HomeMy Public PortalAbout08-23-1962 • BOARD OF PUBLIC WORKS AND SAFETY AUGUST 23 , 1962 The Board of Public Works and Safety met in regular session in City Hall with City Attorney Cecere presiding: All members present - The following business was had to wit : Mrs . Lucille Jones appeared before the Board with a proposal to sell 111 the City a lot on North 20th St . next to the Penn. Railroad , the matter taken under advisement . Thomas S. Milligan, attorney, submitted a petition signed by 16 re- sidents living in the 500 81k. of North 19th St . , requesting consi- eration and action effecting condemnation of a house located at 527 North 19th St . , as being unfit for human habitation. The petition was referred to the Fire Chief" and Building Commissioner for investi- gation. A request by Charles R. Baldwin, 322 South 8th St. , for a traffic sig- nal facing south for north bound pedestrians , was referred to Captain Stout ,' Police Department Traffic Division. - • the Board approved a recommendation By William Adlery parking meter' department , to remove a meter on the East side of South 5th St . , immed- iatly north of 6outh "4" St . 'the Board approved the recommendation of Police chief Conyers to appoint Charles Peters , 50 South- 8th 'St. , as a crossing guard for south 9th and 1°G" Street , effectine the beginning of the fall school term, Sept- ember 5, 1962 . the Board approved a request by Chief Conyers to send three (3) men to the Basic Police Training School at Indiana University, September 24 through October 5 , 1962 , the men selected arena- Charles Chris , Jewell Scott , and James Hieger. - A complaint of excessive smoke and flying debris at the Nettle Creek Industries, caused by burning trash was referred to the Fire Department for investigation. The Board received the plans and specifications from the State Highway Department, for the traffic signal installation at Northwest 5th & • Pearl St . , and the interconnection with other traffic signals on North- west 5th (US 35), The Board referred the project bo the Richmond Power and Light for and estimate for the installation - (State will furnish materials) . • A public hearing with Forrest Sipe and ether officials of the Midget Stadium and their attorney, William McFeely, concerning the condem- nation proceedings against the Midget Stadium grandstand was held . Pictures were shown of the deteriorated condition of the pillars , beams , flooring, cross bars and the electi^tcal wiring in the grandstand by Mel Price of the Fire Department . the Board ordered Assistant Fire Chief Price, Building Commissioner Sligar and Architect Terwilli- ger to make a physical check on the grandstand at this time and report back to the Board. On reporting back to the Board it was the consenus of their op nthnathat only 70% of the recommendations of the Indiana State Fire Marshall have been complied with. Items recommended by the St,'te Fire Marshall Not completely complied with are: Item - 2 Posts not placed ih,the center of footings !" 3 All deteriorated beams not replaced 01 4 " " cross bars not replaced f9 , 5 11 °' flooring not replaced • 217 Board of Works,August 23, 1962 continued City Controller Tiffany moved that the grandstand be properly signed and closed until the above recommended improvements have been completed unanimous Board approval.
