p zblications be filed, seconded by Mr.
Gehr and on voice vote the motion was carried.
January 7th, 1965 being the date designated to open and read aloud the bids received.
Mr. Kemper opened the following bids received and read them aloud:
Cummins Deisel, Columbus, Indiana
Indiana Equipment Co, Indianapolis, Indiana
Mr. Kemper moved the above bids be referred to the Fire Department and City Engineer
for tabulations. This motion was seconded by Mr. Gehr and on voice vote was carried.
The Clerk presented proofs of publication of notice showing on the dates of December
21 and 28, 1964, notice had been duly published in the Richmond Palladium-Item, a
newspaper of general circulation in the City of Richmond, Indiana, that bids would
be received for furnishing the Richmond City Board of Health with one (1) 1965 auto-
mobile, and that such notice the date of January 7, 1965, at the hour of 10:00 o'clock
a.m. (est) was fixed and designated as the date and time the bids would be received and
opened. Mr. Kemper examined the proofs of publication and found the same to be correct
and in order. Mr. Kemper moved the proofs of publication b� filed, seconded by Mr.
Gehr and on voice vote was carried.
January 7, 1964 being the date designated to open and read aloud the bids received.
Mr. Kemper opened the following bids and read them aloud:
Kurdys Chevrolet, Inc.
Raper Plymouth, Inc.
Raper Sales, Inc.
First Ford, Inc.
Mr. Kemper moved that the bids be referred to Mr. Dudley Morgan, Rest. Inspector
and Mr. Jameson for tabulation, seconded by Mr. Gehr and on voice vote was carried.
Mr. Jameson, City Controller, reported that it was found that a fund known as "Im-
provement Bond Sinking Fund" in the amount of $1,855.64, had existed on the ledgers
of the City without activity thereon for a period of 14 years. In order to clear the
foregoing fund from the ledger and secure the use of this money it would be necessary
to prepare a resolution to transfer from the "Improvement Bond Sinking Fund" to the
General Fund of the City. The legality of this transfer can be found in Burns Statues
61-1202, page 84, Volume II Part 2.
Mr. Jameson moved a resolution be prepared to transfer the above amount and be pre-
sented to the Common Council. Mr. Gehr seconded this motion and on voice vote was
carried.
The Clerk presented and read the following:

Gentlemen:
The committee on streets, alleys and etc., of the Common Council of the City of
Richmond, Indiana submitted the following to the Council, Monday December 21, 1964:

1. Alleys in the down-town Richmond should be swept each Mondays and Thursdays.
2. There should be a stronger enforcement of the "litter"law.
3. Two (2) automatic sidewalk sweepers should be purchased through the Street
Department, and the sidewalks and curbs should be kept clean.
This committee also recommends that the Street Department continue the removal of
snow from the County Roads where speed bumps do not exist.

Mayor Cordell reported that the Street Department has already begun the practice of
sweep-..Stg the alleys on Mondays and Thursdays. And that there will be an attempt made
to enforce the "litter" law.
The Board took under advisement the purchase of the automatic sidewalk sweepers.
There being no further business presented on motion duly made, seconded and carried
the meeting adjourned.
