HomeMy Public PortalAbout11-27-1963 BOARD OF PUBLIC WORKS AND SAFETY NOVEMBER 27, 1963 The Board of Public Works and Safety met in regular session with City Controller Tiffany presiding - City Attorney Cecere absent - The follow- ing business was had to wit : The Board received a letter from City Plan, concerning the Colonial Vill iage Sub-Division, the letter states that the petitioner has not met the requirements of the Sub-division Control Ordinance No. 1800-1960, as to Sanitary Sewers and Storm Water Drainage, the matter referred to City Attorney Cecere. The Board approved the purchase of the Lillian Shofer property at South 6th & "A" Streets , for the sum of $45,000.00, and instructed City Att- orney Cecere to prepare the necessary documents . The Board approved a curb cut and the removal of a parking meter on the south side of south 6th and "A" Street , at the southeast corner for the Wayne Dairy drive-in carry out store as proposed by the Wayne Dairy Products , Inc . The Board approved the sale of a small tract of ground owned by the City of Richmond, Indiana located at the southeast corner of US #27 and "M" Streets , for the appraised price of $350.00 to the Rathskeller, Inc . which property is adjacent. The Clerk was instructed to prepare an Ordinance for the conveyance to present to Common Council. There being no further business the meeting adjourned : John R. Tiffany Pres . LAWRENCE STREET COMMISSIONER RICHMOND, INDIANA 195'8-1963 • It is so difficult in a matter of moments or in the space of a few typewritten lines to take measure of a man 's sojourn on earth. If one could seperate emotionalism from the matters of the mind, perhaps the task could be performed. Manley A. Lawrence was learned; there was no subject that interested him that he did not master. He loved the heavens , its stars , its sat- elites and what made them pursue their journey in the skies . He knew about machines , and rocks and animals . But above all, he mastered the subject of man. Manley A. Lawrence knew people. He loved most of them, the others he tolerated gentlemanly. Because of his insight of the human, he was able to assist all tYPes of men and women in their travels on this sphere. We knew him best as our Street Commissioner. This proffession he acquired in the twilight of his life on earth. He was not a "road man" when he first joined us; but he had a working acquaintance with machines, he knew how and where to acquirw information and he knew people. Manley A. Lawrence was successful again, in another field of endeavor. He became in a short period of time the best we ever produced. We shall remember Manley A. Lawrence for hlsscircuitous sense of humor, his devotion to his men and his loyalty to his friends. Manley A. Lawrence was honest -- a trait that affected every man he worked with, from the Iman who pushed a broom to the leadership in City Hall. He did not preach any of the virtues that he possessed, he lived them, and they were cont- agious to those that came in contact with him. An ordinary prosaic resolution would not be in keeping with this unusual and unique individual. Manley A. Lawrence was differnet . We all pray we can know another like him in our lifetime. What then was the measure of this man, the Street Commissioner of the City of Richmond , Indiana? Neither much space or time is needed-- just one word -- GREATNESS. Chapman 10) RESOLUTION RESOLVED, that all terms and conditions of that contract heretofore agreed upon by this Boarldof Public Works of the City of Richmond, Indiana, and True Value Homes Inc, and Indiana Corporation, for the construction of a Sanitary Sewer and other facilities by said True Value Homes Inc . from the area of Hawkins Pond to the vicinity of the Elks Country Club Road in the City of Richmond, Indiana, in accordance with plans and specifications which were submitted to and received the approval of this Bo. Board before construction thereon was begun, shall be reduced to writing~ and included therein shall be the "formula" now approved by .us for reimbursement of said True Value Homes Inc . , or its assigns , by any owner of real estate who did not contibute to the original cost of such Sanitary Sewer and facilities , and who subsequently taps into or uses the same, and that immediately upon the approval of the City Attorney of the City .of Richmond, Indiana, as to form and content said written contract shall be excused by the members of this Board of Public Works in duplicate, each of which shall for all purposes be considered an original, and one copy hereof shall be delivered to said True Value Homes Inc.
