BOARD OF PUBLIC WORKS AND SAFETY
JULY "6, 1961
The Board of Public Works and Safety met in regular session in City Hall, with City
Attorney Cecere.presiding: - All members present - The following business was had to
wit:
City Controller,Tiffany moved that the reading of the minutes of the previous meeting
be dispensed with, seconded by City Engineer Sherick.•
The Clerk presented proofs of publication that this date had been set to hear persons
interested in Improvement Resolution NO.1044-1961, "THE CONSTRUCTION OF A CONCRETE
IIIALLEY, THE FIRST ALLEY EAST OF 12th Street"(south) between south "A" & "B" Streets".
City Controller Tiffany moved that the Remonstrators appeared to protest the improve-
_ ment. City Attorney Cecere moved that the resolution be adopted, seconded by City
Engineer Sherick. The Clerk was instructed to advertise for contractors to submit
sealed bids for the construction of the concrete alley. .
The Clerk presented proofs of publication that this date had been. set to hear persons
interested in Improvement Resolution No. 1045-1961, "THE CONSTRUCTION'OF CURBS AND ' .
GUTTERS ON PEACOCK ROAD FROM NORTHWEST 13th TO NORTHWEST 18th STREET". 52 persons
signed the petition to remonstrate against the Resolution - 17 persons signed the
petition for the Resolution - as more than 51% of the property owners are against the
Improvement,City Controller Tiffany_moved to rescind the Resolution, seconded by City
• Engineer Sherick. _
The Clerk presented proofs of publication that this date had teen_set to hear persons
. ' interested in the Assessment Roll for Improvement Resolution No. 1Q35-1959,"CURBS,
. GUTTERS & SIDEWALKS ON SOUTHWEST "F" STREET FROM 1ST TO THE ABINGTON PIKE" the proofs
were ordered filed. Betty Shepard appeared in protest against the amount of her assess-
• ment, City Controller moved that the assessment be modified by $15.00 and the amount
be added to the City, seconded by City Attorney Cecere. No other persons appeared to
protest the Roll, City Attorney Cecere moved that the Assessment Roll be confirmed,
seconded by City Controller Tiffany.
The Clerk presented proofs of publication that this date had been set to open sealed
• bids for radio equipment for the Police Department. The following bids were opened:
Dumont Laboratories ---- $10,814,45 .
General Electric ---- 11,45400
. Motorola ---- 13,974.30
City Attorney Cecere moved that the bids be taken under advisement to study the spec-
. ifications, seconded by City Controller Tiffany.

The Board approved two (2) curb cuts at 427 No. West "L" Street for a private drive
way - (15' each). The Board approved a curb cut of 20° for private drive at 201 North
9th St. The Board approved two (2) curb cuts for the Williams Tile & Wall Co. , one on
13th South of "E" and one on "E" Street.
City Controller Tiffany reported that he has contracted the Kelly Quality Black Top •
Company to repair the surface of the City owned parking lots. •
The Board approved the recommendation of Fire Chief Klotz that Jack Cruse and David
_ Russell be appointed regular firemen, having served the one year probationary period.
Fire Chief Klotz filed formal charges against Saint E. Wright member of the Richmond •
Fire Department for violation of the rules and insubordination as follows:
1 - Laying off work too often without a resonable excuse.
2 - Suspended March 22, 1961, to April 4th.for failure to report to work.
'3 - Lack of interest in the fire department.
• 4 - Lack of good morals in the interest of the department.
5 - Not paying just bills.
6 - Disobeying the man in charge of the house.
7 - The Chief being unable to locate him at anytime when off duty.
8 - Being late to work too often.
9 - Absent from duty July 3 & July 5, 1961 without authorization - Fire Chief -
unable to locate this man on either day.
10 - Failure to notify department -of change of address.
Written notice is to be served on said Saint E. Wright in person by leaving a copy of
charges at his last and usual place of residence, notifying him that a hearing will be
held to consider said charges Thursday July 27, 1961, at the City Hall, Richmond,
Indiana, at 10:30 AM and that a copy of charges filed by Fire Chief Klotz be served on
Saint E. Wright at the time of giving him said notice. Further, The Board confirmed the
suspension of said Saint E. Wright until the date of the hearing. Further, said Saint
E. Wright was present and was- personally notified of the hearing date, when the
evidence would be presented, and that he would have the opportunity to be represented
by counsel and to hear all witnesses at the hearing.

Board of Works - July 6, 1961
The Board rejected a request by Mrs. William of the WGLM radio station in the First
Federal Savings and Loan building for a parking space on North 9th Street.
The Board to notify Burdett Orr and S. Patterson, officers in the funeral directors
association to meet with the Board of Works and Police Department July 27, 1961,
concerning funeral processions and emergency ambulance runs.
The Board authorized City Controller Tiffany to engage a realtor to aid in the sale
of the City owned lot in Ravina Park,

Captain Stout, Traffic, reported that the intersection at North 8th & "C" Street
with the installation of traffic buttons today will complete the job there.
In regards to. a letter from Councilwoman C. Hoskins to the Bureau of Buildings and
presented to the Board of Works. The Police Department has been instructed to invest- .
igate the displaying of merchandise between the curb and sidewalk at 4.17 Northwest
3rd Street, also, City Engineer Sherick reported an inspection is being conducted by
the Sanitary District for the removal of down spouts connected to sanitary sewers,
The Board awarded the following Street Material contracts:
Bituminous Materials Magaw - Richmond, Indiana
Corrugated Metal Pipe Armco - Indianapolis, Indiana
Ready-Mix DeBolt - Richmond, Indiana •
Crushed Gravel American Aggregates - Richmond, Indiana
Crushed Stone DeBolt - Richmond, Indiana
The Clerk was instructed to prepare an Ordinance for the appropriation:.of $1000.00
from the City General Fund to Police & Fire Department Hospital & Medical care,
available funds having been used. -
There being no further business the meeting adjourned.
