HomeMy Public PortalAbout11-05-1964 176 BOARD OF PUBLIC WORKS AND SAFETY November 5, 1964 The Board of Public Works and Safety of the City of Richmond, Indiana met in regular session in the City Hall in said City, Thursday, November 5, 1964, at the hour of 9:00 o°clock a.m. Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Kemper. The following business was had, to—wit: The Clerk read the minutes of the meeting of October 29, 1964. Mr. Kemper moved the following corrections be made to the minutes of the meeting of October 29, 1964: Mr. Gehr requested the Board to consider the transfer of funds from the Parking Meter Budget Fund to repair the sidewalks and curbs on East Main Street, from 24th Street to 28th Street, on the southside, to eliminate surface water from running down the side— walk and also widening North 16th Street, from Main to North "A" Street. Mr. Gehr estimated that the sum of $7,000.00 would be needed to do theEast Main Street project. Mr. Gehr moved the Clerk prepare a Resolution to transfer the sum of $7,000.00 from the Parking Meter Budget Fund to a new ,account in the Parking Meter Budget Fund, to be known as repair of sidewalks, curbs and gutters. This motion was seconded and on voice vote was unanimously carried. • Mr. Kemper moved the minutes of the October 29, 1964 minutes be approved as corrected, seconded by Mr. Gehr and on voice vote was unanimously carried. Mr. Gehr moved the bills be allowed, seconded by Mr. Kemper and on voice vote was uana— imously carried. Mrs. Walter Thompson, 2602 N.Y. 16th Street and Mrs. William Legear, 2527 N.W. 17th St. appeared before the Board and complained of their neighbors storing "junk" cars in the streets and vacant lots. Mayor Cordell, gave them assurance that he would invest— igate and see what could be done to eliminate this condition. Mr. Frank Marino appeared before the Board and requested the divider stkip on U.S.#27 North in froituf': he Kingston Apartments be cut out to permit the persons living in said apartments better facilities entering onto U.S. #27. The Board referred this to the City Engineer, Gehr toc•ontac'c the State Highway Department and request the divid® er be cut.- Mr. Jameson presented the following: Richmond Board of Works November 2, 1964 Richmond, Indiana Gentlemen: The member merchants of Downtown Richmond, Ind. respectfully make the following re— quest of the Richmond Board of Works: Remove all parking meters from the streets and establish a 2—hour limit, with this limit strictly enforced with proper police supervision. All parking meters on municipal lots be retained and operated as they are at the present time. Yours very truly, /s/ Clayton Bartel After much discussion the Board took this under advisement until Monday November 9,1964 when it can be discussed with the Council members. Mr. Burlison, Street Commissioner returned the tabulated bids thzd were received October 29, 1964, for furnishing a 1965 2 ton pick® up truck with a trade in on 1952 G.M.C. Chassis. Fred First Ford Agency $1,509.12 (net) Kurdys Chevrolet $1,580.49 (net) Warfield GMC Sales $1,629.00 (net) Mr. Burlison recommended the bid of Fred First in the sum of $1,509.12 (net). Mr. Kemper moved the bid of the Fred First Ford Agency be accepted, seconded by Mr. Gehr and on voice vote was unanimously carried. Mr. Gehr reported that he had gone over the bids for calcium chloride and rock salt for use by the Street Department. He believed that the bids received were too high and recommended that all bids should be rejected and the Clerk readvertise for the same bids of materi : a . 177 Mr. Kemper moved all bids be rejected and the Clerk prepare the proper advertisement to receive bids on the date of November 25, 1964 at the hour of 9:00 o'clock a.m. Mr. Gehr seconded this motion and on voice vote was unanimously carried. Mr. Gehr presented a curb cut requested by the Wayne Dairy located at South 6th and "A" Streets. Mr. Gehr explained that this had been discussed with the Traffic Division and no objection was filed. Mr. Gehr moved the curb cut be granted, seconded by Mr. Kemper and on voice vote was unanimously carried. - Mr. Gehr presented a curb cut request by the Patti Indurance Agency located at South 7th and "A" Streets. Mr. Gehr explained that this had been discussed with the Traffic Division and no objection was filed. Mr. Gehr moved the curb cut be granted, seconded by 111 Mr. Kemper and on voice vote was unanimously carried. The Clerk reported that the Common Council requested that a study be made of reinstall- ing the traffic signal at the intersection of South 13th and "E" Streets. The area just south of the intersection has been rezone for business and could create a traffic hazard if the proposed Super-market is constructed. This was referred to the Traffic Division for study if and when the construction is far enough along to justify a recommendation. The traffic signal that was originally there was removed September 10, 1961. Captain Walter Stout reported that nonstruction was ready to start on the replacement of the iron birdge on Washington Street Friday, November 6, 1964. Washington Street will be closed to traffic from North 6th Street to the Whitewater Blvd. Captain Stout reported that residents living on South "P" Street were complaining of the employees of the Gear Works of parking their cars over onto their property; Captain Stout made a personal investigation of these complaints and recommended that NO PARKING ANYTIME signs be placed on both sides of South "P" Street, from Oakland Avenue to South 7th Street. Mr. Gehr moved the recommendation of Captain Stout accepted, seconded by Mr. Kemper and on voice vote was unanimously carried.
