BOARD OF PUBLIC WORKS AND SAFETY
APRIL 2, 1964
The Board of Public Works and Safety of the City of Richmond, Indiana met in regular
session in the City Hall in said City, Thursday, April 2, 1964 at the hour of
9:00 o'clock A.M. Mr. Jameson presiding with the following members being present.
Mr. Stanley Gehr and Mr. Richard Kemper. The following business was had, to—wit:
The Clerk read the minutes of the previous meeting. On motion made by Mr. Kemper,
seconded by Mr. Gehr and unanimously carried the minutes were accepted as read.
Mr. Kemper moved the bills be allowed and paid, seconded by Mr. Gehr and on voice
vote the motion was carried.
Captain Stout gavel a report of the chalking of cars parked in the downtwon area
March 27th and 28th, 1964. The Board authorized the Mayor and Captain Stout to
meet with the downtown Merchants and discuss the survey and also the Courtesy Card
program that has been in existance.
The Traffic division reported that all dsmAged traffic signs are being replaced or
repaired in the City with the help of the Street Department.
The Traffic Division made a monthly inspection of the Taxi Cabs in the City and
found the vehicles in better shape than last month's inspection.
The request of the City Cab to have one (1), parking meter in front of the Taxi
Cab office was denied on recommendation of Captain Stout. Mr. Kemper moved that
this Board concur in the recommendation of Captain Stout, Mr. Gehr seconded this
motion and on voice vote was carried.
The Traffic Division reported that the controls on the traffic lights throughout
the City have not received the periodic overhauling that is necessary to make them
function properly. Mr Kemper moved that Mr. Jameson and Captain Stout investigate
the cost of such a program of overhauling and report to the Board. The motion also
included an investigation as to what the State Highway Commission pays to other cities
the size of Richmond for such maintenance. Mr. Gehr seconded this motion and on
voice vote was carried.
IMIr. Walter Keach sent in a petition signed by several residents in the area of
S.W.A Street, between S.W. 18th and S.W. 19th Streets complaining of the heavy
traffic using this street. Chief of Police Stultz reported to the Board that this
area wall receive adequate police patrolling to eliminate the heavy truck traffic.
Mr. Jameson advised the Board that the Attorney representing Paul Cussins, a member
of the Fire Department, would be unable to represent said Mr. Cussins due to
having to be out of the City on this date. Mr. Kemper moved that the hearing, be
postponed until the next meeting of the Board, seconded by Mr. Gehr and voice'
vote was carried.
Mr. Guy. Alexander representing the Optimist Club appeared before the Board and
stated that the trash containers were now cleaned and painted for use. Mr. Kemper
moved that the Optimist. Club be 'authorized to place the containers in the downtown
area on a one year trial basis, subject to the Board of Works having the right to
request said containers be removed at anytime upon written notice and further that
Political advertisement not be allowed. Mr. Gehr seconded the motiori and on voice
vote was carried.
Mr. Gehr moved that this Board reject all offers to sell real estate to the City for
Parking lots which includes the Shofer property, South 6th & A Streets and Lots
#19 & 20 in the Jeremiah Cox Addition to the City (North 5th Street). The motion
also included the proposition of Weichman Realty Corp. to purchase property east
of the Richmond Power and Light Plant. This motion was seconded by Mr. Kemper and
on voice vote the motion was carried.
There being no further business presented. On motion duly made, seconded and
carried the meeting adjourned.
