Thursday, June 18, 1964
The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular
session in the City Hall in said City, Thursday O ne 18, 1964, at the hour of 9:00
o'clock a.m. Mr. Jameson presiding with the following member being present: Mr. Gehr.
Mr. Kemper being absent.
On motion duly made, seconded and carried the minutes of the previous meeting were
dispensed with.
Mr Gehr moved the claims be allowed, seconded by Mr. Jameson and on voice vote the
motion was carried. I

Dear Sirs:
Captain William Cy Harshman of Reserve force 869 Ordinance Co. (Gas) 19 South 4th,
Richmond, Indiana ask permission to have the services of Officer Allen D. Baker-!from
July 12, 1964 through July 26, 1964. He wants to send him to Ft. Leonard Wood, 'Mo.

With the Board's permission I will answer Captain Harshman's letter, and tell him
that he can have the serviced of Officer Baker.

Captain William S. Zimmerman of National Guard, ask that officer Earl Joseph.Whiite
be permitted to attend Summer Field Training at Camp Grayling, Mich. from Aug. 6,
1964 to Aug. 23, 1964 both dates inclusive.
with the Board's permission I will answer Captain Zimmerman's letter and tell him
that he can have the services of Officer White. ,
I wish to rdquest that Officer Ronald Chestnut be moved up to rank of regular patrol-
man. He completed his one year probationary period June 12, 1964.

Mr. Gehr moved that the Board grant leave of absense to Officers Allen D. Baker ;and
IIIEarl Jobpph White. This motion was seconded by Mr. Jameson and on voice vote the
motion was carried.
Mr. Gehr moved that Officer Ronald Chestnut be moved up to rank of Regular Patrgl-
man as of June 12, 1964. This motion was seconded by Mr. Jameson and on voice vote
the motion was carried. 1

Captain Stout_presented a letter from the Johnson Sheet Metal Works Corp. requesting
the elimination of parking on the north side of "J" Street between the alley and
South 7th Street. Captain Stout recommended that .the parking be:eliminated as and,
Mr. Gehr moved that this Board concur in the recommendation of Captain Stout and the
- proper signs be installed. This motion was seconded by t'ir. Jameson and on voice
vote the motion was carried. j

The Board signed an agreement with the State Highway Commission for Rental of
Equipment. The City to sweep the State Highway which runs through Richmond and the
State will pay $6.50 an hour. The contract calls for 15 hours per week or 780
hours as directed by the Centerville Sub District Superintendant.

The Board signed an agreement with the State Highway Commission for the City to1main-
• tain the traffic signals for 1 year for the amount of $1,200.00. i
Mr. Jameson presented a letter from the Glazer Scrap Corp. stating that it was necessary
IIIto extend the 72" storm sewer at S.W.20th and West Main from its present stopping
point to Southwest "A" Street, a distance of about 225 feet. The cost of this install-
ation will be $36.00 per foot laid. This would cost $8,100.00. A 12" sewer would
rost: $3.50 per foot laid or a total cost of $787.50. The City will pay 80% of the
difference between 72" and 12" sewer which would be a figure of $5,850.00.
Mr. Gehr moved that the Board proceed with the installation of the 72" storm sewer
and the money be paid out of the Accumulative Sewer Fund. This motion was seconded
by Mr. Jameson and on voice vote the motion was carried.

Mr. Lloyd Stump, 1339 South 6th Street, appeared before the Board and complained of the
fly ash and the popping of steam created by the Kemper Factory located in the old
Natco building. This was referred to the Fire Department to investigate and re-
port to the Board.
The Clerk presented to the Board proof of publication of notice showing that on June
1 and June 8, 1964. notice had been duly published in the Richmond Palladium-Item, a
daily newspaper of general circulation in the City of Richmond, of a public hearing
on Improvement Resolution No. 1064-1964, and that said Board would receive and hear
remonstrance against Improvement Resolution No. 1064-1964. Mr. Jameson examined the
proofs of publications, and found the same to be correct and in order and moved the
proof of publications be accepted and filed. Mr. Gehr seconded this motion and on
voice vote the motion was carried.
June 18, 1964 being the date designated for hearing on Improvement Resolution No:
1064-1964, said Improvement Resolution hearing proceeded. There were several property.
owners present who expressed that they were in favor of the improvement; but the area
was without City-water service.
Mr. Gehr moved that Improvement Resolution No. 1064-1964 be tabled until such a date
that water service is extended to the area that the sewer is to be constructed. This
motion was seconded by Mr. Jameson and on voice vote the motion was carried. .
The Clerk presented the Board proof of publication of notice showing that on June 1 and

publication be accepted and filed. Mr. Gehr seconded the motion, and on voice vote
the motion was carried.
June 18, 1964 being the date designated for hearing on said Improvement Resolution No.
1065-1964, the Board took up Improvement Resolution No. 1065-1964 for hearing and
consideration. No remonstrance of any kind to said Improvement Resolution No. 1065-
1964 was presented or filed with the Board.
After such hearing and determination, Mr. Gehr moved that Improvement Resolution No.
1065-1964 be confirmed as adopted. This motion was seconded by Mr. Jameson and on
voice vote was carried.
The City Engineer reported that plans and specifications were on file in his office
for Improvement Resolution No. 1065-1964. The Clerk was authorized to publish for seal-
ed bids to do thw work as described in Improvement Resolution No. 1065-1964• The
bids to be received July 9, 1964.
There being no further business presented, on motion duly made, seconded and carried,
the meeting adjourned.
