BOARD OF PUBLIC 'WORKS AND SAFETY
THURSDAY, SEPTEMBER 1O� 1964
The Board of Public ?Works and Safety of the City of Richmond, Indiana, met in regular
session in the City Hall in said City Thursday, September 10, 1964, at the hour of
9:00 o'clock a.m. Mr. Gehr presiding with the following member being present: Mr,
Kemper. Mr. Jameson was absent.
Mr. Kemper moved the minutes of the previous meeting be dispensed with, seconded
by Mr. Gehr and on voice vote was carried.
Mr. Gehr moved the bills be allowed,, seconded by Mr. Kemper and on voice vote was
carried.
Mr. Stan Davis appeared before the Board stating that there were several benches be-
longing to the Bench Billboards Co., Cinn., Ohio that are placed on City property
without permission of the City. Mr. Davis represents the Bench Ads of Indianapolis,
Indiana., Inc. and this firm has a contract with the City to place their benches in
the Richmond Area. This was referred to the Police Department to check and report.
to the Board.
Mr. Gehr reported that he had gone over the plans for the replac-6ment of the ?Washing-
ton Avenue bridge and recommended that the City construct the approaches on both
sides of said bridge. Mr. Kemper moved that the recommendation be granted, seconde d
by Mr. Gehr and on voice vote was carried.
Mr. Gehr reported that he had received a petition requesting construction of sidewalks
and Curbs in River Court. Investigation of said petition showed that there were
only three (3) resident property owners. The remainder of the petitioners were
buying their properties on contract. Mr. Kemper advised that only property owners
could sign the petition. This petition was rescinded.

Downtown Richmond, Inc. would li).e to withdraw their request to place permanent
banners across streets in the Richmond Area.

The Board accepted the request and authorized the Clerk to send a copy of the above
to the Richmond Plaza Shopping Center.
There being no further business presented, on motion duly made, seconded and carried
the meeting adjourned.
