BOARD OF PUBLIC WORKS AND SAFETY
AUGUST 18, 1961
The Board of Public Works and Safety met in City Hall, with City
Controller Tiffany presiding, in the absence of Board President
City Attorney Cecere.
The Board did not meet Thursday morning August 17th, 1961, as the
offices of the City Building were closed for the funeral of
Cuncilman Salzarulo.
111 The Boardcof Public Works and Safety adopted a Memorial Resolution
to Louis Salzarulo, to be entered in the minutes of the Board of
Works and Public Safety of the City of Richmond, Indiana and a copy
of the same to be delivered to the members of the Salzarulo family.
The Board approved a request by Robert E. Glowcyek, 2014 Indianapolis
Avenue, to extend a water line for his use from Pongee Street to
Indianapolis Street at his own expense.
Councilman Smithmeyer and Yount, reported complaints of the traffic
light at South 13th & "E" Street, being changed from a stop signal
to flasher type. The Board took the matter under advisement, until
the traffic department can make a report and recommendation.
The Board approved the recommendation of Councilman Yount to install
a "Yield" sign at Southwest 16th & "E" Street.
The Board rejected'a request from the Procter & Gamble Company to
use a sound truck to advertise Puff tissues, per Ordinance No. 1215-
1940.
A petition for a street light at the alley next to 310 Northwest "K"
Street, was referred to the engineering department for study and
recommendation.
111 The Board ordered the removal of a parking meter at the entrance of
the parking lot on South 7th Street and a meter at the entrance of
the parking lot on 8th Street north of the bus station, and the
spaces painted yellow.
Fire Chief Klotz reported that coin operated dry cleaning machines
will make their appearance ih Richmond soon, and that he has received
fire regulations from the State fire Marshall, for their operation.
The Board approved a curb cut at South 11th and "A" Street, requested
by the Western & Southern Insurance Company.
The Clerk was instructed to prepare a resolution to transfer $6000.00
from Off Street Parking Fund to Parking Meter Fund to pay for parking
meters that have been received.
The Board approved the recommendation and estimate of the Richmond
Power and Light to install 5 Street Lights in the Crestdale Addition,
and 1 Street Light between South 17th & 19th on South "G" Street.
There being no further business the meeting adjourned.

RESOLUTION
OF
THE BOARD OF PUBLIC WORKS AND SAFETY
OF
THE CITY OF RICHMOND, INDIANA
WHEREAS, it has come to the attention of The Board. of Public Works and
Safety of the City of Richmond, Indiana, that Louis Salzarulo,
City Councilman, died on the 14th day of August, 1961, and,
THEREFORE, in commemoration of the memory of Louis Salzarulo, The Board of
Public Works and Safety will not meet at its regular session
on Thursday, August 16, 1961.
BE IT RESOLVED by the ;Board of Public Works and Safety that this Board enter
into its minutes, as a perpetual record, its sympathy, and that
of the community, to the members of the family of Louis Salzarulo
in the loss of such an outstanding citizen of this community.
BE IT FURTHER RESOLVED, that the records of this Board show:
1. That Louis Salzarulo, in his life, exemplified the highest
degree of obedience to God, the highest degree of patriotism
to his country, and the deepest love, concern, and dedication
to his family and community.
2. That Louis Salzarulo exemplified the greatness of this
country by demonstrating how an immigrant could come to our
shores, practice the religion of his own choosing, and affi=
liate with the political party of his choosing pursuant to
his convictions, to prosper, to raise and educate his family.
3. That the heritage of Louis Salzarulo, as witnessed by his
own life, and as perpetuated by the lives and works of his
children, shall always be an integral part of our community.
4. That Louis Salzarulo was a man of high integrity and honesty
who had a deep and abiding concern for all the people in
the community regardless of their social or economic positions.
5. That Louis Salzarulo, while a member of the Common Council
of the City of Richmond, voted his convictions as he thought
they corresponded to the best interests of the community. ,
6. That his example of public service is a light that will
shine for many years and will be a beacon to those of us
who remain.
BE IT FURTHER RESOLVED that we who follow shall endeavor to be guided by those
characteristics that made him such an outstanding individual
and citizen of the community.
NOW, THEREFORE, BE IT FURTHER RESOLVED that :this Resolution be duly entered of
record in the minutes of The Board of Public Works and Safety
of the City of Richmond, Indiana, and that a copy of the same
be delivered to the members of the Salzarulo family.
