A Regular Meeting of the Mayor and Council of the Borough of RElaIIAR M=
Carteret was called to order by Mayor Daniel J. Reiman, 6:00 P.M., i�bvarb,-r 21 2016
Monday, November 21, 2016, Council Chambers, Memorial
Municipal Building, 61 Cooke Avenue, Carteret, New Jersey.
Upon Individual Roll Call Vote the following were noted present: IULL C�[L

Noted Absent was Councilmember Jorge Diaz.
Also noted present was Kathleen M. Barney, Municipal Clerk and
Robert J. Bergen, Law Director.
The meeting was opened with a minute of silent prayer and the ivfimite of Silent Prayer,
Pledge of Allegiance led by Councilmember Randy Krum. Pledge of Allegianc -e
The Clerk stated that on January 4, 2016, the 2016 Annual Notice SIATF&NF CF P=
was mailed to The Home News Tribune, The Star Ledger and f�DHCE
posted on the Bulletin Board. Notice was published in The Home
News Tribune on January 15, 2016 and The Star Ledger on January
6, 2016.

unanimous affirmative vote of the five (5) Counciimembers
present the minutes of November 3, 2016 was approved and
engrossed by the Clerk.
ORI)MME #16_27 ORDINANCE 1116 -27 was introduced and adopted on First Reading
"Arml4ig Chapter 160 of and the Clerk authorized and directed to advertise same for Public
the Code, Re: Sicla Hearing to be held on DECEMBER 27, 2016 upon MMS &C by
Councilmembers Bellino and Krum. Upon Individual Roll Call Vote
Councilmembers Bellino, DIMascio, lohal, Krum and Naples voted
in the Affirmative. Councilmember Diaz was noted Absent.
First Reading "AMENDING CHAPTER 160 OF THE CODE; RE: SIDEWALKS"
Mhyor Reiman Mayor Reiman explained that this ordinance is In reference to
sidewalks in the industrial and commercial zone and said we have
an ordinance that says in residential when you sell a house you
have to put sidewalks In and we have run into some issues in
some of the industrial areas, off of Industrial Highway and In West
Carteret, where new development or factories have come in and
warehouse based and there are no sidewalks. We encourage
walking but people are walking on the street, so we want to
make sure we include the authority for sidewalks for new
construction or sale of property.

There were no comments from the public.
Upon MMS &C by Councilmembers Bellino and Naples and
unanimous affirmative vote of the five (5) Councilmembers
present the public portion was closed.
Mayor Reiman asked the Council if they had any questions on any
of the resolutions.
There were no questions from the Council.

%yor Reim Mayor Reiman said in reference to Resolution 416 -192 his
Resolution #16 -192 appointment is for Chester Bohanek.
Hayor Reim Mayor Reiman explained in reference to Resolution #16 -196 this
Resolution #16 -1% is a property that the city owned and are in negotiations with a
Federal Agency to lease property from the city in the industrial
section.
Mayor Reiman then asked for a motion on the Consent Agenda.

Bellino voted in the Affirmative on all resolutions with the
exception of Resolutions #16 -191 and #16 -200 of which he
Abstained. Councilmember DiMascio voted in the Affirmative on
all resolutions with exception of Resolutions 916 -191, #16 -197,
#16 -198 and #16 -200 of which he Abstained. Councilmember Diaz
was noted Absent.
Upon MMS &C by Councilmembers Bellino and Krum, all bills
appearing on the prepared list, properly audited and signed, were
ordered to be paid. Upon Individual Roll Call vote
Councilmembers Bellino, DiMascio, Johal, Krum and Naples voted
in the Affirmative. Councilmember Diaz was noted Absent.

Mayor Reiman directed the Municipal Clerk, Miss Barney and the
Law Director, Mr. Bergen to get together because there is a lot of
housekeeping for the next meeting or the following meeting
because we only have two (2) more meetings.
The Clerk said they will have to go on the last meeting
Mayor Reiman said we have quite a few ordinances that we have
done First Reading throughout the year that need to have a
second reading and be published in the newspaper.

Bellino and Krum and unanimous affirmative vote of the five (5)
Councilmembers present, the meeting was Adjourned at
approximately 6:04 P.M.
