BOARD OF PUBLIC WORKS AND SAFETY
APRIL 23, 1964 -
The Board of Public Works and Safety of the City of Richmond, Indiana met in
regular session in the City Hall, Thursday, April 23, 1964, at the hour of 9:00
o'clock a.m. Mr. Jameson presiding with the following members being present:
Mr. Gehr and Mr. Kemper. The following business was had, to-wit:
The Clerk read the minutes of the previous meeting. Mr. Kemper moved the minutes
be accepted as read, seconded by Mr. Gehr and on voice vote the motion was carried.
Mr. Kemper moved the claims be allowed and paid, seconded by Mr. Gehr and on
voice vote the motion was carried.
Hearing on the Assessement Roll for Improvement Resolution 1057-1963 having been
ordered continued at the Board meeting of April 16, 1964, such hearing was re-
sumed by the Board and the City Engineer presented a corrected Assessement Roll
for said Improvement Resolution No. 1057-1963. This roll was examined and checked
and Mr. Kemper moved;that such Assessement Roll and the several assessements - -
shown therein against the lots and lands described therein be confirmed. Mr.
Gehr seconded this motion and on voice vote the same was unanimously carried( -
and said Assessement Roll and the several assessements set out therein were con-
firmed.
Chief of Police, William Stulta recommended that Officer John Fox be moved up to
rank of regular officer. Officer Fox having completed his one (1) year probation-
ary period April 10, 1964.
Mr. -Kemper moved that this Board concur in the recommendation of the Chief of
Police. This motion was seconded by Mr. Gehr and on voice vote was unanimously
carried.
Mr. Gehr moved that the following MEMORIAL to Mr. William R. Emslie, reporter
for the Palladium Publishing Corporation be made a record in this meeting. This
motion was seconded by Mr. Kemper and on voice vote the motion was unanimously
carried.
MEMORIAL RESOLUTION
A RESOLUTION IN MEMORY OF MR. WILLIAM R. "BILL" EMSLIE, a reporter for
the Palladium-Item, a newspaper of the City of Richmond, Indiana who
died April 22, 1964.
WHEREAS, death has removed from our midst, our worthy citizen,
Mr. William R. "Bill" Emslie, who during the past 39 years was of great
assistance to all the officials of the City of Richmond, Indiana, by
giving his guidance and knowledge to such officials in working out
the problems that from time to time confronted such officials, and,
WHEREAS, the Board of Public Works and Safety of the City of
Richmond, Indiana notes the care and diligence with which Mr. Emslie
performed his duties, and the excellence with which they were accomp-
lished, and,
WHEREAS, the present Board acknowledges with gratitude the
many acts of help and guidance given by Mr. Emslie, in which his
intimate knowledge of procedures and past history over a great many
years of previous meetings were placed at the disposal of this present
Board at a time when said guidance was needed and appreciated.
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF PUBLIC WORKS
AND SAFETY, of Richmond, Indiana, in regular session this 23rd day
of April, 1964, that:
1. This Board takes this means of testifying to Mr. Emslie's
many virtues, his competence in his work and his outstanding life
as a citizen.

2. This Board expresses its sincere sympathy to the family
and friends of Mr. William R. Emslie in the great loss which they
have sustained.
3. This resolution is hereby adopted and the same shall be
spread of record on the minutes of the Board of Public Works and
Safety of the City of Richmond, Indiana, and a copy thereof shall
be sent to the family of Mr. 'William R.Emslie and to his employer,
the Palladium Publishing Corporation.
The City Engineer presented to the Board an Assessement Roll completed and filed
by him for Improvement Resolution Number 1061-1963 and the Board gave prelim—
inary approval to the same. The Board then fixed and designated May 21, 1964
at 10:00 A.N. as a date and time for hearing on said Assessement Roll and the
Clerk was ordered to give notice of such Assessement Roll and of the hearing
thereon by publication in the manner provided by law.
Mr. Walter Keach and others residing in the area ofS.W. "A" Street, between
S.W. 18th and 19th Streets appeared before the Board complaining of the heavy
truck traffic using said S.W. "A" Street. This was referred to the Police
Department to make a traffic check and report back to the Board.
There being no further business presented, on motion duly made seconded and
carried the meeting adjourned.
