BOARD OF PUBLIC WORKS AND SAFETY
December 31, 1964
The Board of Public Works and Safety of the City of Richmond, Indiana met in regular session
in the City Hall in said City Thursday, December 28, 1964, at the hour of 9:00 o'clock a.m.
(est). Mr. Jameson prediding with the following members being present: Mr. Gehr and Mr.
Kemper. The following business was had to-wit:
The Clerk read the minutes of the previous meeting of December 31, 1964. Mr. Kemper moved
the minutes be approved as read, seconded by Mr.Gehr and on voice vote the motion was
carried.
IIIMr. Gehr moved the claims be allowed, seconded by Mr. Kemper and on voice vote the motion
was carried.
Mr. Kemper moved the name of Henry Jameson be placed in nomination for President of the
Board of Works for the year 1965. Mr. Gehr seconded this nomination. Mr. Gehr moved the
nominations be closed, seconded by Mr. Kemper and on voice vote the motion was carried.
Mr. Jameson was elected to serve as President of the Board for the year 1965.
Mr. Gehr moved the name of J.Richard Kemper be placed in nomination for President Pro-tem
of the Board of Works for the year 1965. Mr. Jameson seconded this nomination. Mr. Jameson
moved the nomination be closed, seconded by Mr. Gehr and on voice vote was carried. Mr.
Kemper was elected to serve as President Pro-tem of the Board for the year 1965.
Mayor Cordell was reported to be out of the City and no action was taken on the appoint-
ment of the Clerk of the Board for the year 1965.
Mr. Jameson presented the following letter from the Richmond Power and Light:

City Hall
Richmond, Indiana Subject: Traffic Signals
Dear Sir:
The underground service cable at West 1st and Main Street burned out last week end and we
are only serving this intersection temporarily now. There are two ways we may repair this;
1. Completely install new underground cable which could coat $275.00 and I do not
believe this is wise.
2. Install overhead cable to wood stub pole putting the meter on this pole then continue
overhead to traffic signal pole on northeast corner of West 1st and Main to present
controller. This is estimated at S115.00 and I recommend this be done at once.

Captain Stout concurred in the recommendation of Mr. Rees.
Mr. Kemper moved the Richmond Power and Light be authorized to install the cable as out-
lined in Item No. 2. Mr. Gehr seconded this motion and on voice vote was carried.
The Board authorized the Fire Chief to dis-connect the Christmas lights for the down-town
area Monday, January 4, 1965.
Mr. Gehr reported that he had made an investigation of traffic control for the alley be-
tween South 15th and 16th Streets, running east and west just south of the Friends Church.
Councilman Henn made the request for this investigation. The alley running east and west
is concrete and carries a lot of vehicle traffic. There is an alley between South 15th and
16th Streets that runs north and south and tees into the east and west alley. Mr. Gehr
IIIrecommended that a stop sign be placed at the intersection of these two alleys and make
the north and south bound alley the stop alley. Capt. tout was constUed and recommended
this installation of the stop sign.
Mr. Kemper moved that the Board accept the recommendation of Mr. Gehr, seconded by Mr..
Jameson and on voice vote was carried.
Mr. Kemper reported that he had made further investigation into the bid of Foister Miracle
and Sons bid for the removal of trees in the City. His investigation found that the two
sons involved were minors and the City coi4d not enter into a contract with them. fir.
Kemper moved that the Board rescind the action taken by the Board on the bid of the-Miracle
and Sons and reject all bids and readvertise for the same. This motion was seconded by
Mr. Gehr and on voice vote was carried.

Mr. Kemper moved the Clerk be authorized to prepare the advertising to receive bids
for tree removal in the City of Richmond, Indiana and that said bids be received
Thursday, January 28, 1965 at the hour of 10:00 o'clock a.m. (est). Mr. Gehr second-
ed this motion and on voice vote was carried.
The request of the Tarum Shrine Club to store their fire truck in #4 Hose House was
taken under advisement. Mr. Kemper requested more time to study the insurance
question.
There being no further business presented, on motion duly made, seconded and carried., ,
the meeting adjourned.
