HomeMy Public PortalAbout09-03-1964 164 BOARD OF PUBLIC L.ORKS AND SAFETY Thursday, September 3, 1964 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in the City Hall in Said City Thursday, September 3, 1964, at the hour of 9:00 o'clock a.m. Mr. Stanley Gehr presiding with the following members being present: Mr. Kemper. Mr. Jameson being absent. The following business was had to-wit: Mr. Kemper moved the minutes of the previous meeting be dispensed with, seconded by Mr. Gehr and on voice vote carried. Mr. Gehr moved the bills be allowed, seconded by Mr: Kemper and on voice vote was carried. Fire Chief Fredricks presented the following letter: Mr. Henry Jameson, President September 2, 1964 Board of Public Works and Safety Richmond, Indiana Dear Sir: I would like to request a transfer of funds in the amount of ?500.00 Five Hundred Dollars from General M-19, which is "Parts of Equipment", (4-41-411) to General M-18, which is "Building Materials" (4-41). This is in the same classification of "Materials". Respectfully, /s/Ernest Fredricks, Chief Richmond Fire.Department Richmond, Indiana Mr. Kemper moved that this request be granted and that the Clerk prepare a resolution for the Common Council's consideration. Mr. Gehr seconded the motion and on voice vote was carried. Chief of Police Stultz presented the following: Board of Public Works and Safety Sept. 3, 1964 Richmond, Indiana Gentlemen: I would appreciate your considering the following transfers to be presented to the Common Council by Ordinance, for the Police Department. From General Fund Police L-1 Payroll (1-11-1114 Services Personal $1,300.00 To General Fund Police L-13 Other Garage & Motor Supplies (3-32-324) Supplies 600:00 To General Fund Police L-15 Other Office Supplies (3-36-363) Supplies $200.00 To General Fund Police L-20 Clothing (5-54) Current Charges $500.00 These transfers are due to running out of funds in Garage & Office Supplies, and needing extra wearing apparel for the officers. In Garage Supplies we have approx. $750.00 left out of a $3500.00 account. $ 750.00 is not enough to run for 4 more months. In Office Supplies we have approx. $130.00 left out of a $900.00 account. The Uniform Traffic ticket was an unexpected expense and over $300.00 was used for it the first of the year. The Officers need some kind of a safety helmet, to get the amount or number that is needed will take $500.00 or more than we have in the account at this time. Tkis motion was seconded by Mr. Gehr and on voice vote was; carried. Mr. Burlison, Street Commissioner presented the following: Board of Public Works and Safety Sept. 1, 1964 Richmond, Indiana Gentlemen: We are in need of a transfer of funds to complete the current fiscal year from Appropriation S-16, (Replace, Repair Walks, Curbs & Gutters) to Appropriation S-10 (Water) in the amount of $145.00. These two (2) appropriations are in the same classification of expenditures, which is Services Contractual. We also are in need of a transfer of funds to complete the current fiscal year from ' Appropriation S-16, (Replace, Repair Walks, Curbs & Gutters) to Appropriation S-9 (Electric Current) in the amount of $1,220.00, and these two (2) appropriations are ;aldro in the same classification_ of expenditures, which is also Services-Contractual. This motion was seconded by Mr. Kemper and on voicelvote was carried. Chief of Police Stultz presented the following: Board of Public Works and Safety Sept. 3, 1964 Richmond, Indiana Dear Sirs: Due to increase of police work, we have to spread personal' out rather- thin atHtimes. To do this means we have to have more units of transportation. At this time we have two (2) 1962 units to trade off, #1, A 1962 ford sedan with Otandard shift, Unit number 108 #2, A 1962 ford sedan with automatic transmission, andapprox. $5000.00 left in the budget. #2 is unit number 115. ` - III It would be appreciated if the Board of Works would see if it would be possible to get three (3) units for the amounts that is available. Specification sheet is attached to request. Sincerely, /s/ William K.Stulta Chief of Police Mr. Kemper moved that this request be granted and the Clerk prepare the proper advertising to receive bids on the lst day of October, 1964 for Three (3) new 1965 model ears for the Police Department. The Clerk presented proof of publication of notice showing that August 10 and 17, 1964 notice had been duly published in Richmond Palladium Item, a newspaper of general circulation in the City of Richmond, Indiana, of a hearing on Improvement Resolution No. 1066-1964, to improve the alley between Richmond Avenue and Randolph Street, from S.W. 2nd to 3rd Street by construction of a concrete alley, and said Board would receive and hear remonstrances against said Improvement. Mr. Kemper examined the proofs and found the same to be in order and correct and moved the snore be filed. Mr. Gehr seconded the motion and on voice vote was carried. September 3, 1964 being the date designated for hearing on said Improvement Resolution, the Board then took up said Improvement Resolution- for hearing and consideration. A remonstrance was filed, signed by eight resident property owners. Mr. Gehr stated that he had examined the petition for said Improvement Resolution and found that the number of resident property owners only totaled two (2). The count being declared eight (8) against the Improvement Resolution and two (2) in favor. Mr. Kemper moved that Improvement Resolution No. 1066-1964 be rescinded. Mr. Gehr seconded the motion and on voice vote was carried. i The following letter was presented and discussed: To The Board of Works Sept. 3, 1964 Richmond, Indiana We request permission for the installation of permanent signs at four locations over the street area within the corporate limits of Richmond. These signs are to be 3 ft. x 40 ft. long, constructed of the best materials which the state and local specifications may require. We would like to ask the Board's permission for these signs for the promotionof our businesses at Richmond Plaza and we feel that since precedence has been set we should avai: ourselves of this media of advertising. These signs will carry a message of free parking and convenience of shopping as well as the address. - The requested signs are to be located in areas of high traffic: 7th & South A between 4th and 5th on Main Street, 16th & Main, and 12th St. and North A. The Board's approval and cooperation in obtaining state permits will be appreciated. Richmond Plaza Merchants Association Mr. Kemper moved that this be taken under advisement and the Downtown Richmond, Inc. request of placing permanent signs in certain areas of the City be reconsidered. This motion was seconded by Mr. Gehr and on voice vote was carried. Mayor Cordell stated that he would meet with the-,Downtown Richmond, Inc. to relate this action. 11/ • Captain Stout and Robert Rees of the Richmond Power and Light Plant presented the cost of moving the traffic signals from N.W. 5th and Pearl Streets to N.W. 5th. & Peacock Rd. this move would entail the amount of $1,248.25. The Board took this under advisement. Councilman Cyrus Hollingsworth appeared before the Board to find out what plans were-being made by this Body to remove houses and buildings from various locations in the City that had been condemned. Mayor Cordell stated that action was being withheld until the Dept. of Redevelopment was established by an Ordinance which is pending in the Common Council.
