• BOARD OF PUBLIC WORKS AND SAFETY
Thursday, June 25, 1964. • .
The Board of Public Works and Safety of the City of Richmond, Indiana met in regular
session in the City Hall, Thursday, June 25, 1964 at the hour of 9:00 o'clock a.m.
Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr1 Kemper.
The following business was had, to-wit:
Mr. Kemper moved the minutes of the previous meeting be dispensed with. This motion
was seconded by Mr. Gehr and on voice vote the motion was carried.

IIIMr. Gehr moved the claims be allowed, seconded by Mr. Kemper and on voice vote the
motion was carried.
Fire Chief Fredricks reported that Fire Inspector` Fred Klotz made a check of the complaint
that Mr. LLoyd Stump, 1339 South 6th Street, made at-the last meeting. Inspector Klotz
said that Mr. Thomas of the Kemper Brothers would correct the situation and notify the
neighbors of this intention.
Fire Chief Fredricks also reported that the walls of the Old Stacco Plant were being
removed.
The City Engineer presented to the Board an Assessement Roll completed and filed by
him for Improvement Resolution No. 1058-1963, Division A Section #2, and the Board gave
preliminary approval to the same. The Board then fixed and designated July 23,1 1964
at 10:00 o'clock a.m. as a date and time for hearing on said Assessement Roll and the
Clerk was ordered to give notice of such Assessement Roll and of the hearing thereon -
by publication in the manner provided by law.
The Clerk presented to the Board proof of publication of notice that on June 8-* and
15th, 1964 notice had been duly published in the Richmond Palladium-Item, a daily news .
paper of general circulation in the City of Richmond, that sealed bids would be! received
to furnish the Street Department with three (3) Show Plows per specification on file.
Mr. Kemper examined the said proofs and found the same to be correct and in order and
moved that such proof of publication be accepted and filed. Mr. Gehr seconded ',this
motion and on voice vote was carried. -

IIIBids were received, opened, and read aloud for the following companies: Sommers, Equip- .
Reid-Holcomb, Deeds Equipment, Indiana Equipment, J.E.Burke Co., and Fred Malotte.

Mr. Kemper moved that the above bids be referred to the Street Commissioner and the
City Engineer for tabulation and recommendation at the next meeting. Mr. ehr seconded
this motion and on voice vote was carried. 1
. Chief of Police Stultz reported that the Pdl _ee Department had received complaints of
the Penguin Restaurant, 3495 East Main Street of having a ."loud speaker" that has
been blasting too loud. The Board advised the Chief to contact the manager and tell
him to tone the noise down.

The Board gave the Street Commissioner permission to buy a Tractor (Cub) Mower from the
International Company at a price of $1,725.00.
The Clerk presented to the Board proof of publication of notice showing that on June

8th and 15th, 1964 notice had been duly published in the Richmond Palladium-Item, a
newspaper of general circulation in the City of Richmond, ofid public hearing on the
Assessement Roll for Improvement Resolution No. 1058-1963, Division A, Section 1, and
that said Board would receive and hear remonstrances against the amounts assessed
against each of the lots on said roll. Mr. Kemper examined the said proof of public-
ation, p and found the same to be correct and in order and moved that such proof ,of public-
ation be accepted and filed. Mr. Gehr seconded the motion, • and on voice vote the
motion was carried.

June 25, 1964 being the date designated for hearing on said Assessement Roll for Im-
provement Resolution No. 1058-1963, Division A, Section 1, the Board then took up said
Assessement Roll for hearing and consideration. No remonstrance of any kind to said
Assessement Roll was presented to or filed with the Board. All persons present were
heard by the Board on matters pertaining to such Assessement Roll, and the assessements
against their respective lands. The Board then determined that the several lots and
lands assessed under and by said Assessement Roll for Improvement Resolution No. 1058-
1963, Division A, Section 1 are specially benefited by the amounts respectfully assessed
against them in said Assessement Roll.

After such hearing and determination, Mr. Kemper moved that such Assessement Roll and
several assessements shown therein against the lots and lands described therein be
confirmed. Mr. Gehr seconded the motion and on voice vote was carried.
Acting Building Commissioner, Calvelage, reported that he had advised the owner of a
trailer parked on North 5th Street, north of the City Building on the west side of the
street, to remove the same by Thursday, June 25, 1964, or further action would be taken.
This was referred to the City Attorney for further study.

Acting Building Commissioner reported that Mr. Robert Hough was in violation of the
Municipal Code of Richmond, by having a trailer parked at the rear of 600-602 North •
-
west "L" Street. This was referred to the City Attorney for study and advise.
Ralph Wiwi appeared before the Board with plans and specifications to build a swimming
pool on the lot, at 420 Toschlog Road. Mr. Gehr studied the plana...and specificationa and
found them to meet with the requirements to build a swimming pool. Mr. Gehr moved that
the request be granted to Mr. Wiwi to build the pool , seconded by MT. Kemper and on
voice vote the motion was carried.
Mr. Ted Roach appeared before the Board in behalf of the A and P Store located at
South 8th and "B" Streets. They requested permission to place a banner across South 8th
Street to promote their re-opening program. Mr. Kemper moved that permission be granted
provided that the Light Plant give approval and the State Highway Coro ssion also give
approval. Mr. Gehr seconded this motion and on voice vote the motion was carried.
Mr. George Sawyer presented a petition signed by 29 residents in the area of 2400 block
of Northwest 15th Street and 2400 and 2500 block on Northwest 16th Street, in the
Holsapple Addition, requesting that City water line be placed in said area.
Mr. Gehr explained that the area above described has ample fire protection and further
expansion of water lines would have to be between the residents and the Richmond Water
Works. Mr. Sawyer said he would contact the Water Works about the proper proceedure
to follow to get these people water.
The Board approved the request of Mr. Elmer Wilson to cut the curb at 919 West Main
Street on recommendation of the City Engineer.
