HomeMy Public PortalAbout04-30-1964 133 BOARD OF PUBLIC FORKS AND SAFETY APRIL 30, 1964 The Board of Public Works and Safety of the City of Richmond, Indiana met in regular session in the City Hall, Thursday, April 30, 1964, at the hour of 9:00 o'clock a. m. Mr. Jameson presiding with the following members being present: Mr. Gehr and Mr. Kemper. The following business was had, to-wit: The Clerk read the minutes of the previous meeting. Mr. Kemper moved the minutes be accepted as read, seconded by Mr. Gehr and on voice vote the motion was unanimously carried. IIIMr. Gehr moved the claims be allowed and paid. This motion was seconded by Mr. Kemper and on voice vote was carried. Fire Chief Fredricks presented the following: Board of Works Richmond, Indiana Gentlemen: To fill the vacancy created when a Captain was removed on disability, I have care- fully studied and considered several men. I'?choice is Roland Walls. This man is a vetran of 13 years on the department. He is 35 years old. Mr. Walls has progressed very rapidly ever since his early years on the department. He had learned his job well and done it well. I am confident he will be a good officer;. Therefore, I ask you to consider my recommendation to promote Roland Walls from the rank of Fireman to that of Captain, effective May 1, 1964. 1 Respectfully, /s/Ernest Fredricks, Chief Richmond Fire Department. Mr. Gehr moved that this Board concur in the recommendation of the Fire Chief to' promote Roland Walls to the rank of Captain. This motion was seconded by Mr. Kemper and on voice vote the motion was unanimously carried. 1 Police Chief, Stultz reported that the Police garage was in need of repair. The roof is about to fall down and leaks during a rain. This wasreferred to the City Engineer to make an inspection as to what repairs would be needed to remedy the situation! and also give an estimate of cost of the repairs needed. Mr. Harold Kelly appeared before the Board requesting that North 12th Street be blocked off from traffic on the date of May 7th, 1964 during the hours of 3:00 and 4:30 o'clock p.m. This area requested is between North H and J Streets. There will be a corner stone laying at the new Townsend Center. Mr. Gehr moved that this request be granted with provisions that the traffic department supervise the blocking off said area. This motion was seconded by Mr. Kemper and on voice vote was carried. 1 Captain Stout gave a traffic count taken on the dates of April 24, 27 and 28th on Southwest A Street between S.W. 18th and 19th Streets. The count showed that the traffic and pedestrian traffic was very light. No action was taken to prohibit 1 traffic on said street. 1 The Board approved the Police Department of having the three spaces that were previously used by the Health Inspectors. The signs to be erected (For Police Cruisers Only). 1 The Traffic Department brought to the attention of the Board that the names of the streets in the Needmore area should be II/ changed. The names and numbers of streets and houses in this area are very confusing. This was taken under aiisement by the pity Engineer. I The City Engineer presented to the Board a petiticn,requesting the construction of a Sanitary Sewer under the Barrett Law along South 21st Street, from South "L" Street to South "H" Street, said petition being signed by owners of lands abutting the line of said sewer. This work was discussed and on motion by Mr. -Gehr, duly seconded by Mr. Kemper, the following Resolution No. 1064-1964 for the construction of said sewer, was unanimously adopted: . 1 , Bd. of Works cont. Apr. 30, 1964 IMPROVEMENT RESOLUTION NUMBER 1064-1964 RESOLVED by the Board of Public Works and Safety of the City of Richmond, Indiana, that it is deemed necessary to improve property on South 21st Street, between South "L" to South "$" Streets by construction of a Sanitary Sewer in accordance with plans, profile, details., drawings and specifications now on file in the office of the City Engineer and such improvement is now ordered. The costs of said Improvement shall ,be assessed upon the benefited property owners all according to the method and manner provided for in an Act of the General ;Assembly of the State of Indiana, entitled "An Act concerning Municipal Corporations", approved March 6, 1905, and in accordance with and pursuant to the provisions of all amend- atory and supplemental Acts thereto, passed by the General Assembly of the State of Indiana. Assessments, if deferred, are to be paid in ten equal annual installments, with interest at the rate of six (6) percent, per annum. A bond or bonds shall be issued to the Contractor in payment for such work, unless the property owners pay said assessement before said bond or bonds are issued. Under no circumstances shall the City of Richmond, Indiana, be, or be held responsible for any sum or sums, due from said property owner or owners for said work, or for the collection of the same, or for the payment of any- Bond, Bonds, Certificate or Certificates, issued to said Contractor in payment for such work, except for such moneys as shall have been act- ually received by said City for the assessements for such improvement, or such moneys as said City is, by said above entitled Act, required to pay. All proceedings had, and work done in the making of said improvement, assessement of property, collection of assessements and issuance of bonds, therefore, shall be as provided for in said above entitled Act and Amendments thereto. The Board authorized the Clerk to prepare the proper advertising to hold -a public hearing on Improvement Resolution Number 1064-1964:'-,"The date of May 28th, 1964 at the hour of 10:00 o'clock a.m. being the date and,time .set for such hearing. The Board authorized the Clerk to proceed with the proper advertising to receive bids for gasoline, fuel oil, oil, street materials, paint and etc. for the various departments of the City for the ensuing year beginning June 1, 1964 and ending May 31, 1964. The date that was set to receive bids is May 28th, 1964, at the hour of 10.00 o'clock a.m. Mr. Thomas G. Atkinson, Sanitarian, City County Board of Health, presented a com® plaint of the condition of the property located at 621 North 18th Street. The house is merely a shack with dirt floor, with no facilities for water, toilet, cooking and etc. There is an outside toilet, which is falling down. This shack isn't suitable for human habitation. Mr. Kemper said he would like to have a little time to study what steps could be take by the City to eliminate this situation. A petition was presented by Mrs. 011ie Kalb signed by several residents in the area of North Salisbury Road, complaining of one Burl Steele of carrying on a junk business in a residential area. This was taken under advisement. ene4r moved the following Resolutioh be presented to the Common Council for their consideration in their regular meeting of May 4, 1964: RESOLUTION NUMBER 8-1964 A RESOLUTION TO TRANS.U'ER THE SUM OF TWO THOUSAND ( 2,000.00) DOLLARS FROM UN- OBLIGATED BALANCES IN THE BOARD OF PUBLIC WORKS AND SAFETY BUDGET FOR THE YEAR 1964. WHEREAS, the Board of Public Works and Safety of the City of Richmond, Indiana, at its regular meeting of April 30th, 1964, recommended the transfer of certain un- obligated balances in the Board of Public Works and Safety Budget to provide funds to pay certain services to be performed for and rendered to the City of Richmond, Indiana. NOW THEREFORE, BE IT RESOLVED by the Common Council of the City of Richmond, Indiana, that the following account be reduced in the sum of Two Thousand ($2,000.00)Dollars, and said sum transferred to the following accounts, to-wit: SERVICES CONTRACTUAL FROM: J-7 (State Board of Accounts No. 2-22-224) Water $2,000.00 TO: J-12(.State Board of Accounts No. 2-26-261) Tree and Stump Removal $1,000.00 J-12b (State Board of Accounts No. 2-26-262) Consulting Services $1,000.00 Mr. Gehr seconded this motion and on voice vote was unanimously carried. 13 Bd. of Works cont. Apr.30,1964 The Building Commissioner in a letter to the Board stated that he bad made an in- investigation of the complaint against Mr. John A. Sammons, 171 S.W. 15th Street of operating a business in a residential area. He, the Building Commissioner, stated that there is no doubt minor violations to the zoning ordinance, but to date there was not found sufficient evidence for the City to take any action. j Councilman Richard Bell was present in the meeting and stated that the neighbor- hood of Mr. Sammons contended that there was a lot of interference to their tele- visions due to welding being done. Mr. Kemper stated that this complaint should be handled as a civil suit. If Mr. Sammons is creating public nusiance, the people in this area should retain the service of an Att,rney and file suit in the Circuit IIICourt. The City believes that there is not a vialation of the Zoning Code. ' The City Plan Commission sent a letter to the Board stating that Mnl Lonnie Win- chester 2121 South "L" Street should be cited for contempt of the Zoning Ordin- ' ance for the City of Richmond, Indiana. Mr. Winchester has been carrying on a business in a residential area for some period of time. Mr. Kemper said he would make a study of what actions the City should take in this case.
