HomeMy Public PortalAbout06-04-1964 145 BOARD OF PUBLIC W0RKS AND SAFETY Thursday, June 4, 1964 The Board of Public Works and Safety of the City of Richmond, Indiana met in regular session in the City Hall, Thursday, June 4, 1964, at the hour of 9:00 o'clock a.m. Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Kemper. The following business was had, to-wit: ivir. Kemper moved the minutes of the previous meeting be dispensed with, seconded by Mr. Gehr and on voice vote the motion was carried. - Mr. Gehr moved that the claims be allowed, seconded by Mr. Kemper and on voice vote was carried. IIIProofs of publications printed in the Palladium-Item, a newspaper of general cir- culation, on the dates of May 11 and May 18, 1964 that sealed bids would be received on this date of June 4th, 1964 until the hour of 9:00 a.m. for three (3) new cruisers for the Police Department. No bids were received. The Clerk was authorized on motion made by Mr. Kemper and seconded by Mr. Gehr and carried to re-advertise for three (3) new cruisers for the Police Department with the same specifications. The following was received signed by owners and managers of business establishments along Main Street on both sides from 7th to 8th Streets. The number signing being 30. - June 2, 1964 1 Board of Works, City of Richmond, Indiana Gentlemen: We, the undersigned, are opposed to the removal of the three existing meters on the south side of Main St. Between 7th and 8th Streets. We are not opposed to ex- pediting traffic in the downtown area, but we believe that this could be accomplished by prohibiting parking during the peak traffic hours, if conditions warrant. This is a practice common to many cities across the country. On the contrary, we firmly believe that the best interest of the community, and the downtown in particular , will be enhanced by providing all the parking possible in the downtown area. For that reason we recommend placing three more parking 1 meters on the south side of Main St. between 7th and 8th along that section now marked by yellow curbs. This should still leave ample room for cars turning south- on 8th Street. 111 Appreciating your consideration of these requests, we are Respectfully yours, Mr. Gehr moved that three parking spaces be left in place on the south side of Main Street between 7th and 8th Streets, and that parking be restricted between the hours of 4:00 p.m. and 6:00 p.m., Monday through Saturday, and that the proper signs be installed. This motion was seconded by Mr. Kemper and on voice vote was carried. Mr. Gehr moved that request for three more parking spaces be referred to the traffic division for study and recommendation. The Chief of Police presented the following: June 4, 1964 Board of Public Works and Safety Richmond, Indiana Dear Sirs: Request permission to send Detective Louis Gibbs to Fire Arms training school, at I.U.university, Bloomington, Indiana. The school will be held from June 11, 1964 through June 19, 1964, and will cost approximately $45.00 for tuition, room and meals. Officer Gibbs stated he will furnish his own transportation. Yours, /s/William K.Stultz,Chief of Police Mr. Kemper moved that the board concur in the request, seconded by Mr'. Gehr and on voice vote the motion was darried. I Representatives of the Pennsylvania Railroad appeared before the Board and discussed III plans to install automatic crossing gates at North 6th,8th,12th,13th,15th and 16th street crossings. City Attorney Kemper was authorized to prepare the proper documents for an ordinance to be presented to Council to authorize said railroad to install the crossing gates. 1 Brouse Reinhart appeared before the Board requesting permission for the Local Tarum Shrine Club to stage a parade June 26th. Said Club is sponsoring the Cole Brother Circus. The Traffic Division had been contacted and they reported that the traffic situation could be handled efficiently. Mr. Kemper moved the request be allowed, seconded by Mr. Gehr and on voice vote the motion was carried. 46 Bd. of Works June 4, 1964 cont. The Board authorized the Clerk to prepare the proper advertising to receive bids for three (3) snow plows and tail gate spreaders for the Street Department. The date set to receive bids June 25th, 1964. - The Traffic Division reported that the Latis Shrine Guild had met with them about a parade. There will be no traffic problems on this request. Mr. Kemper moved that. the parade be allowed, seconded by Mr. Gehr and on voice vote was carried. Walter Stout reported that traffic stalls on various streets where parking meters are installed are in need of repainting. This also includes some parking lots. Mr. Gehr recommended that Mr. Stout give the Board the exact areas that need paint- ing and when this report is given the proper advertising can be prepared to receive bids to do the work. The reason for this action is that the Street Department doesn't have the manpower during the painting season. Captain Stout outlined the traffic accidents that have occurred the past year at the intersection of West 16th and National Road. He recommended that the traffic light be modernized by installing the same type of traffic lights that are presently at the intersection of West lath and National Road. The approximate cost to be $500.00. Mr. Kemper moved that the Board concur in the recommendation of the Traffic Division, seconded by Mr. Gehr and on voice vote was carried. The Traffic Division presented the final summary of the 1964 vehicle check. The check showed about 19% of the vehicles checked were found to have some defects. 21% of the vehicles had seat belts installed. The Richmond Police Department was ably assisted by the Richmond Unit of the Civil Defense Auxiliary Police, the Richmond Jaycees and the Richmond Rod Rockers Club. The City Engineer presented an. assessement roll showing the prima facia assessments for the following described public improvement as authorized by Improvement Resol- ution No. 105a-1963., Construction of a Sanitary Sewer in South Richmond Division "A" Section I. Mr. Gehr moved the adoption of Assessement Roll Improvement Resolution No. 1058-1964 and set the date of June 25, 1964 at the hour of 10:00 a.m. for the hearing on said Assessement Roll.
