BOARD OF PUBLIC WORKS AND SAFETY
AUGUST 1, 1963
The Board of Public Works and Safety met in regular session with City Attorney
Cecere presiding. All members were present. The following business was had to wit:
Mr. Boyd Linanen, representing the J. E. Ashworth Revivals, appeared before the
Board requesting permission to erect a tent on the Mendelson lot North of the REMC
from August 6, throughX the 23rd, 1963 for revival services. The Board granted the
request subject to compliance with the codes of the Building Commissioner and Fire
Chief.
Robert Rees and Joe Taylor of the Richmond. Power and Light appeared before the
Board to submit pictures of annewp ype of Street Light for residential areas.
The Board approved the RP&L to test the new light on South 18th Street between-
South "A" and Main Streets.
The Board set August 22,1963 for a public hearing for Improvement Resolution 1057-1963,
"The Construction of a Sanitary Sewer on South 1" Street, From South 11th to
East Line of 1107 South "M"S', the Resolution being adopted this date.
The Board set August 22, 1963 for a public hearing for Assessment Roll N . 1053-1963,
"The Construction of a Concrete Alley between North 12th and North 13th Streets
from North "D" Street to North "E" Street."
The Board ordered the Richmond Power and Light to install two (2) additional street
lights on South 2nd Street between & "B".
The Board signed a lease with the Airforce Reserve Recovery Unit for the first floor
of the vacated fire house (#4) at south 9th and "E" Streets, from Sept. 8, 1963
through June 30, 1964, through August 31, 1965. The City has the right to terminate
the lease at any time by giving a 6o day written notice.
The Board approved the construction of a swimming pool, requested by Henry Kayser,
303 Hazelwood Lane on 16t #16 Quaker Place Addition, subject to specifications set
forth by the Board of Works.
The Board approved the recommendation of Police Chief Conyers to appoint James
Hieger as a regular patrolman, effective August 1, 1963. Patrolman Heger has
served the one year probationary period.
The Board ordered the RP & L. to change the 21 ornamental street lights at the
intersection of Fr. Wayne Ave., North. RE" Street and North 8th Street from
"MIDNIGHT" to" ALL NIGHT CIRCUIT" at a monthly cost of $.50 per light.
The Board approved a request by slice Chief Conyers to staat his vacation August
7, 1963 to Approx. Augugt 21, 1963.
The Board approved a swimming pool be constructed on the premises of R. F. Longer,
5309 National Road Ease, a provate pool of 40' X 20', subject to the code set forth
by the Board of Works.
There being no further business the meeting adjourned.

RESOLUTION
RESOLUTION OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF
RICHMOND, INDIA.NA.
WHEREAS, the Department of the Army, Corps of Engineers, of the United
States of America , is desirous of leasing from the City of Richmond,
Indiana, certain of its facilities, to-wit : The ground floor of a
certain, building located at South 9th and "E" Streets , Richmond, Indiana ,
formerly known as #4 Firehouse, and,
WHEREAS, the City of Richmond, Indiana , by and through its Board of
Public Works and Safety, is desirous of leasing said above described
facilities to the said Department of the Army, Corps of Engineers, and,
WHEREAS, the said parties hereto have agreed on the terms of said lease,
but the same has not been duly executed and cannot be so executed
prior to August 1, 1963, and,
NOW THEREFORE, IT IS DULY ADOPTED BY THE BOARD. OF PUBLIC WORKS AND SAFETY
OF THE CITY OF RICHMOND, INDIANA, that said Department of the Army,
Corps of Engineers, shall hereby be granted a right of entry to use
said facilities from and after August 1, 1963, until the effective date
of the proposed lease, but in no event later than September 15, 1963.
The purpose of this said Resolution is to permit said Department of the
Amry, Corps of Engineers, the right to enter, occupy and use said
facilities from and after August 1, 1963, until automatically terminated
as hereinabove provided.
ADOPTED this 1st day of August, 1963.
