BOARD OF PUBLIC WORKS AND SAFETY
November 30, 1961
The Board of Public Works and Safety met in regular session in City hall with City
Attorney Cecere presiding; city Engineer Sherick was absent. The following business
was had to-wit:
City Controller Tiffany moved that the reading of the minutes of the previous meeting
be dispensed with, seconded by City Attorney Cecere.
Mr. Gist, 18 North 12th Street, appeared before the Board with a complaint of water
standing in the first alley north of Main Street between llth and 12th Streets,
referred to the City Engineering Office.
A petition for street lights by residents of Locust Land First Addition was re-
ferred to the Richmond Power and Light for study and recommendation.
The Board approved the installation of street lights at South 14th and J St. ,
South 15th and J St. , and Natiohal Road East and 36th Streets.
A petition for a water line for fire protection from property owners on Mendleson
Drive was referred to the City Engineer and Chief of Fire Department for study and
recommendation.
The Board appointed Robert Deakins as a regular policeman, having completed his one
year of probation, effective November 30, 1961, on the recommendation of Police
. Chief Conyers.
The Board received a letter of resignation from police officer George Bell to enter
the Baptist Ministry. City Controller Tiffany moved that the resignation be accepted,
seconded by City Attorney Cecere. The Clerk was instructed to write Mr. Bell a letter
commending him for his 13 years service to the police department and the City
Termination date November 30, 1961.
The Board approved the following budgets for 1962:
Ordinance No. 1897-1961 - Dairy $3,565.00
" " 1898-1961 - Parking Meter 49,985.00
" 1899-1961 - Barrett Law 900.00
Police Chief Conyers reported that traffic assignments have been made in the department
for December, during the Christmas rush.
A complaint of the bad condition of the entrance to 36th Street from East Main Street
was referred to the Street Department.
The Parking Meter Ordinance will be enforced on Thursday afternoons until after
Christmas, as downtown stores will be open.
A complaint by Mrs. Cohee, 1415 Harris Street, of a fire plug in front of her house
that restrists her prarking, was referred to the City Engineer and Fire Chief for
study and recommendation as to having the plug moved.
Police Chief Conyers reported that the department would start enforcing the pedestrian
traffic violations, as to crossing the streets, January 1, 1962. A program of
warning through radio and newspapers will be held during December.
• The Board approved a recommendation submitted by Captain Stout, Traffic Department,
• to install a "STOP TURN ON RED" sign at South 5th & E Street, for traffic from the
south turning east on E.
The Board referred a request by Captain Stout to establish ownership of property at
the corner of Northwest 16th Street, concerning shrubbery that creates a vision
4111 hazard.
The Board approved a recommendation by Captain Stout to paint the radius of the curb
yellow, restricting parking at the Southeast corner of Northwest 17th Street & A St.
The Board instructed the City Maintenance Department to repaint the new Walk-Wait
traffic signals at 5-6-7 & 10 Streets.
The Board approved a request for the Fire Department to participate in the,_Muscular
Dystrophy Porch Light Program again this year.

The Board approved the dedication of land for opening and establishing of extension
of Southwest "D" Street, property owned by Charles and Eleanor Robinson.

The Board approved Assessment Roll No. 1044-1961 - for concrete alley between
South 12th and South 13th Streets.
The City Engineering Department submitted an estimate for the construction
of a sanitary sewer from Northwest 5th Street to corporate limits and
Worley Court

There being no further business, the meeting adjourned.
