HomeMy Public PortalAbout12-03-1964 183 BOARD OF PUBLIC WORKS AND SAFETY - December 3, 1964 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in the City Hall in said City, Thursday, December 3, 1964, at the hour of 9:00 cuclock a.m. Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Kemper. The following buisness was had, to-wit: Mr. Kemper moved the m.I.nutes of the previous meeting be approved as adopted, seconded by Mr. Gehr and on voice vote was carried. Mr. Gehr moved the bills be allowed, seconded by Mr. Kemper and on voice vote was carried. ` On recommendation by the Board, Fire Chief Fredricks is to notify the :Airforce Recovery Unit using Old No. 4 Fire House to vacate their records and files by December 10, 1964. i Mr. Gehr moved that the lights and water be turned off at Old No. 4 Fire House and also the boiler drained. He also moved that the Hartford Insurance Company be notified of this action. This motion was seconded by Mr. Kemper and on voice vote was carried. The Mayor reported that Rogers Pest Control Company, 18 Richmond Avenue, Richmond, Indiana, would like to talk to the Board about Bird Control. This was tabled until the' first of next year. Mayor Cordell presented a petition received from Councilman Hilligoss for a traffic light at North West 5th Street and Indiana Avenue was given to the Board for consideration. Mr. Kemper moved the Board give this to the Traffic Department for recommendation, seconded by Mr. Gehr and on voice vote was carried. The following letter was presented to the Board: Mayor Edward L. Cordell and November 30, 1964 The Board of Public Works City Building Richmond, Indiana Dear Mayor Cordell: III • Radio Station WHON is moving into downtown Richmond on or about December 1, 1964. Our address will be 620 Main Street. 1 We would like to request you and the Board of Public Works approval of the removal of a • fifteen minute parking meter in front of this address and the installation of a reserved zone for the use of our news department and its mobile news cruiser. Your usual prompt action on this matter will be greatly appreciated. Very truly yours, . Radio Station WHON /s/ Jim Karolick General Manager Captain Stout of the Traffic Department recommended that the first parking meter space on the east side of North 6th Street be given to Station WHON for parking their Mobile Unit or a car replacing same. Mr.Kemper moved that the Board approve this recemmendation seconded by Mr. Gehr and on voice vote was carried. The Board ordered the parking meter removed and a sign installed as soon as possible. Mr. Kemper presented and read in full the following Memorial Resolution on the; death of Mr. Rudolph Leeds. MEMORIAL RESOLUTION IIA R SOLUTIO4, IN MEMORY OF MR. RUDOLPH G. LEEDS,owner and publisher' of the Richmond Palladium-Item, a newspaper of the City of Richmond, Indiana. ?AREAS, Rudolph G. Leeds, owner and publisher of the Richmond Palladium-Item, died on November 21, 1964; and, WHE-EAS, for more than 58 years, Mr. Leeds, as editor of a local newspaper,; exerted an important influence on the affairs of this community; and, WEE SAS, tI^?d ighout his career as a newspaper editor, Mr. Leeds was always vitally- interested in the City of Richmond and was particularly concerned with the problems of . City government; and, '.JHEREAS, Mr. Leeds was fearless in support of those causes in which he believed, end unswerving in opposition to programs which he felt were not in the best interests of its citizens; 184 Bd of Works cont. NOW THEREFORE, BE IT RESOLVED by the Board of Public Works and Safety of the City of Richmond, Indiana, 1. That the said Board recognizes the services rendered to the City of Richmond by Rudolph G.Leeds, and pays tribute to his integrity and his devotion to the better- ment of this City. ?. That in the death of Rudolph G. Leeds, the City of Richmond has lost an out- standing citizen and a true civic leader. 3. Reeg, City Clerk On motion by Mr. Kemper this to be made a record of this meeting and ordered a copy sent to the family and the Palladium Publishing Co. This was seconded by Mr. Gehr and on voice vote was carried. Fire Chief Fredricks reported that an engine in one of the pumpers was out of service due to a cracked block. The Chief recommended this engine be replaced with a diesel engine that. would give approximately seven or eight more years service at an approx- imate cost of $4500.00. Mr. Gehr meved that Chief Fredricks bring specifications to the Board for same, so this could be taken care of the first of the year, seconded by Mr. Kemper and on voice vote was carried. Chief Fredricks adtised the Board that specifications for a new 85' Ladder Truck for the Fire Department are now completed. The Board ordered that these specifications be brought to the meeting Thursday, December 10, 1964 for advertisement of same. The following letter from Police chief Stultz was received: December 3, 1964 Board of Public Works and Safety Richmond, Indiana Dear Sirs: Request permission to send Sgt. Lawrence Miller andOff':cer Richard Irvine to Marion, Indiana from December 7, 1964 to December 10, 1964, to attend a• school given by Indiana State Police, The Indiana National Guard and the F.B.I., on Civil Disorders, Mob and riot control. The school will cost approximately 35.00 per man, there is plenty in the account to cover the expenses. Sincerely /s/William K.Stultz Chief of Police Mr. Gehr moved the Board grant permission, seconded by Mr.Kemper and on voice vote carried. Don McBride appeared before the Board and presented specifications for advertisement for tree removal. The Clerk was instructed to prepare the advertisement and have bids received on ar before December 24, 1964. Mr.Kemper moved that the Board accept these specifications and prepare advertisement for same, seconded by Mr. Gehr and on voice vote carried. Mayor Cordell asked the Board to wirte to the Post Master General, Congressman Ralph III Harvey, Senator Vance Harke, and Senator Birch Bayh protesting the mail service being moved to MUncie, Indiana. Mr.Kemper moved that the Board write to these men at once, seconded by Mr. Gehr and on voice vote carried. Tliis letter to be written with the assistance of the City Attorney and City Controller. Mr. Gehr reported that bids for Calcium Chloride ::ere as follows: Commons Lumber Company % ig.4.40 per ton Miller-Kemper Lumber Co. 1-3.95 per ton Mr. Gehr moved that the bid of Miller Kemper Lumber Company be accepted, seconded by Mr. Kemper and on voice vote carried. 185 Mr. Gehr reported that he and Mr. William E.Ross, of the Sanitary District, had inspect- ed the contract for Surface Water Drainage, 1963-1964 Program Section B and found same to be in satisfactory condition. Mr. Gehr moved that the contract be approved at a cost of $159,770.00 with a maintenance bond for one year, seconded by Mr.Kemper and on voice vote carried. - i Mr.Lloyd Stiimp,133.9 South 6th Street., appeared before the Board and complained of the ashes and soot being b3otn . on his property from Kemper Brothers Company. - This was referred to the Fire Chief to contact Kemper Brothers about this situation. 1 Mr. Kemper moved that the Board of Works present to Council a Declaratory Resolution- asking for appointment of appraisers to appraise property owned by City of Richmond and occupied by Richmond Power and Light, situated at 32 South 8th Street, Richmond, Indiana, seconded by Mr. Gehr and on voice vote was carried. The Board received the following letter from the Building Inspector and Fire Marshall: November 20, 1964 Mr.Henry Jameson,President Board of Public Works and Safety City of Richmond, Indiana Dear Mr.Jameson: • • In compliance with the request of the Board of Public Works and Safety, we contacted • Mr.Roy Cates and discussed with him the condition of this property, located at 327 North llth Street. Mr. Cates advised us that he is in the process of selling this property';. If, ,for any reason, this deal is not terminated, Mr. Cates will either board up the property until such time that he has the opportunity to repair it, or he will make arrange- ments to have it demolished.
