December 10,. 1964 The Board of Public Works and Safety of the City of Richmond, Indiana met in regular session in the City Hall in said City, Thursday, December ,10, 1964, at the hour of. 9:00 o'clock a.m. (.est). Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Kemper. The following business was had to-wit: The Clerk read the minutes of the previous meeting. There being no corrections or additions, Mr. Kemper moved the minutes be approved as read. This motion was seconded by Mr. Gehr and on voice vote was carried. Mr. Gehr moved the bills be allowed, seconded by-Mr. Kemper and on voice vote was carried. Mayor Cordell reported that he had received a request for Street Lighting around the new Boy's Club. Mr. Jameson suggested that this organization write a letter of this request so that it can be filed and follow the usual course of this type of request. Fire Chief Fredricks presented the specifications for an all metal 85 foot, tractor drawn aerial truck for the City of Richmond, Indiana. Mr. Kemper moved the specifications be accepted by this Board and advertise for the same at a later date. This motion was seconded by Mr. Gehr and on voice vote was carried. Fire Chief Fredricks presented specifications for a Diesel type engine to replace the broken block that was reported last meeting. Mr. Kemper moved the Board accept the specifications and that the Clerk be authorized to advertise for bids to be received until the hour of 10:00 o'clock a.m. (est), Thursday, January 7, 1965. This motion was seconded by Mr. Gehr and on voice vote was carried. Fire Chief Fredricks made a report on #4 Hose House. The water and gas has been turned off, the boiler drained. The lights are still on. His investigation falind that there had been trespassers the past week. The Board requested that Mr. Jameson contact Sgt. Moiulding and ask him to turn in the keys and if they are needed to get into the building they will be returned for this purpose. City Engineer Gehr presented a re-plat of the Duff Estates, located on Southwest 21st Street, south of National Road U.S. #40. This plat had been approved by the City Plan Commission. Mr. Gehr moved the Board sign the plat, seconded by Mr. Kemper and on voice vote was carried. Chief of Police Stoltz presented the following: Board of Public Yorks and Safety December 10, 1964 Richmond, Indiana Gentlemen: Attached is a resignation that Officer Harold. Williamson presented to Captain Elwood Clark,. approximately 7:00 p.m. November 26, 1964. Then, left the job., It is my request that the Board accept this resignation of Harold Williamson. /s/ William l Stultz Chief of Police Letter of Resignation 11/26/64 7:00 p.m. To the Board of Public Works and Safety I, Harold l;illiamson herewith submit my resignation from the Richmond, Indiana Police Department, effective imr:mediately. Sincerely, /s/ Harold Williamson Mr. Kemper moved this Board accept the resignation of Harold Williamson seconded by Mr. Gehr and on voice vote was unanimously carried. Sgt. Martin reported that a survey had been made of the residents on South "E" Street, from South 10th Street to South 16th Street on banning parking of cars on the south side of South "E" Street, from 10th to 16th Street. The survey showed that 26 residents were contacted. The survey showed that 3 of this number objected. It was explained that the street is too narrow for parking of cars on both sides. The cars that do park on the street pull up over the curbs and this is showing damage to said curbs. It is also felt that the banning of parking in said area would eliminate the accidents potential. Mr. Kemper moved the parking of cars be prohibited on the South side of South "E" Street, from South 1bth Street east to South 16th Street and the Traffic Department to erect the proper signs. This action to be effective January 1, 1965. Mr. Gehr seconded this. motion and on voice vote was unanimously carried. • 187 Bd of Works 12-10-64 cont. • Captain Stout reported that a soudy is being made of the changing of the traffic control at the intersection of Reeveston Road and Southeast Parkway near South 24th Street. Also West 8th and Main Streets. Both of these intersections are heavily used by school children. Mr. Jim Coffey; representative of the Circle Alarm System, Indianapolis, Indiana was given some time to discuss a new type of Burglar Alarm. No action was taken by the Board. Mr. Gehr presented a request made by the West End Building and. Loan to cut- the curb at their new parking lot, formerly the Eagles Lodge. The Traffic Division had been con- sulted and found no objections. Mr.Kemper moved the curb cut be granted, seconded by Mr. Gehr and on voice vote was carried. Mr. Gehr presented a request made by the George H. Knollenberg Company ,to make .two two (2) curb cuts which will serve as driveways into the new parking lot on South 7th ,Street. One cut to be 20' wide and one 10' wide. The Traffic Department had been consulted and no objections were given. Mr. Kemper moved the request be granted., provided the south curb cut be used only as an entrance to said barking lot. This motion was seconded by Mr. Gehr and on voice vote was carried. The Board of Public Works and Safety took a recess and then reconvened to the Council Chambers. The Clerk presented proof of publication of notice showing that on the dates of November 20th and 27th, 1964 notice had been duly published in the Richmond Palladium-Item, a newspaper of general circulation in the City of Richmond, Indiana, that bids would be received fer the construction of SURFACE WATER DRAINAGE, SECTION "C", SOUTH "G" STREET STOP I SEWER EXTENSION TO SOUTH "E" STREET AND SOUTH 28th STREET, and that such notice the date of December 10th, 1964, at the hour of 11:00 o'clock a.m. (est) was fixed and designated as the date and time the bids would be received and opened. Mr'. Kemper, City Attorney examined the proof of publications and found the same to be in order and correct and moved that the proof of publications be accepted and ordered filed. This motion was seconded by Mr. Gehr and on voice vote was unanimously carried. December 10, 1964 being the date designated to open and read aloud the bids that were received. Mr. Loer, representing the Steeg Assoc. read the following bids aloud: Bruns Brothers Excavating Company, Hagerstown, Indiana Bill Minnielli. Cement Co., Hamilton, Ohio George F. Kopetsky, Indianapolis, Indiana Tousley Construction Company, Indianapolis, Indiana Engineering Construction Company, Logansport, Indiana Curry Construction Company, Bloomington, Indiana Weitzel Construction Company, Indianapolis, Indiana LaBrec Contracting Company, Edinburg, Indiana DeBolt Concrete Company, Ri_chm nd, Indiana Mr. Kemper moved that all bids be referred to the City Engineer and the Steeg Assoc. for final tabulation and recommendation_.
