BOARD OF PUBLIC WORKS AND SAFETY
Thursday, May 7, 1964
The Board of Public Works and Safety of the City of Richmond, Indiana met in regular
session in the City Hall, Thursday, May 7, 1964, at the hour of 9:00 o'clock a.m. Mr. ,
Jameson presiding with the following members being present: Mr. Gehr and Mr. Kemper.
The following business was had, to-wit:
Mr. Kemper moved that the minutes of the previous meeting be dispensed with. This motion
was seconded by Mr. Gehr and on voice vote the motion was unanimously carried.
Mr. Gehr moved the claims be allowed paid. This motion' was seconded by Mr. Kemper and
on voice vote the motion was unanimously carried.
The Fire Chief presented the following letter: 11/

To The Board of Works`
Richmond, Indiana
Gentlemen:
Recently we have received numerous inquiries from the residents on Chester Blvd., who
reside in the area from the 1800 block to the 2500 block, wanting to know why there are
no fire hydrants in this span.
This is a span of over 3000'feet. I feel, in order to give these residents proper fire
protection, there should be at least 3 hydrants installed in this area.
I recommend that the Board of Works issue, by letter, an order to the Richmond Water
Works for the installation of these hydrants.
I understand there is no cost to the City for this installation.

Mr. Kemper moved that the Board concur in the recommendation of the Fire Chief and
that the Clerk notify the Water Works of this action. T#is motion was seconded by Mr.
Gehr and on voice vote was unanimously carried.
The Chief of Police presented the following letter:
Board of Works May 7, 1964
Richmond, Indiana
Dear Sirs:
Due to increase of police work, we have to spread personnel out rather thin at times.
To do this means we have to have more units of transportation.
At this time we have two (2) 1962 units to trade off, #1 a 1962 ford sedan with stand-
ard shift. #2 1962 ford sedan with automatic transmission, and $5,000.00 left in the
budget. Present unit numbers are 108 and 115.
It would be appreciated if the Board of Works would see if it would be possible to get
three (3) units for the amounts that are available. Specification sheet is attached to
request. Yours

Chief of Police
Mr. Gehr moved that the Clerk prepare the proper advertising to receive sealed pro-
posals for three (3) new cars for the police department as requested by the Chief of
Police. The date to receive bids to be set on the date of June 4th, 1964. This motion
was seconded by Mr. Kemper and on voice vote was unanimously carried.
Mr. Gehr reported that it would be necessary to install some new wire in the traffic
light system to make the traffic signals at the intersections of East 15th, 16th and 18th
Streets work properly. The cost of this would be approximately $100.00. The Clerk was
authorized to write the Richmond Power and Light to proceed with the installation of
the new wiring.
The Board approved the request of the Knoghts of St. Johns' to make two (2) curb cuts
as requested.
Lindley Johnson, President of the Aviation Board, made a report on his recent trip to
Washington D.C. The trip was made to attend a meeting of "Use It Or Lose It" of the Lake
Central Airlines. There will be a final meeting in the fall of this year on the outcome

of said Airline serving Richmond.: Mr. Johnson stated that if Richmond was going
to fight to retain the airline, the local board will have to have some financial
assistance from the City. Mr. Kemper said he would make a study of what can be
done. -
Mr. Gehr brought to the attention of the Board the condition of the retaining
wall belonging to Mr. Ray A. Carter, 15 South 21st Street. The walk is lean-
ing over in the alley. Many school children pass through this alley and could
be dangerous to them. The Clerk was authorized to send Mr. Carter a letter set-
"' ting out the danger to the public using this alley.
There being no further business presented, on motion duly made, seconded and
carried, the meeting adjourned. -
