HomeMy Public PortalAbout05-28-1964 141 BOARD OF PUBLIC WORKS AND SAFETY May 28, 1964 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in the City Hall in said City, Thursday, Nay 28, 1964 at the hour of 9:00 o'clock A.M. Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Kemper. The following business was had, to—wit: The minutes were dispensed with on motion made by Mr. Gehr and seconded by Mr. Jameson and on voice vote was carried. Mr. Gehr moved the claims be allowed, seconded by Mr. Jameson and on voice vote; was carried. III Mrs. Skinner and Mrs. Hughes appeared before the Board requesting permission to stage a parade that the Shriners Guild sponsers. The date to be Saturday, October 24th? This parade to start in the morning at 12th and Main Street and proceed west to 4th Street. Permission was granted with stipulations that the Parade Marshall work with the! Traffic Division. Mr. Gehr moved that Detective Lewis Doren be allowed to attend the Baxter Schoob. of Lie Detection in New York City as was requested at the previous meeting. 1 The local Navy Recruiting Office was granted permission to park a trailer with 'a Navy "Missile" mounted on said trailer on the north side of Main Street just east of 7th Street. Said trailer to take two (2) parking spaces. The dates are to be Junel i23rd and including June 26th. Captain Stout presented a traffic count of the east bound traffic on Main Street, between 7th and 8th Streets. These counts were taken on May 22nd, 23rd, and 26th, from the hours of 3:00 p.m. and 5:30 p.m. on each day. A total of 3,441 vehicles were counted and 49% made right turns into 8th Street. Captain Stout recommended the removal of the three parking spaces that were requested removed. In his opiniOn it would make a better flow of traffic. Mr. Robert Lloyd appeared before the Board and urged that the parking spaces be left as they are. He had talked to several merchants and they were of the same opinion. Mr. Paust said that he had talked to four (4) merchants on the south side of Main Street and only one (1) did not want the spaces removed.! After IIImuch discussion the Board took this under further advisement. Sgt. Martin reported that he had made a regular check of all the Taxi Cabs and 'their equipment during the month of May. ! i The Board granted permission to the 'Hudson Theatre Company to stage a parade on Main Street, Wednesday evening, June 17th. Captain Stout said he had gone over the plans and would work along with this group. Mr. Ed Simpkins and others in the area of South 21st and "G" Streets appeared before the Board complaining of the dirt, .stone and weeds that had been left in said area by the construction of the sewer that was recently installed. Mr. Gehr said he would get with the Street Commissioner and see what relief could be given to these people in this area. Fire Chief Fredricks presented the following: To The Board of Works City of Richmond Richmond, Indiana - - 1 Gentlemen: - The Fire Inspection Bureau has grown to the extent of needing additional help; there— fore, I recommend taking a man from the fire fighting force and placing him in this department. He will have a Captain's rating. After much deliberation, the Fire Marshal and I have selected Harold Personette, -whom we think has the proper qualifications to learn this job and do it well. IIIThis man has good character and personality and above—average intelligence. At the present time, this man carries the rank of Captain. 1 To replace the Captain that was moved into the Fire Prevention Bureau, I will have to promote a man from the ranks. Again with deliberat r;t.onsideration, 1 recommend Edward Kenney to fill this post. This iiian=,i..s a veteran of 15 years. He has progressed well as time passed and has never caused the Department any trouble. I wish to add here, he is the son of a late Fireman, who died in the line of duty nearly 40 years ago on a fire at Earlham College. Mr. Gehr moved that the Board concur in the recommendation of the Fire Chief and move Captain Personette from the fire fighting force to the fire inspection bureau in the rank of Captain as of June 1, 1964. Mr. Jameson seconded this motion and on voice vote was carried. Mr. Gehr moved that Edward Kenny be promoted from the rank of fireman to that of Captain as of June 1, 1964. This motion was seconded by Mr. Jameson and on voice vote was carried. The Clerk presented proofs of publication printed in the Richmond Palladium-Item, a newspaper of general circulation, on the dates of May 4th and May llth, 1964, that bids would be received on the 28th day of May 1964 for street material, gasoline, oil, coal and corrigated pipe. Mr. Kemper examined the proofs and found the same to be in order. Mr. Kemper moved the proofs of publication be filed, seconded by Mr. Gehr and on voice vote the motion was carried. The following bids were received and read aloud: Gasoline and Fuel Oil Gasoline #1Fuel Oil #2 Fuel Oil • Sinclair 12.70 Per Gal. 11.90 Per Gal. 10.9i Per Gal. Marathon 13.20 Per Gal 12.60 Per Gal. 11.60 Per Gal. Marshall No Bid 12.00 Per Gal. 11.00 Per Gal. Muff No Bid 13.00 Per Gal 12.00 Per Gal. Warfield 13.30 Per Gal. 11.90 Per Gal. 10.90 Per Gal. All of the above bids were on proper forms and accompanied with the right bonds or checks required. The above bids were tabulated by all members of the Board. Mr. Kemper moved the bid of the Sinclair Company being the lowest and best bid be accepted. Mr. Gehr seconded this motion and on voice vote was unanimously carried. The Muff Coal and Oil Company presented the following bid for coal: 5 Tons Old Kantuck $13,95 Per ton 20 " Pocahontas Mine Run $13.95 " " 75 " Mesh Stoker $10.20 " " This being the only bid submitted for furnishing coal. Mr. Gehr moved the bid of the Muff Coal and Oil Company be accepted. This motion was seconded by Mr. Kemper and on voice vote was unanimously carried. The bid of the Motal Product Division Armco Steel Corporation, Indianapolis, Indiana _ for furnishing 1,000 lineal feet, more or less each size of pipe 8" diameter to 84" diameter Galvanized Corragated Metal Pipe and Pipe Arch.F.O.B. Richmond, Indiana. Prices firm per -attached Quotation sheet. This being the only bid received on said materials. Mr. Gehr examined the bid and moved this Board accept the bid, seconded by Mr. Kemper and on voice vote the motion was unanimously carried. Bid for furnishing Hot Biuminous Mix (AH) F.O.B.plant in City owned trucks: Magaw Hot Mix, Inc. 500 tons, more or less $8.75 per ton This being the only bid received for Hot Bituminous Mix. Mr. Gehr examined the bid and moved the Board accept the bid, seconded by Mr. Kemper and on voice vote the motion was unanimously carried. Bid for furnishing Hot Bituminous Concrete (AH) Magaw Construction Company 25,000 tons more or less Hot Bituminous Concrete AH furnished, laid and rolled to various streets, alleys and parking areas, as directed by the Board of Works and Safety, or its representative. Bd. of ;forks May 28, 1964 cont. Mr. Gehr moved that the American Aggregate Corporation be awarded the bid for the Mason Sand. The DeBolt Company be awarded all of the other bids as submitted. The DeBolt Concrete Company being the lowest bidder on all materials except the Mason Sand. The hearing on Improvement Resolution No. 1064-1964 was postponed because the proper advertising was not published as required. The Board set the date of June 18th, 1964 as the new date for a hearing on said Improvement Resolution.
