BOARD OF PUBLIC WORKS AND SAFETY
JULY 27, 1961
The Board of Public Works and Safety met in regular session in
City Hall, with City Attorney Cecere presiding: All members
present - The following business was had to wit:
City Controller Tiffany moved that the reading of the minutes of
the previous meeting be dispensed with, seconded by City Engineer
Sherick.
City Engineer Sherick reported that A. M. Harbin has engaged the
DeLucio Construction Co. to construct a storm sewer in the Harbin
Sub-Division in the vicinity of Southwest "I" and the Abington
Pike. ,
C. Stircle Patterson and Burdette Orr of the funeral directors
association met with the Board of Works to discuss funeral pro-
cessions and emergency ambulance runs. No decision was reached,
as Mr. Orr president of the funeral directors association said,
he would like to have a further discussion on the matter with the
other members of the association.
City Engineer Sherick presented a layout of the new City owned
parking lot South of South "A" between 9th & 10th Streets. The
plans call for 80 parking spaces, with 40 spaces having 2 hour
parking meters and 40 having 4 hour meters.
The Board ordered the radius cut back and the traffic light moved
at the Northeast corner of Northwest 5th Street & National Road,
complaints have been filed that trucks could not make the turn
onto Northwest 5th Street (#35) coming from the East on National
Road.
Captain Stout, Police Traffic Department, reported that a regular
inspection of the Taxi Cabs operating in the City was made and six
cabs were found to need minor repairs.
The Board approved the recommendation of Police Chief Conyers,
that Detective Donald Strahn be sent to a Special Seminar on
forgery detection at Indiana University from July 31 to August
11, 1961.
The Board instructed the Engineering Department to check the water
lines in the Crestdale Addition, for the location of fire hydrants.
This date had been set for the hearing of Saint E. Wright, to hear
evidence of written charges filed against him by Fire Chief Klotz.
The Board heard evidence in support of the charges of insubordina-
tion, being late to work and absent without authorization from
Fire Department Captains Jess Price, Wreller and Cousins, fireman
Ruble and Assistant Chief Mel Price. Mr. Saint E. Wright was present
and said that all charges were true, but circumstances concerned
each charge. Mr. Wright also said, that probably in the best inter-
est of the Fire Department, "You should let me go, but I would like
to go back to work." City Controller Tiffany said that in view of
the fact that Mr. Saint Wright did not deny the charges filed, and
that he would not confirm that he would do better, he moved that Mr.
Wright be discharged from the Richmond Fire Department, seconded by
City Attorney, unanimous Board vote. The Clerk notified Mr. Wright
of the Board's action by letter delivered in person by the clerk.
City Engineer Sherick reported that a layout for the radius on three
corners of South 11th Street & Parry Street have been completed
and Street Commissioner Lawrence will construct the curbs and
gutters.
The Board issued an order that Mr. Lonnie Winchester would not
receive any building permits, until he complies with an order of
the Building Commissioner to remove objectionable materials from
his lot at 1605 South 13th Street.
The Board referred a petition for curbs and gutters on Oakland
Ave. from So. "P" to So. "Q" to the Engineering Office.
The Board referred a petition for Street Lights in the Crestdale
Addition to the Richmond Power & Light for study and recommenda-
tion. ,also the cost of installation.
The Board referred a petition for a Street Light on South "G"
Street between 17th & 19th Streets to the Richmond Power and
Light, for recommendation and estimation of cost.
There being no further business the meeting adjourned:
