HomeMy Public PortalAbout04-09-1964 BOARD OF PUBLIC WORKS AND SAFETY APRIL 9, 1964 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in the City Hall in said City, Thursday, April 9, 1964 at the hour of 9:00 o'clock a.m. Mr. Henry Jameson presiding with the following members being present: Mr. Gehr and Mr. Kemper. The following business was had to-wit: On 1ation duly made, seconded and carried the minutes of the previous meeting were dispensed with. Mr. Gehr moved the claims be allowed and paid, seconded by Mr. Kemper and on voice vote the motion was carried. The Wayne County Tuberculosis Association requested permission to place a mobil X-ray uziit on South 8th Street at the Knollenberg's Annex beginning April 10th for five days. Mr. Kemper moved that the request be granted, seconded by Mr. Gehr and on voice vote was carried. A letter of request from Chief Stultz of the Police Department was received to send Officers Dudley Goodwin and John Ross to Indiana Peace Officers Training School at Indiana University to be held May 18th through May 29th, 1964. The costs of Registr- ation, tuition fees, lodging and meals will be approximately $160.00 per man. Mr. Kemper moved that the request be granted, seconded by Mr. Gehr, and on voice vote was carried. A letter of request from Chief Stultz was received requesting permission to send Sgt. John Geiger and Patrolman Richard Irvine to a two day Emergency Aid and Transportation Institute to be held at Indiana University Medical Center, May 14th and 15th, 1964. The total expense will be approximately $20.00 per man. Mr. Kemper moved the request be granted, seconded by Mr. Gehr and on voice vote was carried. Captain Walter Stout of the Traffic Division presented a request to cut the curb for a driveway on South G Street, south of the Standard Oil Service Station located at South 5th and "G" Street. This request was denied for reason of creating a traffic hazard. Mr. Herschel L. Whitham, Assistant Manager of the Wayne Dairy, appeared before the Board with a request to cut 'the curb on South 6th Street to provide ingress and egress to a new loading platform to be erected on the north side of the present building. During this installation there will have to be a milk transport parked along and in front of said building which will necessitate a temporary walk around for pedestrians using said sidewalk. Mr. Whitham said the Wayne Dairy will cooperate with the Traffic Department in making the area safe for the pedestrian to walk. Mr. Gehr moved that the request be granted, seconded by Mr. Kemper and on voice vote the motion was carried. Captain Walter Stout reported that the Bartel and Rohe parking lot located on South 10th Street could be leased and sold to the City for an off-street parking lot. This area has facilities to park 18 passenger automobiles. A further study will be made by the Board on this offer. Mr. George Sawyer and Rev. Wilder appeared before the Board requesting permission from the Board to hold a march of "hope and affirmation for equality of opportunity" parade on Sunday afternoon May 17th 1964. The proposed march would form in the vicinity of South 12th and "A" Streets and proceed to the steps of the City Hall where marchers will be addressed by the Mayor and a prominent out-of-town speaker. The sponsers of this parade is the Richmond Human Relations Council. The Board called in the Fire Chief and the Police Chief to clear any problems that would affect the safety operation of their departments and the public. Mr. Beach, manager of the Sunoco Service Station was also contacted and he was agreeable to the parade. The Fire Chief and the Police Chief agreed that they would have their re- spective departments take every precaution to operate in an efficient manner during the parade. The request also included permission to use a Loud Speaker during the 111 speaking. Mr. Kemper moved the requests be granted, seconded by Mr. Gehr and on voice vote the motion was carried.
