BOARD OF PUBLIC WORKS AND SAFETY
OCTOBER 25. 1962
The Board of Public Works and Safety met in regular session with City A
Attorney presiding. All members present. The Following business was had
to wit:
City Engineer Sherick moved that Improvement Resolution No. 1051-1962
be confirmed. As no remonstrators appeared before the Board, the motien
was seconded by City Controller Tiffany.
The Olerk presented proof of publication that this date had been set
to open sealed bids for the construction of a paved a1.ley between South
5th and 6th streets, from South "D" Street to South "I" Street, Improve-
ment Resolution No. 1051-1962. The proofs were accepted and ordered
filed. -Robinson Bros. ,of Centerville, Indiana, wasc the only bidder.
As their bid of $3460.00 was below the estimate, City Controller Tiffany
moved that the bid be awarded, sedonded by City Engineer Sherick.
The Clerk presented proof of publication that this date had been set
to open bids for a new fire alarm system for the Fire Department. The
proofs were accepted and ordered filed. The Gamewell Company of Newtom
Upper Falls, Massachusetts was the only bidder, City Controller Tiffany
moved that the bid of $8,890.00 be awarded as their bid met our spec-
ifications,
seconded by City Engineer Sherick.
E. Orville Johnson, director of the Indiana-Earlham extension center at -
"Earlham College, appeared before the Board and presented petitions signed
by approximately 2000 College students and citizens urging that safety
measures be studied for the entrance to the College on Nad.onalRoad West
(US 40). Eric Curtis,. Dean of th e.College; Captain Stout, Police Traffic
Division;and the Board of Works participated in a discussion, concerning
the matter, It was agreed that the installation of five (5) Street
Lights at the entrance - two (2) on the south side and three ( 3) on the
north side - plus a flasher at either side of the entrance signalizing
a. cross walk agead, would be the most effective safety measure. The Board
of Works ordered the Richmond Power and Light to install adequate light
• ing at the entrance to Earlham College (US40) - and authorized Captain
Stout to contact theState Highway Department concerning the installa-
tion of the flasher lights, at the expense of Earlham College.
Capt&in Stout reported that he has properly signed and marked the inter-
section at West 7th & Main Street, to improve the vision for North and
South bound traffic crossing- 7th St.
The Board approved a request by the Hoosier Merchantile Company to erect
a canopy over their store front, 70' on Main Street and 15' on North
6th Street, subject to compliance with building code regulations.
4., . Bert Keller, attorney representing Ralph E. Smith, the owner of property
on Chester Pike, appeared before the Boa°rd concerning a storm water drain-
111 age problem on Mr. Smith's property. The land is the location for a pro-
posed apartment house project. The Board instructed the Engineering Dep-
artment to make a -survey and prepare an estimate of the cost of drainage
in this area, and also to make plans and an estimate for storm water
drainage for the entire Berry Field area.
